COUNCIL CHAMBERS - MAY 11, 1983
Committee of Council met this evening at 7:00 p.m. with the following members

By-Law and Bulk Mail Out for problem
After opening the meeting, Reeve Davie presented a letter from Project Plough-
shares (Operation Dismantle) a copy of which had been given to all members
of Council prior to opening of the meeting. Letter is request for consideration
of a resolution declaring the Municipality a Nuclear Weapon Free Zone, similar
to resolution passed by the City of Toronto in January of 1983, which is
in the contents of the letter.
Committee of Council recommend that this letter be filed for reference with
no action taken this time.

.m. :
Mr. Alan Wayne was present at request of Council following his letter request-
ing a license to operate a Taxi, Mini-Bus, Courier, Limousine service.
Mr. Wayne after being asked to present his proposal explained same in greater
detail. Suggested two taxi vehicles to start with, which could carry out
the courier and min-bus service. Proposed to operate from his premises, has
a three car garage. If operation is established to be known as County Wide
(C.W.) Service.
After discussion and question period, the Committee recommended that the
Clerk obtain and prepare a draft By-Law for the services proposed and also
necessary requirements under the Township Zoning By-Law be reviewed in this
respect and comments and/or recommendations be presented to Council.
7:45p.m.:
Mr. Dwight Taylor, Oro Memorial Park Caretaker, was present with respect
to various matters concerning the Park.
a) Matter of additional picnic tables - presently 54.
b) Bicyc Ie Stand.
c) Provision to keep vehicles from entering to park, in areas other than
parking area.
As well as other items, which were discussed.
Committee of Council recommended that sufficient material be purchased to
construct 20 additional picnic tables and Bicycle RAck, to be constructed
by Park Caretaker.
While Caretaker was present a letter was presented from Mrs. Besse Crawford
a member of the Advisory Board and Chairman for Orillia Area, Regional
Advisory Board of C.N.I.B requesting on their behalf, permission for use
of the large pavillion and park area, east of the pavillion for the Annual
Regional Picnic to be held in Oro - approximately 100 - 150 persons.
Committee of Council recommend that Oro Council permit the Regional Advisory
Board of C.N.I.B. to use the large Pavillion and an area of the Park east
of the Pavillion on June 26th, provided that it is recognized that since
the Park Area would have to be shared with other persons attending at the
Park, particularly if the weather is warm. The Pavillion will be held for
them at no charge. The Park Caretaker would be prepared to assist in roping
off an area should this be necessary in case of the Park being well attend-
ed.

8:15 p.m:
Representatives of Oro Agricultural Society were present: Velma Bradley,
Sec/Treas. and Orval Hutchinson. Presentation for consideration of proposed
capital improvements:
1) Install water line to cattle barn
2) Hydro to cattle barn
3) White washing cattle barn inside
4) Fence around truck bed, need of painting
5) Painting of School Building Roof.
6) Removal of tree stumps
The Fair Board request Council consider assistance to carry out the above
work.
The representatives, after discussion on the matter were advised that Committee
of Council recommend that Council consider some assistance, some of which
could be provided under the Oro Rehab/83 program.
Presented letter from D.S. White, Solicitor in reply to Council's request
with respect to Barrie Annexation - O.M.B. Hearing to annex lands in Vespra
Township. Solicitor advises that O.M.B., City of Barrie and the Township
of Vespra that Oro Township will not be represented at the Hearing but would
request that the Township and the Township Solicitor be advised if there
is any more to annex, other than those lands set out in the notice.
Committee of Council recommend that Mr. D.S. White be advised to notify O.M.B.
City of Barrie and Township of Vespra as suggested in the letter.
Dog Control Matters
Committee Chairman, Deputy Reeve McEwen, reported on meeting with Mr. Koury
of the Ontario Humane Society with respect to reviewing the By-Law and bulk
mail out to the problem areas.
The proposed draft By-Law was presented for consideration. It was recommended
that the draft By-Law be prepared and presented to Council.
Clerk advised that Tom Hardy had telephoned and advised he is prepared to
carry out the house to house canvass to sell dog licenses, at the rate of
$5.00 per tag which is actually the penalty now imposed. However, he asked
if Council would consider some allowance for expenses.
Committee of Council recommended that Tom Hardy be given an additional 50i
per dog tag sold, to an amount of $5.50 per tag for 1983 and that he commence
as soon as possible.
Presented letter from Treasurer, Jarratt Community Hall Committee with respect
to purchasing fuel for the Hall through the Township contractor requesting
information as to who to contact for the supply and other questions.
Committee of Council directed that the Clerk is to reply to letter.

