Parks' Recreation supervisor Monthly Report: a) service Report; Debbie circulated the Oro-Medonte Parks and Recreation Department Service Report Up to December 31, 1993 and gave a brief overview, explaining the percentage figures for ice usage. Ice usage has increased in the last three years; however, there is a proportion of day ice available. A discussion ensued regarding year-round use of the arena, the use of volunteers, and expenditures incurred with respect to the maintenance of Memorial Park. Moved by Robert Drury Seconded by Barbara Swanson It is recommended to Council that the Parks and Recreation supervisor bring back recommendations of staffing services and administration to the Advisory Committee for consideration. Carried. b) Item 6 b) of the Agenda, Job Description for Parks and Recreation Supervisor Removed from the Agenda as it is not within the Mandate of the Parks and Recreation Advisory Committee. c) Item 7 c) of the Agenda, Budget Format The role of the Committee with respect to Capital and Operating budget was discussed. The need for long-range planning for the new amalgamated township was addressed with respect to utilizing all facilities in a cost-effective manner. A Sub-Committee was established consisting of Paul, Dave, Daphne and Debbie to review certain aspects of the Operating Budget in order to establish priorities for Capital Projects to be submitted to Council during budget deliberation. Paul to identify what facilities have been acquired from the former Township of Orillia through restructuring and report same to the Advisory Committee at the next meeting. The Community Hall Boards will be providing Property Information Sheets and Capital and Maintenance Budget Requests at a meeting on February 28, 1994. It was clarified that the Community Hall Boards will have one bookkeeping system which is to be audited by the Township Treasurer annually. 8 8 8 - 3 - Dave Knox left the meeting @ 8:00 p.m. due to a prior committment. 7. other Business: a) Medonte Service Report Paul elaborated on, and answered questions regarding, the Report on Parks and Recreation Township of Medonte supplied with the Agenda. Debbie will provide a report to the Committee on the results of her inspection of the playgrounds in Medonte Township. Paul will assist Debbie for the purpose of acquiring information with respect to the Medonte portion of the Capital Budget. b) Community Hall Board Meeting Update Paul provided the Committee with a verbal update on the Community Hall Boards meeting of January 31, 1994. Another meeting is scheduled for Monday, February 28, 1994 with the intent of establishing a Community Hall Association. Paul will oversee an Election of Officers at that meeting should an Association be established. Paul and Debbie will provide the Township Clerk with a roster of 1994 Community Hall Board members by February 28. c) The tendering of grass-cutting contracts was discussed. d) Debbie requested that the Advisory Committee review the report of Policy and Rental Rates for discussion at the next Advisory Committee meeting. f) Next meeting Thursday, March 3, 1994. 8. OVERVIEW OF STAFF Parks & Recreation supervisor (Full-time) I 3 Arena/Park Labourers ~ Day Camp Director (Full-time) 6 Counsellors 2 Arena/Park Labourers (Part-time) (Part-time) PURPOSE OF PARKS AND RECREATION SUPERVISOR To ensure the efficient management of the Township parks and recreation facili ties, and to make recommendations on future programs and facilities while implementing and administering the programs and policies as established by Council. FACILITIES AND GENERAL OPERATION/SERVICES Arena Operation (~2 months) Based on ~993 Actual Budget of Total Revenue $ ~35,O76 Total Expenditures $ 20~,364 (includes staff and arena capital projects) Services Winter September - April Oro Minor Hockey, Oro Figure Skating Club, Oro Ringette Association, Adult Skate Club, Men's Recreational Hockey League, Burton Oldtimers League, Barrie Women's Hockey League, all play out of Oro Arena and service the residents. See Resident Usage Report and book ice through Parks and Recreation Supervisor. pri vate rentals are available. , 8 8 8 - 2 - Ice Rentals Based on 24 hours/day Ice rentals based on a 