06 11 1981 COW Minutes . . . TOWNSHIP OF ORa Council Chambers - June 11, 1981 COMMITTEE OF COUNCIL MEETING All members present Reeve R.S. Arbour in the chair - meeting opened at 7:00 p.m. Road Committee Road Superintendent, Fred Haughton was present at 7:00 p.m. with respect to road matters, presented report as follows: 1. Tag-A-Long Trailer: Recommend the purchase of a 15 ton trailer c/w the instal- lation of air brake package in the Township Truck. Complete for $7,500.00. M.T.C. approval 6 months. Committee of Council recommend Council authorize purchase of the trailer and letter to be forwarded to M.T.C. 2. 15/16 Side Road Construction: Re: Quotes on clear & grub 1) M. Shelswell Const. 2) Law Construction 3) Stewart Construction $15,680.00 * $18,900.00 $31,240.00 Report on proposal for 15/16 Side Road and quotations as presented were acceptable to the Committee of Council and Committee recommend that Council accept the quote of Morris Shelswell for clearing & grubbing of 15/16 Side Road. 3. Robert Ryder & 15/16 Side Road - correspondence from Stewart, Esten. Report of Road Superintendent with respect to construction on 15/16 at Mr. Ryders property be accepted and Committee recommend that Council accept the report and copy of same be forwarded to Solicitor and he be advised that N.V.C.A. will have flood and fill line mapping available to the Township be the end of June 1981, according to letter from N.V.C.A. in March. 4. Work Report: 1) 2): 3) 4) 5) Dust Control has been completed Road preparation for surface treatment completed Surface treated tentatively. Scheduled for Thursday June 11th Topsoil completed on 15/16 Side Road, Concession 1,2, & 3 New 6 ton truck - tentative delivery date is August, 1981 Work Report of Road Superintendent as presented appears satisfactory to the Committee of Council. . . . ... -2- COMMITTEE OF COUNCIL MEETING - JUNE 11, 1981 The matter of Park Lots on Plan 1488 was discussed while the Road Superintendent was present. Reeve Arbour gave a report to Council on his meeting with the Presi- dent of Simcoe Side Ratepayers Association. Park Committee Chairman of Parks Committee reported on work carried out in Oro Memorial Park and other Park matters as follows: -Gravel had been spread on parking lot. -Floating Dock has been put out. -New fence on westerly boundry and waters edge has been installed which is to be taken in after season is over. -Flag Pole moved to new location as agreed by Council. -Horseshoe pitfframes constructed and ready for removal of sod. -Met with Mr. Bob Hollywood of Barrie Chamber of Commerce and Coach Trainer for Voyageurs, along with the Clerk & Park Superintendent with respect to Lady Voyageurs Canoe Race which is to take place on Sunday August 2, 1981, starting at Oro Memorial Park and finishing at Centenial Park in Barrie. Chamber of Commerce will be forwarding more information and brochures to the Township office as they become available. It is anticipated that there may be four canoe teams enter this year. The area for starting point was chosen and is to be roped off during the starting period. -Park Superintendent has been asked to obtain screen mesh to cover windows in wash- rooms and change rooms and white paint for washroom interiors. -Reported on Wash basins in Ladies washroom broken by Steve Eckerman, who stated he stood on it to get out of the Ladies Washroom, when other persons of his group would not permit him to leave by the door. O.P.P. Officer was of the opinion that it was not wilfull damage. -Met with his father in this regard - at present it is understood that Steve Eckerman is to work at painting, cleaning up, etc., at the Park for three Saturdays. -Damage at Shelswell Park was investigated by Constable Brown- who has arranged to have Dennis Cleroux and Gavin Wilkins- clean up glass, etc and fill in ruts caused by their cars, on Tuesday, June 6th at 4:00 p.m. Councillor Halfacre advised she would be attending to supervise. Should they fail to report, Constable Brown has ad- vised that they will be taken to Court and charged which will result in paying of $60.00 for damages and $40.00 for supervision to a total of $100.00, and they would probably still be made to clean up the damage. -Estimated cost for repairs and replacement of new basin was received from Roy Campbell - Estimated cost for Basin and Installation quoted as $78.00. Representative from Central Oro Ratepayers Association (CORA) were present at 8:00 p.m. namely: Lloyd George - President Mrs. J. McGuire - Member Mrs. Gail Robinson - Member Mr. Lloyd George acted as spokesman and presented the four items of concern listed in his letter of May 19th for which he had request meeting with Council: . . . ... -3- COMMITTEE OF COUNCIL MEETING - JUNE 11, 1981 1. Proposed Airport a) Should Oro Township be considered, would Oro Council be prepared to oppose the Airport. Would Council be prepared to investigate the matter of a grant-in-lieu of taxes for lands owned by the City of Barrie. b) The matter was discussed in some length. 