09 17 1981 COW Minutes r TOWNSHIP OF ORa ~~ . COMMITTEE OF COUNCIL MEETING COUNCIL CHAMBERS - SEPTEMBER 17, 1981 The meeting was opened at 7:05 p.m. by the Reeve, R.S. Arbour with all members present for the Committee of Council meeting for the month of August. Stuart N. Keyes present at 7:10 p.m. with respect to Quadrant Developments (Plan M-157) services regarding the situation of the pump house which is to be erected. Plans indicate the Pump House over one well with a hatch in the roof to lift the pump out. Committee of Council recommend that the suggestion of the Township Engineer, to erect the pump house over the well with a hatch roof to enable the pump to be lifted, is acceptable. Roads Deputy Reeve Davie, as Chairman of the Roads Committee, brought to the atten- tion of the Committee the following matters for the attention of Committee of Council: . 1) Matter of the Township Truck with Snow Plow Equipment, which is being completed at Frinks of Canada - Ford Co. will be displaying the truck at the Internation Plowing Match. 2) Seminars (a) Pavement Recycling: Sponsor M.T.C. & M.E.A. November 10, 11 & 12 - $85.00 & expenses Request - For Road Supt. to attend above seminar since re- cycling will be the next major step in cost savings on all municipal resurfacing projects in the present and near future. It falls very closely in line with the proposed resurfacing of the 11th line and 15/16 S.R. (old #11 Hwy at East Oro). (b) Ontario Traffic Conference: October 30th - $35.00; one day Request - Approval for Road Supt. to attend above seminar. Job related and inclusion of Road Chairperson or substitute regarding signing and safety in Municipality. Committee of Council accept the recommendations of the Roads Committee and Road Superintendent attend both Seminars. 3) Tenders (a) Winter Sand Request - Approval to tender for 1981 Winter Sand which includes the following items: . Remix stockpile at Township Patrol Yard on 15/16 S.R. + - 600 c.y. + - 700 c.y. Tender Ad to close on Friday, October 16, 1981 (b) Snow Plow Equipment Request - Approval to tender for 1981-82 season plow areas on attached Schedule. Tender Ad to close on Friday, October 16, 1981. for snow (c) Salt for Sanding Operations Request - Approval to accept written quotes from Salt Compa- nies regarding costs of salt for 1981-82 season and purchase accordingly. Past procedures have been to split quantity between each (2) suppliers due to the fact that each charge the same price. Committee of Council were in agreement with the Road Committee recommenda- tions to call tenders for Winter Sand, Snow Removal Equipment and written quotations for Winter Salt. Progress Report 1. 15/16 Side Road, Concessions 6 & 7 Major work load is finished, minor trim work and ditch work is left, except for top coat of Granular "A" gravel. The Contractor has scheduled to move in first week of October. The construction job will be done first and then maintain gravel upon completion. 2. Lakeshore Road - Concessions 5 & 6 Construction has begun with design, layout, clearing and grubbing of trees etc., completed. Stripping is now in progress and sub-excavation of road bed to follow, weather permitting. 3. Shanty Bay Walkway Major construction is now complete except for 2 large culverts needed beside firehall, which I hope to obtain from Torpey Subdivision during the upgrading of the Subdivision. Damaged pipes could be salvaged to accomodate a pedestrian walkway. r -3- COMMITTEE OF COUNCIL MEETING - SEPTEMBER 17, 1981 (Con't) . Mr. Robert Holmes was present before Committee of Council at 7:40 p.m. with respect to problems and complaints at the Park. Items: Complaints were not made at the time of happening Injuries not reported at time received Washroom problems Change room problems - change rooms in very poor condition The above items were discussed at some length with the following results: Suggestions: 1) 2) New change rooms to be erected for 1982 Present washrooms be cleared of all plumbing and used for storage and be replaced with portable units as approved by the Simcoe County District Health Unit Change rooms be rebuilt with open bottom of approximately one foot and proper partitions 3) Mr. Homes suggested that garbage cans are available from suppliers he has been made aware of at a minimal price. He also advised that markers and rope had been taken in. . It was left that the Reeve and Park Committee meet at the Park, tomorrow September 18, 1981 to review the matters presented tonight. The matter of By-Law Enforcement Officer was again considered by Committee of Council as to whether further consideration should be given to discuss with neighbouring Municipalities of using the same person. It was recommended that Committee of Council attend the Vespra Council meet- ing on September 22, 1981 at 9:00 a.m. and Clerk to advise accordingly. The matter of Waste Disposal hours was discussed due to letter received from a ratepayers who is requesting extended hours in the evening from 5:00 p.m. to 6:30 p.m. at least for two days of the week. Clerk reported on progress of restoration of work at the African Church and that the total cost for some had been received: Edward Robinson Charles Sanderson Total $1,703.78 348.88 $2,052.66 All of which had been reported to the Ontario Provincial Police as requested. Also reported on challengers for log-sawing contest at Oro Fair. . Committee of Council considered various other matters which will be dealt with at the meeting of Council to be held on September 21, 1981. Meeting adjourned at 10:15 p.m. ...