24 hr./day, 7 days/week for 28 weeks; gives you 4,704 hours of possible bookings. In I993/94 we booked 98 hours/week x 28 weeks = 2,744 hours of booked ice or, as a percentage, we booked 58% of our ice (based on the possibility of booking 24 hours/day). Ice rentals based on 9:00 a.m. - I2:00 a.m., Monday to Friday: and, 6:00 a.m. - I2:00 a.m., Saturday and Sunday. If you look at a 9: 00 a.m. to I2 Midnight hours of possible ice time to book from Monday to Friday; and Saturday and Sunday, 6:00 a.m. to Midnight, hours are: (Mon. - Fri.) (Sat. - Sun.) I5 hours/day x 5 days/week x 28 weeks = 2,IOO hours I8 hours/day x 2 days/week x 28 weeks = I,008 hours Total hours of possible ice booked, based on a Monday to Friday, 9:00 a.m. to Midnight, and, Saturday and Sunday 6:00 a.m. to Midnight is 3,I08 hours of possible bookings. In I993/94 we booked 98 hours/week x 28 weeks = 2,744 hours of booked ice and as a percentage this represents 88% of our ice. Arena Banquet Hall This hall is open for bookings twelve months of the year. Bookings have increased in the last two years. The hall is busier in the ice season with meetings, tournament parties, booster club and Parks and Recreation programs. The summer usage needs to be increased. Old Town Hall This hall is open for bookings twelve months of the year. Through arrangements with Council, the Fair Board, and Horticultural Society use this building throughout the year, rent free, in return for seasonal clean ups. Parks and Recreation use this facility one day per week from September to May for children's dance classes. Private rentals are not many, possibly because the building does not have kitchen facilities. *Parks and Recreation staff maintain the arena and the Old Town Hall buildings and we contract grass cutting and weed control. We provide garbage disposal service, dock and propert;y maint;enance. 8 8 8 - 4 - Oro Memorial Park May to October, 8:00 a.m. - ~o:oo p.m. Total Revenue Total Expenditure $ 5,750 $78,~09 This park has two outdoor pavillions, a parkhouse, "open-air- changeroom, public waterfront, ball diamond, horseshoe pit;s, playground, garbage bins and two storage huts. Parks and Recreation staff maintain all buildings and property except grass cutting which is tendered. Parks and Recreation staff man the gate for "Out-of-Township- admission fees. Parks pavillions and the Recreation supervisor. the Parks booked by and Park are A concession booth operates out of the parkhouse and is usually tendered. Day Camp Program July - August $ ~6,789 $ 24,252 Total Revenue Total Expenditure Parks and Recreation Supervisor oversees the operation of this program. Approximately 6 part-time staff are hired to run the Day Camp. Red Cross swim lessons were provided by contract and costs are included in expenditures. General Interest Programs Try to run on a "break-even" basis During the year, since August of ~99~, we have provided general interest programs for pre-schoolers, children, teens, and adults; e.g. creative movement, primary ballet, jazz, ballet, tumbling, aerobics, quilting, line dancing, stencilling, Christmas crafts, and teen dances. Community Halls Oro station and Rugby Two halls are owned by the community and one hall has an agreement with simcoe County Board of Education (Shanty Bay) and three are Township owned (Hawkestone, Jarratt, Edgar). All halls are operated and basically maintained by volunteers. Parks and Recreation staff assist in general property maintenance. Each hall has a maintenance and capital budget and are expected to bring in revenue. 8 - 5 - communi ty Halls... Cont' d ... The Parks and Recreation Supervisor has acted as a liaison person to these halls. More involvement is expected if, in ~994, the halls of Oro-Medonte form an advisory committee. Parkland and Historical sites Some parkland has been maintained by the Township by tendering grass-cutting contracts which we supervise. In ~994 we are planning to complete chainsaw training so Parks and Recreation will maintain the trees on these properties. Approximate totals for gra$s cutting, based on ~4 cuts for the above locations in ~993 = $~7,200. Seasonal Smelt Fishing Parks and Recreation staff do a clean up after this seasonal activity.
