05 20 1982 COW Minutes . . . COUNCIL CHAMBERS - MAY 20, 1982 COMMITTEE OF COUNCIL MEETING Committee of Council met this morning to consider a draft Job Evaluation and Systematic Wage Administration as prepared by George Roberts, Deputy Clerk as requested. Purpose to review same with Garry Dent of Ministry of Municipal Affairs and Housing. Present were: Reeve Deputy Reeve Councillor Counci llor Counc i llor Clerk Deputy Clerk Garry Dent - R.S. Arbour S. Davie T. Halfacre S. Vousden A. Johnson H. Neufeld G. Roberts of Municipal Affairs and Housing Ministry Reeve Arbour opened the meeting at 10:10 a.m. and asked Gary Dent if he had any comments on the document which he had briefly reviewed with the Deputy Clerk. Mr. Dent advised that from the brief review of the document with George Roberts, he felt it was adequately prepared, but suggested that the Deputy Clerk present same to Council who had been given a copy to examine for a few days. Deputy Clerk George Roberts was then asked to present his report and review the entire Job Evaluation and Systematic Wage Administration draft document with all members of Council and Mr. Gary Dent. The Deputy Clerk explained how he had approached the preparation of the docu- ment and explained that he had obtained comparative wage and salary schedules from surrounding Municipalities and private sector, such as Banks and Legal Offices. He then commenced to go over the draft document according to the following items of the document: 1) 2) 3) 4) 5) 6) Analysis Job Description Job Classification Comparison - Public/Private Sector Wage/Salary Schedule Development Summary and Conclusion Following the summary and conclusion of the Report, the remainder of the document was reviewed. . . . COMMITTEE OF COUNCIL MEETING - MAY 20, 1982 1) 2) 3) Step Classification Job Evaluation of each inside employee Schedules setting out levels and steps Inside Employees - 10 Levels - 5 Steps and outside employee for each level (3 Schedules 8,000 to 33,700 8,500 to 35,900 9,000 to 37,990 (3 Schedules - Hourly Rates Levell, Step 1 at 6.00 6.25 6.50 Outside Employees - 6 Levels - 5 Steps The levels showing 15% difference, each step showing 5% difference. Next reviewed a Municipal Comparison of each Classification as close as compari- son could be made. After review of each of the above presented draft By-Laws. 1) A By-Law to establish classification of Officers,Employees and Servants (Schedule becomes part of By-Law) 2) A By-Law to establish salary rates and ranges of Clerical,Administrative and Hourly Positions of the Township of Oro. The Reeve then asked Gary Dent to comment on the Document and report of same as presented. -Mr. Dent indicated he was in support of both the report and document and advised he had supplied the Deputy Clerk with information for input. -The document purpose must indicate equal treatment which the document would appear to do. -His basic policy to such a matter was recruit-retain-reward -A system of Systematic Wage Administration is a saving to the Municipality Structure allows Budgeting. -Employee levels once established, allows progress and simple matter of adminis- tration allows merit system and reward as applicable. -Attract employees after training. -Employee has opportunity to advance if initiative required is indicated. Council members then asked a number of questions of Mr. Dent and further explanation from the Deputy Clerk. Questions: -Could allowance be made to lower a classification or down grade. -What opportunity may be provided to dismiss an employee for inadequate per- formance. -Should Council assess or should it be recommendations of staff as to employee performance. Mr. Dent indicated staff recommendations. Mr. Dent also advised next step to select salary and wage scale and staff could prepare the recommendations for Council to adopt. . . . COMMITTEE OF COUNCIL MEETING - MAY 20, 1982 Questions: Time of implementation, time of increase or step and level change. i.e. Aniversary date of employees after probation period or certain time of year for all. Other questions were presented, after which Council expressed their appre- ciation of Mr. Dent's time and interest and he was thanked for same. Meeting adjourned at 12:20 p.m. Clerk - H.
