COMMITTEE OF COUNCIL MEETING

COUNCIL CHAMBERS - NOVEMBER 10, 1981
The meeting was opened at 7:10 p.m. by Reeve R.S. Arbour, with all
members present.
First item being interviews of applicants for position of Superinten-
dent and Caretaker, Oro Memorial Park.
Interviews of Applicants for Caretaker Oro Memorial Park
7:15 p.m. - Mr. & Mrs. Robert Holmes were present to discuss with
Council the matter of the duties and requirements of the position.
Reeve Arbour related the purpose of the meeting with Council.
Councillor Vousden asked several questions regarding repairs and up-
keep of the tables and benches.
Mr. Holmes advised that approximately 50% needed replacing and about
similar or greater amount of benches need replacing.

The matter of Day Camp continuation was also discussed and problems
were brought to the attention of Council by Mr. Holmes.
Question was asked if a student would be of assistance to clean up
beach and park grounds in general.
Mr. Holmes felt that a student could be of assistance.
7:50 p.m. - Mr. Lloyd Beaman - Age 49 - married, family grown up.
Mr. Beaman advised he had experience in management - Foreman for
Robert Garner Construction.
Operated Memorial Park for Tim Horton Company - Parry Sound District
Boys & Girls Camp - alternating weeks.
Questions were asked as to experience in dealing with people.
-Would you be prepared to build additional tables and/or benches
in slack times?
-Would you be prepared to work at other Township work?
-Has Basic Tools - for maintenance work.
-Prepared to do any painting required.
-Not enthusiastic about jobs outside of Park, except other Park areas.

For past 5 years has been self employed - odd jobs.

8:15 p.m. - Jim Dunsmore & Mrs. Shelley Dunsmore.
The Resume was reviewed with Mr. & Mrs. Dunsmore.
Reeve Arbour related duties.
He was also advised of the facilities which are more or less a couple
facility and may not be suitable for family with small children.
Repair work and landscaping would not be a problem.
Question - Would you be prepared to work at other departments in the
Township - - Reply, Yes.
Has Basic Tools.
Would be prepared to make tables, benches and other repair work.
Proposed Park Study Committee
Present at 9:05 p.m.

A prepared description pamphlet or summary was handed to each of the
persons invited to partake in the Park & Recreation Study, including
breakdown of the summary in the various types of Township properties
and present uses of same.
A question and answer period arose from all the material presented,
which also included prepared Terms of Reference for the Committee.
Consideration
- Types of uses of the properties
- Projected program for such properties and
- Priority scheduling
- Two different elements - urban & Rural or farm
- What areas may not be utilized for anything
different other than vacant land or access to back
lots
- Involvement of Public input
- Public meetings in local areas re: concern and needs
as expressed in the specific areas.
- Meetings held in other than schools or Town Halls
would require cost of the rent of Hall
It was left that the Committee work out and present proposals for terms
of reference, other than those discussed, as early as possible and report
back to Council.

The matter of Park Supt. after interviews, was further discussed follow-
ing the meeting with the Park Study Committee.

It was recommended that Mr. Beaman be advised that position is being
filled for the 1982 season by one of the other applicants. And, also
advise Mr. Dunsmore that he again appear before a Committee of Council
meeting to discuss terms of remuneration before Council can arrive at
a decision.
