04 14 1981 COW Minutes COUNCIL COMMITTEE - PARKS At MEETING -TUESDAY, APRIL 14, 1981- 11:30 a.m. - TWSP. MUNICIPAL BUILDING PRESENT: Chairman T. Halfacre Deputy Reeve Deputy Clerk S. Davie G. Roberts Abraham Bosman, Ministry of Natural Resources The Parks Committee of Council met at 11:30 a.m. with Mr. Bosman of the Lands Section, Huronia District, Ministry of Natural Resources. The purpose of the meeting was to further review the content of a letter received from the Ministry & Services Supervisor, D. McArthur~ dated February 5, 1981 regarding Oro Memorial Park. Mr. Bosman confirmed the Ministry's interim approval to place buoys along the waterfront of the Park to outline the limits of the beach for swimmer protection, subject to the approval of the Federal Department of Transport. With reference to acquisition of a water lot, Mr. Bosman provided a copy of the Ministry's "Water Lot Program" policies, and indicated that the Township, should they desire, could proceed to either lease a water lot in front of the Memorial Park from the Province, or apply for patent conveyance. Both alternatives were discussed in terms of cost and control. The Ministry's Beach Management Agreement program was also discussed, wherein the Ministry's jurisdictional contol over the shoreline areas can be transferred to the Municipality under agreement. Mr. Bosman indicated that should patent be applied for, it would be necessary to support the request with a resolution of Council forwarded to the Ministry together with a sketch of the proposed water lot to be acquired. Minimum costs were indicated to be a one-time fee of $200.00 plus survey costs. On Ministerial acceptance and recommendation of the proposal, the Ministry would process the application for approval by order of the Lieutenant-Governor-in-Council. Mr. Bosman further indicated that he was available to provide additional information of the matter of patent application and offshore development proposals should Council so desire.
