MINUTES OF THE ORO-MEDONTE RECREATION ADVISORY COMMITTEE MEETING HELD THURSDAY, September 1, 1994 AT 7:15 P.M., COMMITTEE ROOM Present: Meryl Drake, Barbara Swanson, Deputy Reeve Norm Dalziel, Dave Knox, Nancy Stoddart, Mayor Robert Drury, Councillor Alastair Crawford staff Present: Deborah Broderick, Lynda Aiken Also Present: Absent: Daphne Mainprize, Paul Patchell Meryl Drake assumed the chair @ 7:15 p.m. 1. Minutes of the August 4, 1994 Meeting Moved by Nancy Stoddart, Seconded by Barbara Swanson That we adopt the minutes of the meeting of August 4, 1994 as printed and circulated. Carried. 2. Disclosure of pecuniary Interest and the General Nature Thereof - In Accordance with The Act None declared. 3. Disposition of the August 4, 1994 Recommendations to Council: No recommendations 8 . . . 8 . 4. 5. 6. -2- Deputations: None Correspondence: None Parks & Recreation Manager Monthly Report: a) 7. Recreation Programming: The discussion of programming and facility management was addressed by Norm Dalziel with regard to his concerns of a proper balance and budget considerations as well as indicating that it was felt that staff input and a policy with regard to the formation of new organizations is of considerable importance. Discussion occurred with regard to a procedure and the practicality of running programs as well as discussion on some past programs. The Parks and Recreation Manager will discuss this matter with Committee of the Whole and bring the item back to the Committee. Mayor Drury suggested the possibility of a market study in order to ascertain the needs of the community with other members of the Committee expressing the opinion that flyers and brochures were important in order to keep the public informed as to what programs are available thus making these programs cost effective. b) Revised Alcohol Risk Management Policy: Moved by Dave Knox, Seconded by Alastair Crawford It is recommended to Council that the Alcohol Risk Management Policy be adopted as amended by deleting section 3.1.2 as per David White's recommendation. Carried. Committee Chairman's Report: a) steppenwolf Concert: It has been indicated to the Parks and Recreation Manager the this concert broke even. 8 . . . 8 . 8. -3- other Business: a) O.M.R.A. Conference: Two flyers have been sent to potential registrants producing a few early registrations. The key note speaker for Friday has been confirmed as well as the Saturday workshops and further the budget remains in line. Council members will be provided with brochures in the event that they may wish to attend. Mayor Drury will welcome the delegates on Friday night. Moved by Norm Dalziel, Seconded by Alastair Crawford It is recommended to Council that Dave Knox, Nancy Stoddart, Meryl Drake, Anne Brousseau, and Deborah Broderick be authorized to attend the O.M.R.A. Conference at a cost of $71.80 per person for accommodation through the use of the Horseshoe supplier Credit certificate. Carried. Moved by Bob Drury, Seconded by Dave Knox It is recommended to Council that Dave Knox, Nancy Stoddart, Meryl Drake, Deborah Broderick, Alastair Crawford, Deborah Stringer and cecil Phillips be authorized to attend the O.M.R.A. Conference at a cost of $40.00 per person for registration. Carried. All those wishing to attend workshops are to advise Anne Brousseau. b) The Day Camp Report written by Pauline Henderson and previously provided to Council was made available to the Committee for their perusal. c) The Medonte Playgrounds are currently being updated with regard to safety concerns. d) The ice will be in the Arena September 8 with skating available September 9th. A new full time labourer will be starting in September and a part time position will then be required to be filled. e) Queen Street residents advised to provide the Committee wi th their plans regarding the expendi ture of funds raised for the community park area. f) Tim McHardy identified as the individual in charge of Minor Hockey for the 94/95 season. 8 . . . 8 . -4- g) The standardization of maintenance and upkeep for the various park facilities was thought to be beneficial. Discussion occurred with regard to the time and expense involved with maintaining all the municipal facilities. Suggested by Deputy Reeve Dalziel that someone sit down with the Craigs to work out a written agreement for the use of the Craighurst Park as well as sending a thank you on a yearly basis for the use of this property. Moved by Norm Dalziel, Seconded by Alastair Crawford It is recommended to Council that Norm Dalziel be authorized to discuss on behalf of the Recreation Committee with Max Craig the use of the craighurst Park for recreational purposes. Carried. h) A Harbourwood Residents Group is proposing a fund raising dance at the Arena and are requesting a reduction in the rental of the Banquet Hall as it is strictly a fund raising event. Moved by Norm Dalziel, Seconded by Nancy Stoddart It is recommended to Council that the Parks and Recreation Manager be authorized to reduce the rental rate by $107.00 and being half for the use of the Banquet Hall to be used by Harbourwood residents for a fund raising dance. Defeated. Some discussion occurred with regard to the other options available to this group and how there objective could be achieved. The Parks and Recreation Manager indicated that Minor Hockey has also asked for a maintained outdoor ice surface. 9. Adjournment.
