TOWNSHIP OF ORO
COUNCIL CHAMBERS - JULY 16, 1981
COMMITTEE OF COUNCIL MEETING
Committee of Council met this evening at 7:00 p.m., with all members present.
Reeve R.S. Arbour opened the meeting at 7:00 p.m.
The first Committee to be dealt with was the Road Committee with Road Superintendent,
Fred Haughton, present.
1)
Road Superintendent reported that the old Hawkestone Fire Tanker Truck
has now been delivered to the Road Department.
Recommend that the old Hawkestone Tanker Truck be transferred from the Fire Depart-
ment to Township General and be leased to Road Department as required at an hourly
rate or such other Department or may have need for same.
2)
And that the proposed 15/16 Side Road reconstruction for 1981 be re-
duced to 2~ miles from original proposal of up to 4 miles.

Road Superintendent advised of letter from Dr. Basil Chadwick regarding
Drainage problem - previously considered and inspected. This matter is
on the Agenda for meeting of July 20, 1981.

Also the matter of reconstruction of H.P.V. Main Street below Ridge Road
and that two quotations had been asked for and received.
Recommend that the quotation of Murray Silk Paving be accepted for the paving of
Hawkestone Police Village, Main Street below the Ridge Road.

Prime & Sand and Dust Control has now been completed.
6)
The Weed Spraying has commenced but was beld up because of high winds.
7)
The Asphalt Laying on 15/16 Side Road is proceeding well.

the case before the Courts against L.J. Torpey.

Reeve Arbour asked the Clerk to read list as presently before the Courts, after
which Reeve Arbour related alternatives that were open to try to endeavour to re-
solve the problems on this matter.
Many questions werepresente~y the delegation such as -- What would happen if the
ratepayers, through Council, did the work to complete the ditches and other un-
finished work.
Subdividers Agreement makes provisions, which when completed, would allow the
services to be assumed, after which the Subdivision could then qualify for Subsidy.
Deputy Reeve Davie advised that Council will get more confirmation from the Solicitor,
Council's position in the Courts, then investigate avenues of obtaining funds for
completion of work.
The matter was discussed at great length with respect to all aspects.
Deputy Reeve Davie again related that the procedures open to try to complete the
requirements of the Subdividers Agreement in order to be able to qualify for Subsidy.
The general opinion of all delegates present was that the Township should proceed to
rectify the problem particularly the matter of the ditch, being the ~ater course
leading from the Subdivision.
Reeve Arbour again summarized steps necessary - first item to obtain Engineer's cost
to complete all services; Then establish methods to obtain funds to complete all
services; Call a meeting of all ratepayers of the Plan of Subdivision with regard
to local improvement.
It was suggested that a date be set within the next two weeks to hold a meeting of
the Ratepayers of Plan M-71 and Council.
Mr. Schmiedchen remained to bring up another matter, and advised that he is Chairman
of the Shanty Bay Festival for 1981 and this year proposes to hold it at the Shanty
Bay School and Community Hall. He related that the Committee would like to hold a
Beerfest following the parade to take place in the Shanty Bay Community Centre and
School grounds and would like Council's permission.
Recommend that Council would have no objection to the Shanty Bay Community Festival
holding a Beerfest at the Shanty Bay Community Hall and the School grounds, but any
approvals or permission for the grounds must be obtained from the Simcoe County
Board of Education.
Presented a letter from Frost Appraisal Services for Committee's consideration,
Mr. L. Frost had been asked to give a letter of opinion of Value of Parts 1 & 2 of
Plan 51R-9591.
Recommend that Big Cedar Park, through the Township Solicitor, be advised that
Oro Council would be prepared to accept $1500.00 for Parts 1 & 2, Plan 51R-9591.
And that the Township Solicitor be advised that the cost for opinion of Value of
$250.00 and any other legal costs for preparation of conveyance and deeds would
be deducted before proceeds are turned over to Mr. G. Langman.

Park Committee
Councillor Halfacre reported on Park matters advising that the markers at the Park
had now been installed and that Frank Halfacre had picked up the markers and rope
and Deputy Reeve Davie, Frank Halfacre, and C.I.T's from the Day Camp had erected
same. She also related the increase for the Oro Day Camp Funds. Councillor Halfacre
also mentioned problem at Shelswell Park.

Councillor Vousden reported that the last tire on the Front End Loader has now been
filled. He also reported on expenditures at the W.D.S. to date which are within
Budget.
Several other matters brought to the attention of the Committee of Council were
discussed.
