COUNCIL CHAMBERS - JULY 30, 1981
COUNCIL COMMITTEE MEETING
Committee of Council met at 7:00 p.m., all Members present, Reeve R.S. Arbour
in the Chair.
Deputy Reeve reported on Roads matters as follows';
-Arrangements for Camp Hillsdale Labour to brush railway crossings
and intersections have been made
-15/16 Side Road reconstruction progressing adequately
-about 80% of Lakeshore Rd., residents advised of proposed re-construction
program
Torpey Subdivision Plan M-71
Paul Hermiston, Township Solicitor, S. Keyes, Township Engineer
P. Brown, P. Campbell M.M.A.F.
-Discussion centered on Litigation before Courts
-Revised uncompleted servicing estimate $37,000 + (S. Keyes)
-Hermiston to revise statement of claim to reflect increase in servicing
cost since '79
-Litigation to continue, presently on Supreme Court list
-Hermiston to investigate Torpey's holdings i.e., St. Vincent Township
to determine if anything further may be done as to obtaining security
and/or recovery of cost
-Hermiston agreed to meet with Council & Plan M-71 residents - Reeve to
contact Hermiston re: Date, Time, Place
-MMAF & Township Solicitors recommend Township proceed to carry out all
necessary work - Solicitor of opinion that Litigation would not be pre-
jusiced as a result
-M.M.A.F. cautioned that works undertaken under local improvements may
not quality for M.T.C. Subsidy
Arena Committee
Paul Miller & Bill Staines
-Update of Arena Board activity
-Cash on Hand $2,984.60
-Minor Hockey Assoc. $2,700.00 in arrears for last seasons ice rentals
-Possibility of voluntary contribution of $1,500.00 from Vespra Township
Council
-Proposed Power Skating program - request for up to $500.00 Subsidy from
Township - Reeve advised that perhaps $250.00 may be available from
"concert rental fee"
-Councillor Vousden - Why did Arena Ice Rental rates increase when in
March the Board indicated they would not? - Mr. Miller could not answer
and did not remember any promise not to raise rates being mentioned
-What is being done to reduce $18,000.00 loan? Arena Board are and will
continue to consider fund raising projects, will be making repayments from
this seasons rentals and next's, as "busy" season occurs late Fall and
Winter, splitting Calender and Fiscal year end of the Township

Councillor Halfacre - Parks Committee
1)
Shellswell Park
-recommeridation that "works" Department remove outside privys to
W.D.S. for disposal, Backfill pits and place "No Camping Signs"
Deputy Clerk to arrange same with Roads Superintendent
Memorial Park
-continuing problems with caretaker absenteeism, poor public rela-
tions, inadequate maintenance, differing priorities, conflict with
park users etc., - No Recommendation

Councillor Vousden - W.D.S. Committee
-In view of Hour, nothing to report
Councillor Johnson - Fire & Building Committee
-Nothing to report
By-Law Enforcement
Deputy Clerk presented summary report of inquiry to the Townships of
Orillia, Vespra, Mara, Medonte, Tiny and Tay and observations pertaining to same
after which there followed considerable discussion. Arbour advised that he had
been informed that a Mr. Tom Heals of Port McNicoll, an ex O.P.P. Officer had
expressed some interest as a result of recent press reporting - No Recommendations
resulted
Other Matters
A general discussion pertaining to the Township Solicitors and Engineers
was entered into, with regard to the level of service and costs being considered
in context of the benefits derived. No Recommendations resulted.
