""""III COUNCIL CHAMBERS - FEBRUARY 26, 1981 SPECIAL COMMITTEE OF COUNCIL MEETING Council met at 7:30 p.m. as a Committee of Council to deal with several Committees of Council. All members present except Reeve Allan K. McLean. Deputy Reeve Stephen Davie assumed the chair. The first Committee dealt with was the Fire Committee present from each Fire Department and Councillor Arbour, Chairman of the Committee opened the meeting. Fire Chief Ron Young was present along with the following: Station No.1 - Jack Hensen, District Chief Carl Walton Sandy Bowman Station No.2 - Tim Jermey, District Chief Yeb Jermey Garnet Pattenden Station No.3 - Al Moore, District Chief George Bidwell Bi 11 Sheardown Station No.4 - George Anderson, District Chief George Scott Bob Langman Councillor Arbour presented a report with comparative figures of number of fire calls for each station and remuneration as received in 1980 and the result of per call and comparison using the 1981 proposed budget. And the Fire Committee recommendation for 1981 that the point system be considered on Township basis rather than on District basis. Al Moore - commented on the report and his understanding mentioned that District 3 have one mandatory and one volunteer practice per month. Tim Jermey - commented on this recommendation and advised that number of practices involved should be considered - Station 2 had 12 practices in 1980. Councillor Arbour replied to the comments. It was left that the District Chiefs and the Fire Chief meet to discuss this matter and report back to Fire Committee. The next item to be discussed was the proposed budget for 1981. The next matter to be considered was the concern of the District Chief from Station 3. A letter of his concerns to the Fire Chief was read out by the Chairman. Contents of the letter related to the fact that No.3 station appeared to be receiving less equipment than the other stations, such as tanker truck and a separate hall. Other matters of concern were also discussed. Councillor Arbour thanked the Fire Departments for coming and bringing forth points. Deputy Reeve Davie added his comments and thanked the Fire Department members for coming. .... . . . """"l1lI SPECIAL MEETING (CONT'D FEBRUARY 26, 1981) PARK CO~1MITTEE The Chairman of the Park Committee related that she had contacted Mr. Stuart N. Keyes to inspect the problem of the large pavillion floor and piers. Mr. Keyes was present to report on his inspection of the pavillion and indicated to Committee of Council that in his opinion the entire foundation or piers should be raised and replaced with a new floor by breaking up the floor and putting in granular fill with the new floor at the level of the raised piers. The Committee recommended that the matter be presented to Council for approval to proceed with having the necessary drawings and proposals prepared by Stuart N. Keyes for the necessary work. It was also recommended that copy of the regulations for park management and by-laws for same be obtained from N.V.C.A. Committee also recommended that Mr. Christian be contacted and requested to outline the criteria and procedure for the development of a park. Committee also recommended that the Planning Administrator be requested to prepare a map indicating all park lands in the Township. . . . SPECIAL MEETING (CONT'D FEBRUARY 26,1981) ROAD COMMITTEE Deputy Reeve Stephen Davie advised that the Road Committee had reviewed the report of the Road Supt. on the fuel quotations and considered same. Also that the Road Committee had inspected some roads with respect to Road Program submitted. That the Road Committee recommend to Council that the BP Canada quote be accepted for the supply of fuel to the Township at the price quoted with their equipment, subject to BP replacing the present pumps with up-dated pumps. The machinery hourly rental rate applied to Township equipment be increased from the present rate of $13.00 and $15.00 with snow plow equipment to $14.00 and $16.00. J. . . . """'II1II SPECIAL MEETING (CONT'D FEBRUARY 26, 1981) WASTE DISPOSAL COMMITTEE Councillor Stan Vousden brought the matter of the Waste Disposal Supt. 1980 wages to the attention of the Committee and presented a report for same. It was suggested that Councillor Vousden advise the Waste Disposal Supt. that Council would be prepared to meet him should he so desire. Meeting adjourned at 10:45 p.m. Reeve - Allan K. McLean
