06 25 1981 COW Minutes . . . COUNCIL CHAMBERS - JUNE 25, 1981 COMMITTEE OF COUNCIL MEETING All members present. Reeve R.S. Arbour - opened the meeting at 7:10 p.m. Road Committee - Following items were presented and discussed: 1) 1970 Ford Pick-up Disposal - taken off road Recommendation - Road Superintendent to dispose of the Truck for best value possible on as is basis. 2) July 1st Holiday - take Monday off in lieu of Wednesday Council had no objection provided that employees are aware that no over-time for Holiday. 3) Work Progress i) Prime & Sand Completed -Chipping to be done in lor 2 15/16 Side Road- Construction -Shelswell starts Monday. Float (Trailer) is delivered Weed spraying started today & operating ii) weeks started iii) iv) Road Superintendent next presented various Traffic Counts taken in May 1981: 9th Line, Lot 23 - below Ridge Road 10th Line, Lot 23 - below Ridge Road 5th Line, - South of No. 11 Hwy. Laskeshore Road East of the 5th 3rd Line, South of No. 11 Hwy Lakeshore Road, & 5th Lakeshore Road & 7th West Lakeshore Road & 7th East Lakeshore Road & 9th 15/16 Side Raod East of 7th 751 MDT 515 " 300 " 510 " 369 " 700 " 271 " 694 " 587 " 271 " Count as presented be recorded in Committee Meeting Minutes. The matter of the drainage on Plan M-71 was discussed by Council and left over for further review. Ronald Young was present at 7:50 p.m. to discuss several matters with Committee of Council: 1) The Matter of old Fire Tanker Truck as to when it would be ready for use by the Road Department. - Ron Young suggested that the Truck change over was almost completed and the Road Department could possibly have the Truck avail- able by Monday, June 29th. . . . COMMITTEE OF COUNCIL MEETING - JUNE 25, 1981 (Con't) 2) 3) 4) Fire calls in 1981 were also discussed. Matter of Building Plan approvals were also considered and discussed. Matter of point system for Volunteer Firemen and combining of all Departments in this regard was considered including apportioning of this system to the 4 Departments. Ron Young advised that it had been proposed to permit points for up to 20 meetings in one year. Insulation of Rugby Fire Hall was discussed, Ron Young advised that the insulation at Rugby Fire Hall had not been completed. 5) Representatives from Barrillia Park Ratepayers Association were present with respect to proposed request for Boat Launching Facilities. Present from the Association were: Mr. James E. Domm Mr. Nathanel Barrie - President Mr. Stanley Kinsey Mr. N. Barrie presented to Committee of Council a request for Boat Launching facilities, suggesting the front of the 7th line, or some other line in the middle area of the Township. In their proposal they suggested a two car trailer width, concrete pad. Councillor Vousden advised that Orillia Township Council had approaced Oro Council to consider a joint venture of establishing Boat Launching facilities at the front of the Oro-Orillia line. The representatives were advised that the Council would advise of any progress in this regard. Mr. Frank Lepschi was present with respect to the Township charging a license fee under By-Law 992 for the Rock Festival Recording session held at the Arena on May 16, 1981. Committee of Council referred to the letter forwarded, out- lining how the charges were assessed. He then advised that the total costs for this Recording Session now were in the amount of over $1,300.00. The matter was discussed at some length because of the way the entire booking was handled. Committee of Council advised that costs would remain as assessed. Arena Report Cost of seating - Arena Board feel this should be Council's responsibility. Also other matters that had arisen at the last Arena Board Meeting. Park Committee Government Wharves - Leased by the Township Obtaining signs for each wharf Arrange for a meeting with Wharfmasters Obtain Receipt Books and Record Book Councillor Johnson reported on the matter of dog License Sales.
