COUNCIL CHAMBERS - JANUARY 8, 1981
SPECIAL COMMITTEE MEETING
Council met this evening as a Committee of the Whole at 7:30 p.m. to
organize and schedule work for the Committee Meetings to be held on
the second and fourth Thursday of each month, unless otherwise rescheduled.
All members present at the opening by Deputy Reeve Stephen Davie, who
assumed the chair until Reeve McLean arrived at 8:30 p.m.. Reeve McLean
having attended a previous committment until this time.
Road Committee
Chairman - Deputy Reeve Stephen Davie and Councillor Stan Vousden.
Since the Road Supt. Fred Haughton was present at this time, Deputy Reeve
Davie placed the Road Committee first on the Agenda for discussion.
The Road Supt. reviewed the 1980 Program with Council and advised that it would
appear that for 1981 a considerable increase could be involved, subject
of course to Subsidy Allocation received for 1981. The discussion continued
towards an aim for a projected road planning program of five or ten year
period and was considered at great length.
Councillor Vousden indicated that the purchase of a new truck was a priority
for 1981 and suggested that preparations for calling tenders should be
commenced because of the time involved from date of order to delivery. All
members of Council concurred with the recommendation.
Road Supt. Haughton presented the following proposals:
for 1981 (replace No. 12);
a float to transport the backhoe/loader;
A new truck and snow plow
Consideration to purchase
A new grader for 1983;
Consideration of an under
Repainting of equipment.
After further discussion the Road Supt. was requested to prepare necessary
specifications in order to call tenders for a 6 ton truck. Also to look
into preparing estimates for rebuilding of a mile of road along the
Lakeshore. Results of same to be made available to Road Committee for
recommendation to Council.

Park Committee
Chairman - Councillor Thelma Halfacre and Deputy Reeve Davie.
Matters of concern for 1981 were presented by the Chairman, firstly the
matter of obtaining information regarding options available to the Township
with respect to limiting the use of Oro Memorial Park to local residents
only and whether the Park could be removed from under the Parks Assistance
Act. Following receipt of information, options could be presented to the
ratepayers. At this point, Committee of Council moved to discussions with
the Library Board who had been asked to attend this evening.

After the Library Board left, Deputy Reeve Davie and Councillor Halfacre
related to the Reeve what had been discussed on the Park prior to his
arrival.
Following some further discussion the:,Park Committee recommended that a
letter be drafted to Gordon E. Smith, M.P.P. regarding the discussion and
presented to the next regular meeting.
Also that a letter be forwarded to the Park Supt. Robert Holmes advising
that Oro Council would be prepared to retain his services on the same basis
as in 1980 and he be asked to reply by the next regular meeting of Council
in this regard.
It was further recommended that a letter be written to Gordon E. Smith, M.P.P.
requesting he advise as to procedure the Township should use in order to
obtain directions of how to have Oro Memorial Park removed from the Parks
Assistance Act.
Library Board
All members were presented - (Mrs.) Joan Banbury - Secretary-Treasurer
(Mrs.) Marion McLeod - Chairman
(Mrs.) Besse Crawford - member
(Mrs.) Sheila Litster - member
The Secretary for the information of the new members of Council, related
the Board's function and what had taken place since its organization.
Advising of how services of the Barrie and Orillia Library Boards are made
available to the ratepayers, which had been based on a per user basis,
commencing with a $6.00 per user fee and in 1980 the fee was $20.78 for
Barrie and Orillia being $19.94.

In an endeavour to offset some of the costs, the Township in 1980 established
a per user fee of $5.00 which had to be paid at the Township Office prior
to receiving a membership in Orillia or Barrie Library.
The total cost of this service in 1980 was:
Barrie (based on 720 users @ $20.78)
Orillia (based on 371 users @ $19.94)

The 1981 proposed contract to the Township is to be as follows:
Barrie - Township to match the Provincial Grant (2/3 of the grant)
Orillia - Township to match the Provincial Grant plus 10% (1/3 of the grant).
The Library Board members recommended that the proposal be accepted.

It was resolved by the Library Board members and Committee of Council that
the contract for 1981 on basis of Township matching the Provincial Grant
be recommended to Council. It was not recommended to pay Orillia the
"plus 10%).
Following the meeting with the Library Board the Committee of Council took
a five minutes recess and then discussed proposed procedures of Committee
Meetings.
Other matters were discussed one of which being the matter of clearing of
the park lots on Plan 1488 by the Simcoe Side Ratepayers Association and
it was recommended that due to an apparent problem on the clearning and
cutting of trees on the Park lots on Plan 1488, the executive of the
Association attend the next meeting of Oro Coucnil to discuss this matter
and that it is suggested that no further wood be cut until the problem
is resolved with Council.
Councillor Arbour gave a report on the last Arena Committee meeting and
advised that the Arena Committee will be preparing a Budget to present to Council.
