COUNCIL CHAMBERS - APRIL 30, 1981

COMMITTEE OF COUNCIL MEETING
All members present except Deputy Reeve Davie
Reeve R.S. Arbour opened the meeting at 7:15 p.m.
The Park Committee
Councillor Halfacre brought up the matter of Picnic Fees at Oro
Memorial Park. Recommendation that no fees be charged to Residents
picnics, except for clean up deposit which is refundable.
Also advised that the sign at the Park has been ordered and will be
erected when completed.
Mr. McNamara was present with respect to Carthew Bay Dock. The entire
matter was discussed at some length with reference to By-Law 1234/81
and Lease for the 3 wharves.

Recommendation that once guideline of fees have been received, fees
to be set and sign for same be erected at each wharf. Identification
of authority be prepared and present to Harbour Masters for each
wharf. Receipt book be prepared and printed, suitable to cover all
wharves. Look into clearing of area for picnic tables at Carthew
Bay wharf.
Road Committee
The Reeve requested that in the absence of Road Committee Chairman,
Deputy Reeve Davie, that Councillor Vousden, Vice-Chairman present
matters of Road Committee.
Fred Haughton was present with respect to Road matters and presented
the following: A breakdown of Tenders for equipment as received under
contract 81-07. At a meeting held on April 22, 1981, what is on file
and every member was presented a copy. Then presented a list of items
for Council's attention:
1)
Gravel Pit - needs stripping and grubbing
R. Law Construction - $4,000.00
M. Shelswell - $4,500.00
Left in hands of Road Superintendent
2)
OACETT - Technologist Association
$60.00 Membership Fee
To be further considered
3)
Trucks - Township
Propose painting of truck boxes # 14,17,21
Trans-Canada Coating: 3 Trucks $490.00 complete
Sandblast, Prime & Paint

Oil vs Calcium - Policy?
Council agreed with Road Superintendent that the use of Road Oil be
reduced
5)
Township Level Offer to Purchase
G. Rohner $75.00
Road Superintendent advised he had received an offer from G. Rohner
to purchase the old level. Matter left to Road Superintendent
6) Extra Employee & Summer Help / Survey
It was recommended by the Vice-Chairman of the Road Committee that
Council authorize the hiring of an extra Road Employee and Summer help
for Survey purposes.

Robert Ryder - Re:
15/16 Side Road Drainage
Road Superintendent advised that all corrective steps had been taken
8)
Ivan Clark - Mutual Agreement Drain
Re: Drainage as presented to meeting of Council previously
Mr. Ivan Clark was present at 8:30 p.m. to discuss the matter of
drainage and clearing of the ditch through his property and along
roadside and easement of same.

The matter of drafting a Mutual Agreement Drain was discussed by
Council with Mr. Clark, it was left that a draft of such an Agreement
be prepared for consideration and/or execution if satisfactory.

Waste Disposal Site
Chairman of the Waste Disposal
The following are the proposals of the Waste Disposal Site Committee:

1a)
AC 840 Front End Loader - When this machine is not in
operation at the Waste Disposal Site, it should be
utilized by the Roads Department on a Cost-share basis.
Tires for Front End Loader - As of April 14, 1981, the
two front tires of the above-mentioned machine were
returned after being filled with a special foam. The
machine has been operational for two weeks and the expen-
diture for these special tires appears to be most bene-
ficial. The other three tires are to be loaded prior to
the winter hours, on a cost-share basis with the Roads
Department.

2)
Keys held by various Contractors, Agencies and private
collectors - It is the committee1s recommendation, in
view of the abuse previously shown by a private collector
in the Township (namely Edward Handy) and by the personnel
at the Edgar Occupational Centre, that the lock on the
gate should be changed.
One key to be allocated to the District Fire Chief,
Al Moore, of the Edgar Occupational Centre, and he alone
to be responsible for same; one key each to be given to
the Roads Department, Browning and Sanders, Fuda Foods and
Pinegrove Collection Contractor.
3) Burning of waste or brush at Disposal Site - This practice
will be totally discontinued.
4)
Stickers on vehicles for the prupose of identifying Oro
Township Rate Payers - The committee sees the issuance of
these stickers would cause a problem and an expense and
therefore are not warranted.
5) Consideration has been given to the opening of the Waste
Disposal Site on Sundays - The addtional cost is not
warranted.
6)
Installation of a telephone at the Waste Disposal Site -
With regard to break-ins, vandalism and mis-use, it is
the opionion of the committee that the installation of
this piece of equipment is not feasible.
7)
In view of the fact that in the fall of 1981, the Roads
Department will be stock-piling sand and salt at the
Site, it. is for Council1s consideration at that time,
that the committee recommends that a hand-held radio
for communication to the Roads Department Office, at a
cost between $950.00 and $1,000.00 should be purchased.
The hours worked by the Superintendent of the Waste
Disposal Site ( James Clayton) - In view of the fact that
summer hours have been in existence one month, no change
in the summer hours is recommended. As of November 1st,
1981, the winter hours commence and it is recommended by
the committee that the hours be changed to 8:00 a.m to
5:00 p.m., making a 36 hour week in the winter, with no
reduction in the basic salary of this employee of a
40 hour week. The unsafe conditions after dark in the
winter make this a much more viable work-week.
If this employee can be ased by the Roads Superintendent,
to operate the machine for truck loading of sand and salt
one day a week, the employee is to be paid straight time
over his 36 hours a week.
It was recommended that the proposal be accepted subject to further
clarification of Items 2 & 7