2. Waste Disposal Site Use of Waste Disposal Site should only be on days the site is open inclu- ding the Garbage Contractor and thereby reduce number of keys to site by Contractors and other persons having keys. Council advised that number of keys had been reduced this year. 3. Official Plan Study for updating Official Plan north of No. 11 Highway - will existing Communities be allowed to expand? It was suggested that the purpose of the study is to obtain this type of knowledge. 4. Sewage Lagoon - It is realized that the Ministry of the Environment is respon- sible for all requirements and approvals. - What will Council do to control Lagoon establishment and enlargement, particularly with Industrial Waste. - Major concern is environmental. A lengthy discussion took place in this regard and he was advised that when the Amendment to the Zoning By-Law has been passed same will be circulated within the area specified by the O.M.B. 5. 15/16 Side Road a) Could this road be named as commonly referred t~as Mitchell Square Cross Road. Bridge in Concession 2 - what are possibilities of widening this bridge- this had been requested to previous Council who were in agreement but MTC presently, will not subsidize. Could consideration be given to Township doing same at 100% cost to the Township- an estimated cost of $20,000.00 had been suggested. b) Mr. Paul Hickey was present at 9:00 p.m. and presented a letter requesting permis- sion to operate a 'Flea Market' on Lot 9, Plan 1441, owned by Ulla Sardelis. Committe of Council considered this matter at some length and then made a recommen- dation to Council that Mr. Paul Hickey be authorized to operate a Flea Market on Lot 9, Plan 1441 during the months of June, July, August and the Labour Day weekend in 1981, subject to Commercial Operators on Plan 1441 and Commercial Operators adjacent to Plan 1441 having no objection to this venture. .. . . . .. -4- COMMITTEE OF COUNCIL MEETING - JUNE 11, 1981 Fire Committee Report The Clerk reported that the Fire Chief had completed the approval with comments of the Plans for Garrett Development. Fire Chief and Chief Building Official inspected the property of Mr. Hunt, Pt. Lot 21, Concession 6. Fire Chief has been requested to inspect Jarratt Community Hall. Councillor Johnson brought several other items to the attention of Committee of Counc il . Arena Committee The matter of license fee for the Rock Recording held at the Arena was discussed and it was resolved that the Committee recommend to Council that from the $500.00 received, have the costs of the Arena Board deducted and a license fee under By-Law NO. 992 be set at $200.00 and an amount of $120.00 be returned to Northfork Recor- ding. Councillor Johnson also mentioned the matter of concern of the Arena Committee of requirements under By-Law No. 992 and it was recommended that Council instruct that the Arena Committee be advised that any rentals of entertainment nature which would fall under By-Law No. 992 be referred to Council for approval and setting of license fee and Bond required. Councillor Johnson also brought to the attention of the Committee of Council the matter of seating and Insurance of the Arena. He further mentioned that the Arena Board would like to improve the front of the Arena in conjunction with the Horticultural Society, either with shrubs, trees and/or flowers. Reeve Arbour again brought up for discussion the matter of the 4 Park lots on Plan 1488 and suggestion to clean up the area, following his inspection with the President of Simcoe Side Ratepayers Association. The matter was left over for fur- ther consideration and action at meeting of Council to be held on June 15, 1981. Councillor Johnson has reported to Council on his attendence at the Orillia Ratepayers Association on June 6th. Letter from Green Birch Association requested that Councillor Johnson attend their meeting. Councillor Johnson attend the meeting on June 13, 1981. Bass Lake Oro- Beach Ratepayers It was left that Reeve Arbour also reported on the matter of stop signs at the Ridge Road & Seventh line, further to his conversation with the Chairman of the Suburban Road Committee.
