COMMITTEE OF COUNCIL MEETING COUNCIL CHAMBERS - DECEMBER 14, 1982 The 1983-85 Council met this evening for the first Committee of Council Meeting, with the following members present: Reeve Deputy Reeve Councillor Councillor Councillor Stephen C.G. Davie Joanna McEwen Robert E. Drury Thelma Halfacre Allan Johnson Also present: Road Superintendent, Fred Haughton for the Interviews of Working Foreman. Reeve Stephen Davie, opened the meeting at 7:30 p.m. The first item of business being the appointment for interview of five applicants for Working Foreman on the Roads Department, all of whom had been interviewed by the 1981-82 Council on November 23, 1982. All applicants scheduled for 10 minute interview had been contacted by telephone as follows: 7:30 7:40 7:50 8:00 8: 10 Maurice Truax Keith Jarvis W.J.K. Lockhart Ivan Hubbert K. Members of Council asked questions of experience and capacity in same. Expected to be able to take over any of Township equipment as needed. Worked with mechanics on equipment maintenance work. Reeve Davie thanked Mr. Truax for coming back for a second interview and that he would be advised of Council's action. Ivan Hubbert -Asked if anything further to add. -Questions asked by members of Council on basis of resume and employment. -Maintenance of own equipment - Ivan Hubbert Construction Limited. -Requirement to operate equipment and work with men in Roads Dept. -Crusher Foreman with Stewart Construction. Reeve thanked Mr. Hubbert for coming and that he would be advised of Council's action. K. Mathieson -Asked if anything further to add to previous interview. -Experience in operating all equipment with or without snowplow. -Experience with maintenance program and shop work on same. -As foreman, differentiate between permanent employees and just labourers with construction program. Has "D" License. -Willing to relocate - Ora would be very suitable - Between Barrie and Orillia. -No trouble with any type of -In previous employment, had labour work as may be required. foreman reporting to him in supervisory capacity Reeve thanked Mr. Mathieson for coming back and advised that he would be notified. Following the interviews and after further consideration, Committee of Council made the following recommendation: Council's discussion concluded on the same runners up and the following action was taken: Committee of Council recommend that Keith Mathieson be hired as the Working Foreman as advertised and that he commence employment as soon as possible in January and that his classification be established at Level 4, Step ion a probationery period of 6 Months after which classification may be reviewed. And, that Keith Mathieson be advised accordingly. Also that the matter of a vehicle being supplied will be considered after the probationery period. . . . - 3 FIRST COMMITTEE OF COUNCIL MEETING - DECEMBER 14, 1982 The second item being matter of applications for Park Caretaker for Oro Memorial Park for the 1983 Season. Applications received from: Robert Holmes - (1980-81 Caretaker) Robert Barber - (1982 Caretaker) Roger Barnes - 451 West St., N (Unit 40) Orillia, Ontario Age 36 Married with 2 children Carpentry experience - Certified Electrician. Clyde Martin RR # 2, Washago, Ontario Age 39. Single Worked in Parks Dept. - Experience dealing with Borough of Scarboro public. Dwight Taylor Gail Taylor Age 28 - 6 Years experience with Bell - Construction & Maintenance. C.I.P.C. - Computer Operator with Barrie Police Dpt. MacDonalds as Manageress - Bookkeeping. Asking $250.00 per week as well as living quarters during operation of Park. RR # 1 Barrie,Ont Hank Westerlaken 66 Scott Cres., Barrie L4N 4W3 Salary $275.00 per week during season. Paul Zawodny 307 Atherley Rd., #203, Orillia, Ont L3V lN8 Ken Crawford RR # 1, Shanty Bay, Ont LOL 2LO Age - 19 Years. Single Experience and skills acquired include managerial, payroll, ales, etc., Or, jointly with father- Leonard Crawford - Brick Layer - General maintenance - framing carpentry. Committee of Council considered at great length the procedure to be followed for interviews and how many of the applicants should be interviewed. After consideration, Committee of Council recommend that Clyde Martin; Dwight S. Taylor and Gail P. Taylor; Paul Zawodny; Kenneth & Leonard Crawford be requested to attend for an interview at the next Committee of Council meeting to be held on January 13th, at 7:00 p.m. Hours of Operation of Waste Disposal Site. Letter from Gordon Wagar. Dis- satisfied with early closing of site. Suggests two nights a week open until 6:30 p.m. Similar letter in 1981. Letter from Hon. James Snow, Minister, M.T.C. forwarding guidelines and sample By-Laws. Committee of Council recommend that letters be forwarded to all Community Halls and Churches in the Township, requesting that the Council of the Township of Oro be advised whether they would be interested in partici- pating in a program to set out and control parking areas for the Physically Disabled Person and if so, how many signs would be required for their pro- perty. Minister, M.T.C. with respect to controls and signing of intersection, County Road NO. 20 & 27. Committee of Council recommend that upon receipt of letter from M.T.C., Owen Sound, the matter be taken to the County Road Committee. Applications from persons interested in serving on Oro Planning Board. Matter be left over until Council meeting on Monday, applications received to date from Peter Marchildon; W. Allen Gilchrist; William Holdsworth; Garry Sanderson; Carl Tomlins and from Ross W. Bradley and William Bateman expressing their desire to continue and be re-appointed. Committee recommend that R. Employees 1983 Wages Recommend that the By-Law be presented to Council at the next regular meet- ing to be held on December 20, 1982. Other matters to be considered.
