COUNCIL CHAMBERS - NOVEMBER 29, 1984

COMMITTEE OF COUNCIL MEETING
Committee of Council met this evening at 7:00 p.m. with the following members present:

2. Opening - Reeve Davie opened the meeting at 7:15 p.m.
3. Matters Referred to Committee of Council from meeting of Council held on November 19, 1984
(a)
Consideration of Proposals for Office Management Study as submitted by Woods Gordon,
Management Consultants and Eric Hardy Consulting Limited.
The matter was discussed at great length by all members of Council.
was that the Office Management Study be undertaken without delay.
The consensus of Council

Committee of Council recommend that the firm of Woods Gordon be retained to carry out the
Office Management Study according to the proposal submitted for a total not to exceed $7500.00.
Basing the average hourly charge of $78.10 as set out on page 4 of the proposal, with no ad-
ditional charge for travel, lodging, meals and long distance telephone calls. And further,
that the Study to commence immediately.
(b)
Capital Punishment Question - (i) Clerk reported on telephone conversation with
Douglas Lewis M.P., which had been placed as directed at last meeting of Council.
The matter be left according to resolution of Council previously passed at a meeting held on
November 19, 1984.
(c)
Local Government Week - Program as announced by Minister, Ministry of Municipal
Affairs and Housing - starting on Monday, January 14, 1984.
Local Government Week commence with the Student Reeve Programme.
( d)
Student Reeve Program for 1985 including the presentation of plaques to the two
1984 Student Reeves.
Student Reeve Programme to be carried out as suggested by the four Public School Principals
in a letter dated October 17, 1984. And that the School Principals be invited to attend a
meeting of Oro Council on December 17, 1984.
(e)
Wye Marsh Closure as announced by Federal Government.

Wye Marsh Closing discussed with a consensus that it should not be closed. Study for
Revenue to assist with maintenance and programming for operation of a natural area.

No discussion, Planning Advisory Committee had responded to Minister's letter.

Canada Day Committee - Besse Crawford, Buffi Woronka and others (as previously requested by
Council).

Reeve advised that the request to meet with the Committee was proposed after the successful
Canada Day.
David Woronka - The Committee propose the annual event to be on basis of family day not
elaborate like Bicentennial - Fire works be included.

Does Committee want notice with Tax Bill mailing (Interim) and reminder with final notice.
Suggest notice to include events for the day and Citizen of the Year nominations.
Councillor Halfacre suggested that another member of Council should act on this Committee.
Several other matters were discussed with regard to the day.
Reeve Davie in conclusion thanked the members of the Committee for a job well done and
advised very good reports had been received on the day.

EE OF COUNCIL MEETING - NOVEMBER 29
1984
Fire Chief was present at 8:05 p.m.
1.
The matter of selling of old fire radios was discussed. The radios are to be shown to
the Township of Adjala, presently interested in purchasing of same.
2.
Matter of Volunteer Firemen's Gratuities for 1984. An error apparently had occurred in
the submission of the Rugby Station which had only included 50% of the total points.
Being an amount of $1383.03 it was recommended that the cheques be issued and forwarded.
Councillor Allan Johnson declared conflict of interest at this point being a Volunteer
Fireman on the Rugby Fire Dept. and left the meeting during the discussion.
The item was discussed by members of Council with the Fire Chief at some length with
suggestions of establishing a minimum and maximum amount for each Volunteer Fireman.
Councillor Johnson returned to the meeting after the discussion.
Consideration of Procedural
law
Committee of Council recommended that each Councillor submit recommendations/additions/
amendments to the Draft By-law.

New Building and demolition of present building on the present site
New site and new complex Municipal facility
- along with plans and estimated costs for each (excluding cost of land if new site is
selected).
It was recommended that Oro Council, as a priority, budget and levy for future Municipal
facilities, commencing in 1985.

Parks & Recreation - O.C.C.P.R.C. recommend to Council that a Summer Day Camp Pr09ram
agaln be established.
Deputy-Reeve presented a computer print-out showin9 expenditures and revenues of the
Outdoor Program for 1984. And also reviewed the contents of the last Parks & Recreation
Committee Meeting.
Parks and Recreation Committee recommend that the Program be continued and Council budget
for the total cost of the Program and Parks & Recreation Committee continue to pursue any
possible grants.
Road Dept.- Chairman, Councillor Johnson submitted a written report on the meeting with
Barrie Suburban Road Committee with respect to intersection of County Road
20 and 27.
