Cheryl Pritchard-McPherson re: facts
about new Oro-Medonte Minor Baseball
Association.
An overview of the Oro-Medonte Minor Baseball
Association was provided to the Committee and is
appended to these minutes. Ms. Pritchard-McPherson
indicated that approximately 90 children are registered
with this organization to play hardball. A tentative
schedule has been completed encompassing the diamonds
at Hawkestone, Oro Memorial Park and the Lions Diamond.
Ms. Pritchard-McPherson felt that these diamonds are
appropriate for hardball. As the diamond at Craighurst
is under utilized, this location may be available for
play and was acceptable to Ms. Pritchard-McPherson
should it be offered. The municipal liability and the
insurance of the OBA was discussed.

Jim Partridge, Oro-Medonte Minor Ball
Association.
An information package was presented by Mr. Partridge
and is appended to these minutes. Mr. Partridge spoke
to the proposed plans for hardball within this
organization. Approximately 100 children are
registered with this organization to play hardball.
Discussion occurred regarding the options available to
the two organizations being Oro-Medonte Minor Ball and
Oro-Medonte Minor Baseball. As with the previous
deputation, the possibility of play on the Craighurst
diamond was discussed with Mr. Partridge who indicated
that this was an acceptable diamond should it be
available.

alternatives.

Diamond Allocation policy be adopted as amended.

It is recommended to Council that the proposed 1994 Ball
Diamond Fees and Policies be adopted as amended.

Moved by Alastair Crawford, seconded by Nancy Stoddart
It is recommended to Council that council support the
Committee's recommendation that the historically established
ball association, now known as Oro-Medonte Minor Ball
Association, receive priority in the allocation of diamond
time for both softball and hardball with the understanding
that all children within Oro-Medonte wishing to play ball be
accepted. Reference: Ball Diamond Allocation policy.

Town of Midland By-Law No. 94-16, A By-law to establish
an Alcohol Risk Management Policy for the Community
Services Facilities;
The Parks and Recreation Manager, Paul Patchell and Nancy
Stoddart to review this document and bring forward to the
Committee a proposed policy for the Township of Oro-Medonte.
b)
Review of 1993 Year End Report (Motion from meeting of
March 3, 1994);
Deborah Broderick, Parks and Recreation Manager, reviewed
the items in the 1993 Year End Report to identify and
clarify for the Committee those that are to be completed
under the mandate of the Committee. A typed copy of this
verbal report is attached.

prclcess
of establishing. This definition is valid even if the association
is required to adopt another name.
I am willing to act as equipment consultant to the association.
As consultant I would recommend specific pieces of equipment
which will be required by your teams, association and diamonds.
I would recommend possible suppliers or alternatively and with
the approval of the executive, I would procure this equipment
myself and receive payment directly from the association.
I would not have access to the association finances.

LIMITATIONS AND
No benefit shall be payable for any loss resulting
directly or indirectly, wholly or partially from any of
the following causes:
(a) purchase, repair, or replacement of
eyeglasses, contact lenses or prescriptions
thereof (except as otherwise provided);
- It is the responsibility for the Insured to get an
Athletic Accident Claim Form from the
Association or Club Executive.
- The Insured or parent/guardian shall
complete fully the front portion concerning
the accident particulars.
- The Insured shall submit the completed claim
form to the association or club executive for
their signed certification.
- The Insured shall be responsible to forward to
Allsport Insurance Marketing Ltd. the
completed claim form for payment.
- For Dental Claims the Insured shall have the
attending dentist complete applicable
portions.
- For claims requiring a report from a Doctor,
Chiropractor, Osteopath, etc. the Insurer will
forward the necessary forms to you on receipt
of the completed Athletic Accident Claim
Form.
- THE INSURER SHOULD BE NOTIFIED
WITHIN 30 DAYS AND PROOF OF CLAIM,
INCLUDING A REPORT FROM THE
ATTENDING DENTIST OR DOCTOR, MUST
BE SUBMITTED WITHIN 90 DAYS OF THE
DATE OF THE ACCIDENT.
(b) sickness or disease either as a cause or
effect;
(c) any intentionally self-inflicted injury;
(d) any of the hazards of aviation except while
riding as a fare paying passenger in a licensed
aircraft operating on a regular scheduled
service between airports;
(e) declared or undeclared war, invasion or civil
war, or any act thereof;
(f) service in the armed forces of any country;
(g) any benefits that are available under any
Government Health Insurance Plan, whether
enrolled in such a plan or not;
(h) dental and/or other expense benefits shall be
for the excess of expenses payable under any
other benefit plan or policy;
(i) an insured person who is not a resident of any
Canadian province that has enacted Medical
Care Legislation unless stated specifically in
this policy.
This document of insurance is subject to and shall
not contravene any Federal or Provincial statutory
requirements with respect to hospital or medical
plans, nor shall it duplicate any benefits which are
provided under any Federal or Provincial Hospital
or Medical Plans, or any other policy providing a
reimbursement indemnity

