Minutes of the May 19, 1994 Meeting
Moved by Dave Knox, Seconded by Barb Swanson
That we adopt the minutes of the meeting of May 19, 1994 as
printed and circulated.

Pauline Henderson, Director of the Oro-Medonte
Day Camp for 1994 attended to introduce
herself to the Committee and provide an update
on the status of the 1994 Day Camp Program.
Registrations in each of the sessions for this
year are ahead in comparison to any of the
previous four years that Ms. Henderson has
been involved with the Day Camp. She
indicated that the early interest is largely
from new campers, possibly due to
restructuring. Letters are being sent to
previous campers and she expects their
registrations will follow. Morning and
afternoon Extended Care registrations,
however, are not presently at the levels they
were in 1993. As well, registrations for the
Red Cross Swim Program, which is separate from
the Day Camp Program, are down at present and
will require some promotion.
Since starting on May 24, Pauline has been
visiting the various schools getting to know
the children and passing out pamphlets to
advertise the Day Camp. Several Mall visits
are in the planning stages as are plans for
the Day Camp staff involvement in the Warden's
picnic and Canada Day celebrations.
Pauline indicated she has already begun
meetings with her staff and will be ensuring
they receive First Aid training. Her one
concern was related to budget. She has not
yet had an indication of what the Day Camp
allotment will be. Supplies must be ordered
in the very near future in order to ensure
receipt prior to the first session.
The 1994 Budget for the Township of Oro-
Medonte is expected to be ratified by Council
on June 8 . In order to accommodate the
immediate start-up costs of Day Camp, Mayor
Robert Drury and Deputy Reeve Norm Dalziel
authorized immediate expenditures of between
$700 and $1000. A clearer picture of the
funds available for Day Camp will be available
after budget ratification.

Parks & Recreation Manager Monthly Report:
a)
Alcohol Risk Management
Concern was expressed with respect to user purchase of
liability insurance being a deterrent to future rentals.
As well, the section on Safe Transportation and
interpretation of the wording of the clause respecting
responsibility for promoting designated drivers was
addressed. It was concluded that further discussion on
the proposed policy was premature without review of same
by the Township Solicitors.

It is recommended to Council that the Alcohol Risk Management
Proposed policy as drafted by the Parks and Recreation
Advisory Sub-Committee be referred to Aird and Berlis,
Township Solicitors, for review.

b)
Budget
Budget review will occur at the August 4 meeting, once
ratified by Council.
c)
a.M.R.A. Conference
The Sub-Committee will meet on Wednesday, June 8 to
finalize matters concerning workshops and arrangements
with Horseshoe Valley Resort. It is expected letters
will be sent to the membership by the end of June. Some
indication as to numbers attending should be available
for the August Committee meeting. Discussion ensued with
respect to securing a Guest Speaker for the conference.

Committee Chairman's Report:

a)
Oro-Medonte community Hall Board Association Meeting
Update
Paul Patchell advised he did not attend the last
Association meeting due to work commitments. He is
pleased with the manner in which the Association is
functioning as a working group; plans are underway for a
Gigantic Garage Sale with proceeds to be split.
There has also been a general acceptance by the Community
Hall Board Association of the proposed bookkeeping
methods.
Paul suggested that Dave Knox attend the Association
meetings with him to ensure the availability of at least
one member of the Recreation Advisory Committee at future
meetings.
other Business:
a)
Discussion occurred regarding the format of previously
submitted financial reports for the Hall Boards. It was
noted that the Treasury Department will be completing
financial reports and statements for the Hall Boards in
a standardized format. Norm Dalziel, Henry Sander, Jeff
Brydges and Alastair Crawford will be meeting in the near
future to discuss the bookkeeping process as well as the
feasibility of maintaining a bank account in Coldwater.
In response to a question by Dave Knox regarding the
status of granting leniency to privately owned halls, he
was advised by Norm Dalziel that the issue has been
discussed at Committee of the Whole, but not by Council
as yet.

Paul Patchell spoke regarding the possibility of
standardizing the budget process in future with respect
to requests by the various boards. After discussion it
was suggested that a presentation be made to the Hall
Board Association next year to outline the budget
process.
d)
In response to a call for volunteers to prepare a
consolidated report on facilities inventory for the
amalgamated Township, it was suggested that Alastair
Crawford and Meryl Drake incorporate information already
gathered on each of the respective Townships to form a
consolidated report which is to be kept current.

e)
Robert Drury invited the Committee to attend "Pioneer
Days" at the Museum in Midhurst on Saturday and Sunday,
June 4 and 5, 1994.
