05 13 1982 COW Minutes . . . COMMITTEE OF COUNCIL MEETING COUNCIL CHAMBERS - MAY 13, 1982 Council met this evening for a Committee of Council meeting. Present: R.S. Arbour S. Davie T. Halfacre S. Vousden A. Johnson Reeve Deputy Reeve Councillor Counc i llor Councillor Reeve Arbour opened the meeting at 7:30 p.m. For consideration the following letters were presented: 1. Letter from Stephen B. Straughan - application to be considered should Council elect to take advantage of the Ontario Government I.M.A./82 Program - a grant program in order to hire a qualified University Student - Provincial Grant 75%. 2. R.E. Young, Ministry of the Environment re: Phase I Norshell Developments Lakeview Farm Estates Plan M-118 - requesting meet- ing with Council, Staff and Township Solicitor. 3. Copy of letter to Edgar General Store from Ministry of Citizenship and Culture with respect to Ontario Heritage Act 1974 and assistance from Ministry's Building Rehabilitation Improvement Campaign (BRR) Committee of Council would recommend that the Township of Oro participate in the IMA/82 Programme and that Stephen Straughan be given an opportunity of employment under this program at the rate of $4.50 per hour subject to the Ministry approving funds for a grant. Deputation Mrs. Viola Harrison was present at 8:10 p.m. as scheduled to discuss with Council the drainage problem resulting from water flowing through culvert across Foch Avenue from water in ditch on North side of the road and along her property to the Lake. After consideration, the following recommendation was made: Committee of Council recommend that the matter be reviewed by Road Commit- tee and Road Supt. and that Mrs. Harrison be advised after report of review has been presented to Council, and also that it could be possible that an easement may be required to resolve the problem. It was recommended that Clerk to contact Mr. Young of M.O.E. and Township Solicitor to enquire if they can attend on Monday between 1:00 and 3:00p.m. It was recommended by Committee of Council that the Clerk make further enquiries and obtain more information as to procedures involved to desig- nate a property under the Heritage Act before a reply is forwarded to the Owner of Edgar General Store. . . . ,.... COMMITTEE OF COUNCIL MEETING - MAY 13, 1982 Park Committee Report Councillor Halfacre reported on progress of cleaning and clearing of Shelswell Park as undertaken by David McKee of Hitch House Limited. Also that the change rooms at the Park have been started and the concrete walkway around the Booth has been levelled. Councillor Vousden advised that the Arena Committee failed to form a quorum on Tuesday evening therefore, no meeting was held and the meeting is rescheduled for Tuesday, May 18th, 1982. Councillor Johnson reported on the equipment at the Waste Disposal Site and advised that the loader after being repaired, did not prove satisfac- tory and a new Block has been ordered. He also reported on the Tanker Truck for No.3 Station which is still not ready for operation, now back from Barrie Welding and needs more work completed before painting. The matter of the Russell Sparrow property (E Pt. Lot 9, Conc. 6) was again brought to the attention of Committee of Council for discussion. Committee of Council recommend that Council authorize the Road Committee to ob- tain an appraisal on property for future aggregate requirements.