1994
For a Few years I have been a member of the executive of the oro Minor
SoFtball Association. Last year during season and on the tournament day
we heard considerable interest in a minor hardball league. At our annual
meeting in September, Five of us were elected or re-elected to be the
executive of oro Minor Ball. I was subsequently elected chairman.
At our Fall and early winter meetings hardball was on the agenda and we
decided to hold a public meeting to ascertain what interest and support there
was in the township. (See Notice attached.)
When booking the arena For the meeting I learned a~out Cheryl Macpherson's
proposed meeting on January 18th. When I brought this inFormation to the
executive, the decision was made to contact her, to see iF she was interested
in working with us; and Etti Mountain did that. We proceeded with the
understanding that she wanted hardball travelling teams and we were
operating hardball house league. It thereFore, seemed like a perFect Fit.
We prepared registration Forms (copy attached), set Fees, and had 2000
copies made up. We distribute~ them through the schools and did other
advertising. However, aFter the second registration day, at our regularly
scheduled meeting, on Mar. 3 Ms. Macpherson announced she could not, and
would not work with us and she intended to Form her own hardball team.
4IÞwe told Ms. Macpherson we accepted her resignation, thanked her For her help
and said we would continue to oFFer house league hardball, as planned.
Ms. Macpherson's present endeavours to Form house league and travelling
hardball te~m on her own is clearly in conFlict. ~ease notice the name
we decided upon in January oro-Medonte Minor Ball Association or OMMBA.
Her association is now oMMBA too when in January it was oro and District
Hardball Association. Actually her Full name now is Oro-Me90nte Minor
Baseball Assocation. She wants to register at the oro arena at the same
time, on the same date as oro-Medonte Minor Ball Association.
I am here today asking you to prevent this From happening on March 26,1994.
Although I believe Mrs. Broderick has done her best to support our
organization, I am also asking For you, in some manner to oFFicially
endorse our publicly elected volunteer organization oRo-MEooNTE MINOR
BALL ASSoCIAT~oN, that has a goal of being involved with the children
of oro-Medonte township to show them good sportsmanship, values, and skills,
using the medium of a ball diamond; and to have some Fun ile doing this.

whether positive or negative regarding Oro Minor Baseball. We are looking for
suggestions regarding coaching, umpiring and scheduling and also help or volunteers
for these positions. Would you like to see hardball in Oro? Voice your opinion to one or
all of the executive listed below.
Oro Minor Softball is also looking for sponsorship this year. If you or anyone you
e,ow is willing to sponsor a team or teams please let us know. We need to hear from
you!

25, 1994 at 7:30 p.m. at the Oro Arena. Hope to see you there! Your input is very
important!
We, the executive of Oro Minor Softball of the 94 season, hope to make this
season a happy and fun season for all of our children and with the co-operation of the
parents we are sure that we can obtain this goal.

- Oro-Medonte Community Hall Board Association was formed in
February 1994 under the guidance of Paul Patchell,
Chairperson of the Oro-Medonte Recreation Committee.
- This association's mandate is to provide support to each
other and to promote the use of Community Halls throughout
the new township.
- They have recommended a book-keeping method to the
Township, investigated insurance coverage and are working on
a joint Township wide fund-raiser.
- They will continue to meet over this year.
- Review of financial statements will provide additional
information to the Oro-Medonte Recreation Committee to
assist this committee.

- Work was completed in the Hawkestone Community Park in
1993.
- There is a resolution from Council to hold a public
meeting and encourage residents who are interested in the
planning process to participate in planning their park.
Staff and members of this committee will participate in this
process.

Ice Users Policy and Formula
- Meetings in 1993 with members and staff resulted in a
policy on ice allocation.
- Meetings in 1994 with the minor sport groups completed the
process.
- 1994 Ice User meeting has been held and 94/95 ice time
requests are in. staff will incorporate the policy this
month to determine who receives what time in 94/95.

This policy will be reviewed by committee members
yearly to ensure it remains fair and consistent to the
needs of the users.

