08 04 1994 RAC Minutes 8 8 8 MINUTES OF THE ORO-MEDONTE RECREATION ADVISORY COMMITTEE MEETING HELD THURSDAY, AUGUST 4, 1994 AT 7:45 P.M., COMMITTEE ROOM Present: Meryl Drake, Councillor Alastair Crawford, Nancy Stoddart, Paul Patchell, Dave Knox staff Present: Deborah Broderick, Lynda Aiken, Pauline Henderson Also Present: Absent: Daphne Mainprize, Barbara Swanson, Dalziel, Mayor Robert Drury Deputy Reeve Norm Paul Patchell assumed the chair @ 7:45 p.m. A quorum was not achieved until 8:45 p.m. with the arrival of Dave Knox 1. Minutes of the June 2, 1994 Meeting Moved by Alastair Crawford, Seconded by Meryl Drake That we adopt the minutes of the meeting of June 2, 1994 as printed and circulated. Carried. 2. Disclosure of pecuniary Interest and the General Nature Thereof - In Accordance with The Act None declared. 3. Disposition of the June 2, 1994 Recommendations to Council: No questions. 8 8 8 4. 5. -2- Deputations: None Correspondence: a) Panache Promotions re: Arena Proposed Rock Concert at the Members of the Committee in attendance felt comfortable with the proposed arrangements made by Panache Promotions regarding the Rock Concert. 6. Parks' Recreation Manager Monthly Report: a) Day Camp Update: The Day Camp Update, given by Pauline Henderson included extensi ve statistics as of todays date. A number of new campers are in attendance as a result of new families moving to the community and due to working parents taking advantage of the extended care option. Discussion occurred comparing one week sessions versus two week sessions with regard to revenues, staff time, paperwork and expenses. The registration for swimming lessons increased in 1994 and expenses are generally on track with the exception of an increased expense in first aid supplies. The Recreation Committee is invited to attend either or both BBQs' to be held August 12th and 26th from 11:45 a.m. to 1:00 p.m. b) Parks Service Update: The Parks and Recreation Manager distributed "Park Service 1994" which outlines the services performed on municipal parks. Clarification will be sought regarding Council's service expectations. Under staffing has been a problem this summer but it is expected that the arena/labourer position will be filled in the near future. Considerable discussion occurred regarding the possibility of establishing a policy providing criteria and guidelines for the formation of new sport associations. It was the Committee's opinion that this function was not within their mandate. 8 8 8 -3- c) Tentative 94/95 Ice Schedule: The Parks and Recreation Manager briefly presented the tentative 94/95 Ice Schedule. It was pointed out that there could be a couple of problem areas where an adjustment in time has occurred resulting in several user groups being assigned ice one hour later than last years schedule. The Friday night public skate was to be eliminated in the 94/95 schedule but as the Committee discussed the importance of this use, the Parks and Recreation Manager will review and make adjustments to the schedule to accommodate its continuation. User groups will be requested to submit paYment upfront in two paYments for the 94/95 season. d) O.M.R.A. Conference Committee Update: A package was distributed to the Committee members in order to allow members to review the flyers and other information that has or will be mailed to pa~ticipants and/or exhibitors. 7. Committee Chairman's Report: a) Alcohol Risk Management Policy: The correspondance received from David White with regard to his review of the Alcohol Risk Management Policy was distributed for Committee members. 8. other Business: a) O.M.R.A. Conference: Committee members are requested to advise Deborah Broderick whether they will be attending the conference in order that registration for accommodation and/or workshops may be completed. 8 8 8 -4- b) Recreation Programming: The Committee was advised that the Parks and Recreation Manager has been directed to no longer be involved in operating programs. Discussion occurred with regard to the advantages of the programs promoted in the past and the role of the Manager in the future. The Parks and Recreation Manager will seek clarification at a future Council/Committee meeting with further discussion to take place at this Committee after this meeting with Council. c) Mileage: Committee members are requested to advise Lynda Aiken of their individual round trip mileage to Committee meetings in order that they may be reimbursed based on the policy of the municipality. 9. This request is being made on behalf of Panache Promotions whose principals include the owners of the Yukatan Party Can and Tantrums both located in Orillia. It would be our intent to promote a Rock Concert featuring IISteppenwolfll one of Canada' 8 premier rock groups from the sixties. Panache has promoted similar events at both the Orillia Community Arena and recently an IIApril Wine" concert at Tudhope Park in Orillla. These events were highly f:luccessful and we will be pleased to offer references at the conclusion of this letter. In addition to the normal responsibilities in hosting events of this type we exercise extreme care in the areas of security and of L. L. B. O. re9ulations. Included in our package to the venue administration we will provide all details of our security plan in addi tion to the normal insurance requirements. I question why the Township requires a list of bartenders and servers and why the Township wishes to monitor the bartenders. I feel that the Township is assuming responsibility and possibly some risk by undertaking this task.
