FITNESS, RECREA TION, AD VENTURE A PROPOSAL FOR CONTRACT RECREATION PROGRAMS Prepared for: The Town of Oro-Medonte Date: November 3, 1994 . . . SA CKGROUND AND PURPOSE Recreation Program services in the Town of Oro-Medonte have been driven by the Recreation Department or by the community and the hard work of volunteers. With the amalgamation of Oro and Medonte and because of the projected growth in this Town over the next ten years, an increase in recreation opportunities is desirable. Economic development literature repeatedly stresses the attraction of local quality of life in the decision to move a firm to a new location. Community leisure services are primary considerations in such a move. The same principle applies to personal or family relocations, When weighed against other priorities for dollars however, recreation may not be a priority. Contract recreation service seems to be the way of the future. Quality recreation programs can be provided for a reasonable cost to the user in a convenient location with no additional cost to the municipality. The quality of the recreation service depends on the education, experience, and professionalism provided by the contracted company, In order to be successful, the municipality and contractor must work in partnership to give recognition to the municipality and credibility to the program. This proposal outlines the process for development and delivery of contract Recreation Programs in Oro-Medonte. . . . PROJECT OBJECTIVES 1. To provide a full spectrum of recreation programs to the residents of Oro- Medonte, 2. To continually assess the changing needs for recreation program services and to evaluate and revise the existing programs. PROCESS Initial Recreation Programs will be scheduled based on the success of programs run previously, knowledge of popular programs, and in response to requests that have been received by the Recreation Department. The usual format for program development will be continuous needs assessment by evaluation of every program, questionnaires, and recording public requests. This process will begin in the Christmas Workshop Series. Minimum participation numbers will be established for each program and instructor/student ratios will be established. Programs will be operated at numerous locations in Oro-Medonte and we will endeavour to provide the desired services within a reasonable driving distance for all residents, Programs will be recreational or introductory in nature. Where appropriate, students may be provided with information about specialized clubs in the sport or activity that they are interested in. The programs of a recreation department should act as a feeder system rather and compliment the activities of non-profit organizations rather than to compete with them. "PARTNERSHIP" It is proposed that this be set up as a co-ordinated effort or an informal "partnership". The success of the program depends on professionalism, customer service, quality, and the relationship with the municipality. FEES, CHARGES, AND REVENUE It is proposed that this program be operated at no charge to the municipality. The operator would have access to available facilities at minimal or no cost and the municipality would apply for use of the appropriate school space. . . . PROMO TION Promotion through the Christmas Workshop series should be through: A flyer to the schools Articles in the school newsletters Posters in recreation facilities and community halls Posters in local stores, churches, etc. Direct liaison with community groups PROJECT TIMING TASK DA TES Develop and implement a registration format November 1 0 Promote Christmas and Pre-season Programs November 1 0 Christmas Workshops November 25 - December 20 Winter Sport Clinics November 25 - December 15 Promote Winter Programs December 5 Registration for Winter Programs January 7 Winter Programs Begin January 14 Registration for Spring Programs March 4 SUMMARY That the Recreation Committee approve the initiation of Christmas Workshops for 1994 and that the details of the contract programming strategy be negotiated with the Recreation Department and brought to the next Recreation Advisory Committee meeting, Respectfully submitted, Martha Wood . . . Our Fitness Ontario Certified Instructor will Lead you through a pre-ski program and teach you the basics that you need to personalize your own program. This program discusses cross country, downhill, and snowboarding. Children 6 - 11, Teen 12 - 16, and Adult 17 and up.