The matter of seating construction on the Oro Township Community Arena was
discussed after the Council members on the Committee reported that the Plans
prepared by Stuart N. Keyes had been presented to the Arena Committee on
May 10th. Clerk further advised that Mr. William Staines had telephoned as
to when Oro Rehab'83 persons would be available - Ed Robinson, Contractor
to supervise the work is to advise the Township Office when he is able to
start the work.
Committee of Council recommend that the seating construction at the Oro
Township Community Arena be carried out according to the Plans prepared by
Stuart N. Keyes and work to commence as soon as possible.
Recognition of Achievement by Oro Minor Hockey Teams
This was further considered and it was left that any form of presentation
be left for Canada Day and that the Clerk to obtain a sample of the type
of presentation made in 1982.
Clerk presented various correspondence and Communications.
a) N.V.C.A. advising that Amendment # 15 as reviewed could not be recommended
wish to meet with Council and Planner to resolve - Mr. Ron Mills, Resources
Manager is of the opinion that matter maybe recommended with modifications.
Clerk advised that Mr. C. Reitma, Consultant, F.J. Reinders, who had prepared
the document had been contacted and he will be contacting N.V.C.A. before
any meeting is scheduled with Council.
b) Telephone call from City of Orillia advising that a letter is being for-
warded to Council of the City of Barrie, Township of Orillia, Oro and Mara
to attend an information meeting with City of Orillia On May 30, 1983 at
7:30 p.m. The Hon. James Snow, Minister, M.T.C. and Staff are invited to
attend this meeting. Council members took note of date and time.
c) African Church - Cairn - telephone call from Mrs. Jean Sanderson advising
that same is in need of repair.
Committee of Council recommend that no meeting be scheduled with N.V.C.A.
until Mr. C. Reipma has met with Resources Manager.
Committee of Council recommended that the Huronia Historical Society be con-
tacted prior to any action for repair is undertaken by the Township.
As instructed by Council at a meeting held on May 2, 1983 the letters from
Mrs. Carol Harden and Mrs. Ruby Emms be referred to this Committee meeting.
After discussion it was recommended a letter be forwarded and advise of the
1982 resolution of Council with respect to this fence.
Township Monos
Committee of Council recommend that the Clerk take direction to write a letter
to Mr. H. Hughes, Principal, Guthrie School with respect to apparent problem
of the extension of the deadline for receiving of same and inconvenience
that this appears to have caused.

Presented a letter from Secretary, Central Oro Ratepayers Association (CORA)
requesting attendance at meeting with Council to address Council of a matter
of great importance to the members of the Association.
Committee of Council recommend that Central Oro Ratepayers Association (CORA)
be advised that a time may be scheduled at the next Committee of Council
meeting on May 25th.
Committee of Council recommend that the Oro and District Lions Club be invited
to attend a Committee of Council meeting on June 1, 1983.
Deputy Reeve McEwen brought up the matter of improvement to Oro Memorial
Park Ball Diamond as requested by Mr. E. O'Brien on behalf of the Ladies
Soft Ball Club.
Committee of Council recommend that Oro Council would be prepared to assume
the cost of improving the Ball Park at Oro Memorial Park of an amount up
to $100.00, provided that the Ball Club is prepared to do the necessary work
involved.
Reeve Davie presented a letter from the Barrie Agricultural Society requesting
that the Township enter in the Fair Milking Contest.
Committee of Council recommend that Oro Township enter the farm event at
the Fair - namely the Milking Contest.
Several other matters were considered and left for further discussion.
