03 11 1982 COW Minutes COUNCIL CHAMBERS MARCH 11, 1982 . Committee of Council met this evening with all members present except Deputy Reeve Steve Davie. Reeve R.S. Arbour opened the meeting at 7:40 p.m. As requested by Council and previously arranged for Mrs. D. Gibson of GibsonlFlood was present to make a presentation to Committee of Council with respect to a proposal for a Senior Citizens Housing Complex, which has been requested for consideration by Oro Marigold Senior Citizens Club. The general presentation being an outline with respect to a Munici- pal Housing Statement and similar to presentation given to Oro Senior Citizens Club in January at their annual meeting after being requested by the Club to attend their meeting, following contact made through Coldwater where the firm of GibsonlFlood had finished processing a Senior Citizen Housing Complex project. Present beside Council were: Mrs. D. Gibson of GibsonlFlood & Associates Ltd., Oro Marigold Senior Citizens Club Donald McArthur Mrs. Mary Gilchrist Lawrence Leigh Carson Boomer . Mr. D. McArthur introduced the representatives of the Senior Citizens Club and advised that the Club had been informed of some other property for the project. Mrs. Gibson was asked by the Reeve to make the presentation. In point form, the following items regarding the Study required are noted: . -advised of presentation to Senior Citizens Club in January and now re- quested to cover same to Committee of Council. -Municipal Housing Statement - first requirement. -Ministry of Housing will provide a grant for the study andlor give technical advise. -suggest Consultants be retained for the study which will go into greater detail. -Consultants Study will entail such items as growth rate, and ascertain need for Senior Housing. -Contract signing, before application for funding prepared and submitted. -Meet with Municipal Staff to obtain background data i.e. Building permits 5 Year period-population, etc., -Project via Private Sector or Municipal undertaking. -Design and prepare questionnaire for survey and meet with Senior Citizens Club to finalize survey approach and questionnaire content - Province have a Provincial questionnaire. -Type of Cost - postage, advertising, meeting places, mileage costs, etc. , -Advantage of retaining consultants is to achieve a balance of information required by the Province under M.H.S. -Consultants would consider private funding from proposed participants. -Grants available - Federal Private Non-Profit program; Municipal Non- Profit program. . . . Pg. 2 COMMITTEE OF COUNCIL MEETING - MARCH 11, 1982 $7,500.00 - after approval 25% of total when study is finished and accepted -Provincial Grant for M.H.S. is up to Grant approved is available, balance by Province. -Municipality will be required to advance balance to pay Consultants on progress basis - full amount of grant to cover M.H.S. once approved. -M.H.S. is not a legal document - background document many other uses can be used as policy in O.P.. -Approval from Ministry usually requires 3 months. -Firm is prepared to start should they be retained for the study - this survey wi 11 show needs. -Advantage of obtaining consultants - information of questionnaire obtained by and handed to Consultants only not to Council - Council only get report. -To qualify for Housing must be 59 years or over to receive any entitlement for subsidized Housing. -Survey would reveal - are there enough eligible for such a Housing Complex. Following the presentation questions were asked by members of Council and also representatives of Senior Citizens Club. Q - How can survey determine how many units are needed. Q - Does this mean the Municipality will become involved in Housing Business. Q - If means test, what is considered a means test (Councillor Vousden asked Senior citizens of their interpretation of means test) (Many other questions not recorded) Mrs. Gibson responded to questions and further points are noted following questions: -In survey all points are taken into consideration from questionnaires received. -Type of accommodation required, one or two bedroom and how many of each. -Rent geared to income not usually entitled to two bedroom, exception, parent with retarded or disabled person. -In reply to question of who would help Municipality or Club to finance pro- ject. Reply: other grants available for this purpose, i.e. one program up to $4,000.00 for non-profit project. received, -Once project approved and go ahead to proceedA Board must be appointed which could be members of Council and from private sector. -Consultants work out all cash flow for construction if retained, to follow through after M.H.S. -Report once a month to Co-ordinator for the Board, who has to be appointed. -If Municipal Non-Profit - Council give all directions -If Private Sector 3 citizens and 2 Councillors or could be Senior Citizens Club, or could be representatives from Churches along with Service Clubs, etc., -Questionnaire would enter information of source of income, valuables, pro- perty, only low income persons requiring to be subsidized would be asked detailed information of this type. -If Municipal Housing undertakes Municipal Housing Project, same responsi- bility as private Land Lord. Reeve R.S. Arbour asked questions with regard to negotiating of Loans. It was suggested by Mrs. Gibson that as a Consultant Project, would be carried out by them - Month after construction interest adjustment date. ,.....- . . . Pg. 3 1982 OF COUNCIL MEETING - MARCH 11 Other financial items of the project were disucssed and it was left that Council further consider the matter before any action is taken with respect to Municipal Housing Statement. Following the presentation Committee of Council commenced review of Budge~s for 1982 as prepared by Committees. The first Budget to be considered was the Fire Budget, with Fire Chief Ron Young present. The Budget was reviewed and debated in detail by Committee of Council show- ing a total estimated expenditure of $106,065.00 which included $10,000.00 from Reserve Working Capital for Tanker Truck for No.3 Station at Edgar, with an estimated Revenue of $12,800.00, leaving a levy for an amount of $93,265.00. Recommendation of Committee of Council that the 1982 proposed Fire Budget as presented be accepted by Council. The next Budget to be considered was the Park Budget which showed an esti- mated expenditure of $17,500.00 and estimated Revenue of $7,000.00. Plus Capital Expenditure of $25,000.00 with 12,000.00 to come from Park Funds, and 13,000.00 to be levied. Recommendation of Committee of Council that the 1982 proposed Budget as pre- sented be accepted by Council. The next Budget to be considered was the Waste Disposal Site Budget which showed an estimated expenditure of $38,000.00. Recommendation of Committee of Council that the 1982 proposed Budget as presented be accepted by Council. The estimated expenditure of $4,500.00 for the Chief Building Official car be recommended for approval. History Committee Budget of $600.00 be recommended to Council including the refinishing of the large table at the Town Hall.
