COMMITTEE OF COUNCIL MEETING
COUNCIL CHAMBERS
JANUARY ~;;r, 1982
The meeting was opened at 7:35 p.m. by Reeve R.S. Arbour with all members pre-
sent.
Following the opening of the meeting Road Superintendent Fred Haughton
was present with respect to Road matters and Municipal Drainage Course
for Drainage Superintendents - March 29th to April 2nd, 1982.
Road Superintendent first presented a drawing of land required from Mr.WalewsKi
to improve the curve on 15/16 Side Road in Concession 4, which had been pre-
sented to the owner in question.
He also mentioned the matter of sand available in Vespra Township at a reason-
able price, since it has to be moved from the property. It was left that the
Road Superintendent pursue the matter and obtain sample of the material.
Next the Road Superintendent, brought up the matter of the Drainage Supt. Course
and whether it was anticipated that he would then eventually be appointed
as Drainage Supt. and consideration of remuneration for same.
The matter was discussed at some length by Council and Road Supt. was advised
that since at present no Municipal Drains existed in the Township it would
not appear necessary to appoint a Drainage Supt. at this time. Should the need
arise the matter would then have to be considered at that time.
Clerk presented completed Annual Return of Road Expenditures in 1982, which
requires resolution of Council to approve same before forwarding.
Committee of Council recommend that Annual Return of Road Expenditures to a
total of $889,441.27 be approved by Council and resolution for same to be
passed by Council at the regular meeting on February 1, 1982. Road Supt.
and Clerk having taken necessary declaration as required. Clerk to forward
Annual Return to M.T.C. in order that it may be processed as early as
possible.
The Chairman of Parks Committee reported on meeting with Mrs. Gloria Tozek
from Manpower Student Employment Program 1982.
The Chairman also reported on interviews of persons for Park Supt. To date
two couples have been interviewed and another applicant has forwarded a
resumé.
Councillor Allan Johnston reported on matters of the W.D.S. and concerns of
the Waste Disposal Supt. and also on the Building & Fire Dept. making reference
to the Committee tour of the Fire Hall on January 26,1982.
Letter from Ministry of Culture and Recreation with respect to Open House to
be held on Tuesday, February 16, 1982 from 2:00 p.m. to 6:00 p.m.

Recommend that Chairman of Parks and Clerk to attend.
Letter from R.E. Young, Ministry of The Environment with respect to Norshell
Developments, Plan M-118 regarding Phase II & III of the development and
unfinished lots of Phase I.
Recommendation that Clerk to reply to letter and a meeting be arranged with
the Minis of the Environment and Simcoe County District Health Unit
as requested.
Clerk advised that Dog Licenses and Tags had been distributed to places
of business as instructed by Council at last regular meeting and Notice
in this regard will be advertised in the local newspapers. Also presented
copy of Information to Ratepayers to be included with Interim Tax Notice
which sets out Dog License Fees - places of business where licenses may
be obtained as well as at the Township Office.
Committee of Council recommend to Council that material presented and
action taken be accepted as satisfactory.
Results of meeting with Reeve and Clerk of Medonte township with regard
to Jarratt Community Hall and Agreement to jointly manage same was discussed
by Committee of Council. Clerk also presented copy of an agreement as
entered into by the Township of Medonte with two other Municipalities.
It was recommended that the By-Law to appoint members to Committees of
Hall Boards and Arena Board be presented and passed at the next regular
meeting.
The matter of the proposed Arena Budget was discussed with respect to
certain revisions being required, since the revenue for grants were not
correctly estimated as well as difference in total proposed expenditures
as shown on draft budget.
Reeve Arbour gave a verbal report on the Royal Victoria Hospital Board
and activities of same over the last eight months.
Clerk brought to the attention of Council the matter of the Road Allowance
closed in Concession 14 between lots 5 & 6 under By-Law No. 888 dated
October 2, 1967 and registered as instrument 255112, October 25, 1967,
following an enquiry from Wes Moreland.
Council recommend that the Clerk refer this matter to the Township Solicitor
for legal opinion and as to whether the Deed of Conveyance to Mr. W. Moreland
dated the 28th day of September 1967 may be registered at this time.