Day Camp
- Some recommendations of the sub committee were
incorporated into the 1994 Day Camp and Swim Lessons
program.
- Staff has worked with Waterworks, a private swim/day
activities company to ensure some program service in former
Medonte Township for this summer. Areas to be served are
Craighurst, Moonstone, Sugarbush, Horseshoe and Coldwater.

Committee members could make recommendations for the
1995 Camp/summer programs.

OMRA Conference
To do:
1.
Meeting with Horseshoe Valley is scheduled for Monday,
April 11th @ 2:00 p.m. Purpose of the meeting is to
determine the number of bedrooms and meeting rooms to
reserve and to discuss food arrangements so a price can
be determined.
2.
The Committee and staff will meet in April and every
month afterwards to put the conference together.

Budget
- A small committee met in December 1993 to discuss 1994
capital projects.
- The Chairman of the Oro-Medonte Recreation Committee met
with staff in January, February and March to discuss format
of the budget, and actual operation costs. End result is a
fairer picture of the arena, park, ball diamond and other
parks' actual operating costs.
- Committee will be presented with an approved budget
hopefully in May 1994.
To do:
1.
The Committee will recommend to Council some of the
allocated money for the Community Halls and parks in
the former Medonte. Staff will present requests from
the various Halls and parks, and the playground report,
Fire Chief, Simcoe County Health Inspector reports will
determine some spending of this allocated money.
2.
Hopefully the 1994 Committee will meet in November or
December 1994 to discuss and prioritize various capital
items for 1995.

Support to Local Groups
- This committee has proven to various volunteer groups that
they (the committee) is a support group to
recreation/parks/leisure type committees.
To do:

The Committee hopefully will continue to lend support
to community groups whose mandate centres on recreation
type services to the community.

Programs and Activities Flyer
- Since 1991 (Fall), staff has initiated and advertised
various children, youth, and adult programs.
- There is money allocated in this years' 1994 Budget to
develop a township wide brochure that covers programs,
community groups, special events, etc.
To do:

If the money is approved, staff are willing to initiate
and develop this brochure with assistance from the
Committee. Assistance could be in securing advertising
dollars, program ideas and editing of the material.

Program development for the township needs to have a
higher priority. staff needs to be able to spend more
time on program development, supervision and evaluation
of programs.
COMMENTS
1.
Giving recreation and parks services recognition for
its importance in the "well being" of Oro-Medonte
Township residents is essential. It is hoped this
"importance will be carried" back to Council by our two
Council representatives.
2.
Community Halls should continue to be a priority as it
is hoped by the Community Hall Board Association that
Community Halls once again become a focal point, "a
gathering place" for community people.
3.
staffing requirements must be recognized and addressed
so service can be maintained and increased as needed.
We are understaffed now for the service demand.
4.
The proactive approach by the Committee is positively
accepted by the public and should be continued.
Progress will result!
As a staff person who has the opportunity to work
continually with dedicated caring volunteers, I thank you

1994 BALL DIAMOND FEES AND POLICIES
As of May 1, 1994, the ball diamond fees for use of the Oro Lions
ball diamonds including tournaments:
Adult Rate:
Minor Rates:
$9.35 plus $0.65 GST
= $10.00/hr.
= $ 4.00/hr.
Hours used will be invoiced at the end of each month. Any changes
in your schedule must be reported to the Parks and Recreation
staff.
A timer is installed on the ball diamond lights. They will go off
approximately 30 minutes after your last scheduled game.
A $200 deposit is required from each league to obtain a key for the
ball diamond hut for use of the scoreboard. This deposit is to be
paid when the permit is signed.

Notice of game cancellation must be given to Parks and Recreation
staff at least twenty-four (24) hours in advance.
The Township reserves the right to cancel ball time if players do
not abide by policies for Ball Diamond usage.
The ball diamond facilities and parking lot areas are not licensed
areas and alcoholic beverages are prohibited. Failure to comply
with this regulation will result in loss of diamond time.
Team lists must be handed in to the Parks and Recreation Manager
before the first scheduled game.
complaints must be in writing and given to the Parks and Recreation
Manager or the Oro-Medonte Parks and Recreation Committee.
ADDITIONAL COMMENTS
We will attempt to drag the ball diamond daily this season and complete
a safety check on the playing area.
A portable sanitation unit will be arranged for at the Lions diamonds
this season and paid for on a shared basis for all leagues, e.g. Minor
Ball, Slow pitch, Men's Church League.
