08 27 1981 COW Minutes r . . . ... TOWNSHIP OF ORa COMMITTEE OF COUNCIL MEETING COUNCIL CHAMBERS - AUGUST 27, 1981 Meeting was opened at 7:20 p.m. by Reeve R.S. Arbour with three members present. Deputy Reeve Davie and Councillor Halfacre arriving a half hour late due to attendance at Funeral Parlour. Roads Road Superintendent, Fred Haughton, was present to consider several items with Council. 1) Water Truck # 2 Recommend transfer to Roads Department from General, to facilitate better administration. Committee of Council recommend that Council authorize transfer of Water Truck to Roads Department to enable better administration of maintenance, etc. 2) Plowing Match Recommend shutting down for one week, except for skeleton crew- Road Superintendent - 1 man On grader - Men can all take a weeks holiday Recommend that the Road Superintendent be authorized to allow all but a skeleton staff to take one weeks holiday during plowing match. 3) Robert Bidwell Has completed 10 years service - never had a pay increase have improved immensley- should be elevated to next level capable of operating a grader. - work habits - is now Matter referred to Road Committee for recommendation. Mr. DavidWilliam&, Executive of the Oro Station Ratepayers Association, was present with respect to request for some information for which a letter was presented from the Oro Station Ratepayers Association regarding the following three items of concern: 1) Do you have somewhat firm dates that we could give our members when various Sections of the Lakeshore Road, between the 5th and the 9th line, will be paved? 2) You are aware ing our "stop preciative of your support? of the answers received from the B.S.R.C. and the M.T.C. regard- sign" request. You are aware of our signed petitions. We are ap- your past support. How can we further pursue our request with 3) In light of the problems encountered with a subdivision in Shanty Bay, what provisions have been made to negate similar problems with the subdivision plan- ned in Oro Station and Shelswell's subdivision, phases 2 and 3? r . . . ... Pg. 2 Committee of Council Meeting - August 27, 1981 Deputy Reeve Davie spoke in reply to the first item with respect to the stages of the Lakeshore Road improvement, outling proposal of a period of years which would also be subject to being able to program the funds in any year. Road Superintendent, Fred Haughton, added some further comments. The matter of stop signs at the intersection of County Roads 20 & 27 was also discussed at some length and it was suggested that the matter be further pur- sued with the Barrie Suburban 'Road Commission. The third matter with respect to the Shelswell Subdivision with respect to securities was considered. Committee of Council advised that Shelswell Boulevard was not a condition of Plan M-157, since that Road had been assumed by the Municipality. Also that Securities for phases 1 and 2 of Plan M-157 will have to be arranged with Council prior to development commencing beyond phase 1. Miss Wendy Proulx was present with respect to the Day Camp Program. -189 children were registered and participated including CIT's and Counsellors -Program operated smoothly for the summer -Only problem was the funding which was slow from Federal Government - accordingly, Counsellors were not able to be paid on a regular basis. -Township had to advance funds for payment of Counsellors -No accidents during the program -Wendy Proulx indicated she would be prepared to carry out the program in 1982 Wendy Proulx presented some written comments from parents with respect to the program. Council expressed their appreciation to Wendy Proulx for her part in carrying out the program. Park Committee W.D.S Fire Clerk reported on the matter of the Hawkestone Fire Department testing the Fire Hydrants in Plan M-157. Oro Township Arena Councillor Johnson brought up matters of concern of the Arena Board. The matter of the Park Superintendent was discussed as indicated at the last regu- lar meeting, prior to Mr. Holmes attending a meeting of Oro Council. Council considered the matter of requirements and duties of Caretakers and the manner of carrying out such duties. Recommend that he attend the next meeting of Committee of Council. r . . . ... Pg. 3 Committee of Council Meeting - August 27, 1981 Many other items were considered by Committee of Council with respect to Committee operations and suggestions were made that the various Committees as set up should meet prior to Committee of Council meeing in order to speed up the regular Committee of Council meetings for recommendations to regular Council meeting. A general discussion regarding administrative and Committee functions took place at some length. Meeting adjourned at 11:45 p.m.
