COUNCIL CHAMBERS
MARCH 23, 1982
Committee of Council met this evening with all members present.
Reeve R.S. Arbour opened the meeting at 7:45 p.m.
As requested by Council and arranged for, Ron Watkin of Ainley & Associates
Limited was present to make a presentation to Committee of Council with res-
pect to a proposal for Senior Citizen Housing Complex, which has been requested
by Oro Marigold Senior Citizen Club. The presentation being further to one
presented by GibsonlFlood and Associates on March 11, 1982.

Mr. Ron Watkin was asked by Reeve Arbour to proceed with the presentation.
Ron Watkin first advised that:
-Grant available for Municipal Housing Statement up to $7,500.00.
-Municipality do it themselves with assistance of Ministry
-or retain Consulting Firm.
Next Mr. Watkin reviewed a prepared presentation handed to each member of
Council and Senior Citizens representatives present.
-Cost to municipality printing and advertising of meetings.
-Public meetings not a necessity - if desired may be held ~ Municipality could
certainly request same.
-Questionnaire cost of mailing and printing same, additional costs are involved.
-Key in questionnaire - must show to Ministry that there is a need.
-Basic minimum is generally 25 units.
Presentation attached to minutes of this meeting.
After review of the printed presentation, questions were asked which lead to
discussion on same.
Councillor Vousden asked if during interview with Senior Citizens, is the
question placed on questionnaire as to whether willing to submit to means test.
Q - Could the Province at any point in time rent or fill the units if not
filled by persons capable of paying full rate, with rent geared to income.
Q - Are all such Housing Complexes set up for a percentage of Assisted Housing?
After Study is completed, regulations and requirements are implemented for pro-
cedure to construct.
Deputy Reeve mentioned that at the Annual meeting of Senior Citizens in January
the good attendance indicated enthusiasm and interest.

Study could indicate that Private Sector continue with such a Housing Complex.
Reeve Arbour related information about people having approached him on split-
ting units on basis of approximately 15 Units closer to either end of each
Township.
Q - At what point of program of Assisted or Senior Housing does the Province
evaluate who qualifies for a unit in such a complex.
It was recommended that the Township proceed with a study for a Municipal
Housing Statment and that the Oro Marigold Senior Citizens Club be requested
to advise whether the Club would be prepared to suggest a preference of
Consultant to be retained since representatives of the Club had heard both
Consultants.
Committee Chairman reported on various Committee activities. Councillor
Johnson brought to attention of Council the matter of Plumbing Inspection
at Horseshoe Valley Time Share Units.
