10 14 1982 COW Minutes . . . COMMITTEE OF COUNCIL HEETING COUNCIL CHAMBERS - OCTOBER 14, 1982 Committee of Council met this evening with the following members present: Reeve Deputy Reeve Councillor Councillor Councillor R.S. Arbour S. Davie S. Vousden T. Halfacre A. Johnson Reeve R.S. Arbour opened the meeting at 7:30 p.m. Mr. Paul Kitchen, O.L.S. and Mr. Aleksander Randsalu were present for an appointment as scheduled at 7:35 p.m. with respect to extension of Draft approval. (File 43T-76089) Recommended by Committee of Council that Oro Council advise Mr. Paul Kitchen, O.L.S. and Mr. A. Randsalu that Oro Council would have no ob- jection to the extension of Draft Approval for one year to November 23, 1983. Presented reports from the By-Law Enforcement on two inspections made. By-Law Enforcement Officer, Mr. William Ormerod was present at time of presentation of the reports. Firstly the matter of boundry fence between Mr. McLeave and Mr. R. Morrison. By-Law Enforcement Officer advised that Mr. McLeave had erected a proper 42" chain link wire fence, approximately 3" on his own side of the property line, for a distance of 50 feet and that the hedge planted was inside the fence line. Report on file. Committee of Council recommend the Oro Council accept the report of the By-Law Enforcement Officer and recommendations and that the By-Law Enforcement Officer keep Council advised. Presented report of By-Law Enforcement Officer on the matter of fence around property of John Vanderwaardt, Lot 36, Plan M-66. Report on File. Recommendation that Oro Council accept the report of the By-Law Enforce- ment Officer and his recommendations. Mr. Ormerod also reported on his attendance at the unopened Road Allow- ance 15/16 Side Road the follow up complaint of possible wood cutting on the Road Allowance. The matter was discussed at some length with no action recommended at this time. Committee of Council discussed the probationery period for the By-Law Enforcement Officer. The three month period was completed October 6, 1982. Council discussed the matter with Mr. William Ormerod. . . . ~ - 2 - COMMITTEE OF COUNCIL MEETING - OCTOBER 14, 1982 Recommendation: Committee of Council recommend that Oro Council continue retaining Mr. Willima Ormerod as By-Law Enforcement Officer on the same basis according to resolution of Council on June 23, 1982. Mr. D. Brumwell was present at 8:30 p.m. as scheduled with respect to extension of Draft Approval for the Hastings Subdivision file 43T-25103. Mr. Denton Brumwell after introduction, related the purpose of atten- dance and presented a letter to Committee of Council formally requesting extension of Draft Approval which expires of November 18, 1982. Committee of Council recommend that Oro Council give approval to extend the Draft Approval of the Subdivision known as Hastings Subdivision File 43T-25103, for one year to November 18, 1983, subject to the Ministry of Municipal Affairs and Housing being in favour. And, further that the Sub- dividers Agreement be reviewed prior to commencement of development of the Subdivision should this occur within the one year period. Dr. R. Shoichet had asked by telephone to review with Council the matter of boundry fence along east side of Shelswell Park at westerly boundry of Lot 50, Plan 755, as result of Council's resolution at meeting held on October 4, 1982, and letter advising that Council propose to erect a 9 strand wire fence along the boundry. Clerk advised that Dr. Shoichet had telephoned on October 12, 1982 and requested appointment with Council on November 1, 1982 meeting at 11:15 a.m. Committee of Council recommend that a letter be forwarded to Dr. R. Shoichet and he be advised that his appointment is confirmed for November 1, 1982 and that should at that time his proposal not meet with the satisfaction of Council, the 9 strand wire fence will be erected thereafter. The matter of Draft By-Law to require licensing of Adult Entertainment Parlours. Preliminary Draft By-Law had been presented to all members of Council for review and was presented for consideration and recommendation. Committee of Council recommend that Solicitor, Rusty Russell, Q.C. be re- quested to give his opinion and/or comments on the Preliminary Draft By- Law, as to whether it may be passed as drafted or what changes or amend- ments are required. Also what would be a proper fee for such a license under paragraph 5 of the draft By-Law. Committee Chairmen reports or concerns to be dealt with by Committee of Council. Park presented account from L. Squire for Portable Units at Oro Memorial Park to a total of $1,870.00. Also account from Crown Garden Centre for planting trees and shrubs to a total of $839.95. No action was taken since both matters are on the Agenda for regular meet- ing of October 18, 1982. ~ ~ - 3 COMMITTEE OF COUNCIL MEETING - OCTOBER 14, 1982 . Roads - Report on 41 applications received and reviewed for the Working Foreman. As result of the Road Committee review, six applications have been selected for interview. Road Chairman further reported that the Lakeshore Road is completed except for some work on extrance culverts 15/16 Side Road - grading of ditches and grubbing now completed on two miles scheduled for this year. W.D.S. - Councillor Johnson report on removal of wood from W.D.S. Also brought to the attention the matter of electric heater for the office of the W.D.S. Superintendent. Council of term cussion for the again discussed procedure for Public Meeting to present activities of Council and the Candidate Meeting following same. Prior to dis- Council members received breakdown of expenditures and revenue Departments of which each was chairman. Presented letter from J.D.D. Graham, Solicitor for purchasers of part W~ Lot 27, Concession 3, forwarding a draft By-Law to authorize the encroach- ment of Buildings to be purchased by their client on the Road Allowance between Range 2 and Concession 3. Committee of Council recommend Oro Council advise Solicitor, John D.D. Graham, that the Township of Oro are prepared to pass the proposed By-Law once the Solicitor for the Township has received the said By-Law. . Adjourned at 11:30 p.m. Clerk - H. Neufeld Reeve - R.S.
