COUNCIL CHAMBERS - NOVEMBER 23, 1981
JOINT MEETING - ORO - VESPRA
An informal meeting was called for this evening to discuss the matter of a
By-Law Enforcement Officer to act jointly for three Municipalities - Oro -
Vespra & Medonte.
Present:
Oro - All members of Council and Clerk
Medonte - Reeve Ingram Amos and Councillor Jill Patterson
Vespra - Reeve George Buie, Councillor Ken O'Brien & Clerk, Julian Tofts
Reeve R.S. Arbour chaired the meeting which opened at 8:05 p.m. and outlined
the purpose of the meeting.
The open discussion brought out the following points:
1.
Would By-Law Enforcement also look after Dog Control according to By-Law.
2.
Establish whether full time or part time whether salary and milage or per
hour plus mileage.
3.
By-Law Enforcement - follow up through Court with Court experience.
4.
Suggested that as interested party had contacted Vespra Tow~ship Clerk
indicating interest in the position - approximate possible range of
21,000 to 22,000 - car supplied or mileage arrangement.
5.
Would it be feasible to eventually approach Coldwater.
6.
Requirement - By-Law under Provincial Offences Act passed and fee schedule
approved by Judge Hayes.
7.
Establish a joint Committee from the three Municipalities - suggested
equal number from each Council.
8.
Suggested basis - Oro 40% ; Vespra 40% ; Medonte 20%.
9.
Each Council to prepare resolution of Council authorizing entering the
proposal to jointly retain a By-Law Enforcement Officer.
10.
Committee should consist of Reeve & Councillor from each Municipality and
that the three Clerks be on the Committee. Only Reeve of each Municipality
have a vote.
11.
After all resolutions to advertise for position of By-Law Enforcement
Officer and Committee to review applications and interview applicants.
