MINUTES OF THE FOURTH MEETING OF THE ORO-MEOONTE PLANNING ADVISORY
COMMITTEE
MEETING HELD THURSDAY JUNE 9. 1994. @ 7: 00 P. M. - COMMITTEE ROOM

I. Councillor Alastair Crawford called the meeting to order at 7:00
p.m.
2. "DISCLOSURE OF PECUNIARY INTEREST .AND THE GENERAL NATURE
THEREOF - IN ACCORDANCE WITH THE ACT"

Councillor Alastair Crawford and Reeve David Caldwell declared a
pecuniary interest with the second delegation BAFMA, Part Lot 21,
Concession 8 (former Township of Oro). The nature being the
above members are involved in a law suit with the owners of the
property. Councillor Crawford vacated the chair to Deputy Mayor
Beard and left the room along with Reeve Caldwell and did not
participate in the discussion or resolution on the matter.

Moved by Councillor Len Mortson, and
Seconded by Councillor Norm Dalziel
THAT the minutes of the meeting of the Township of Oro-Medonte
Planning Advisory Committee held April 14, 1994, be adopted as
circulated.
Carried.
4. CORRESPONDENCE.AND COMMUNICATIONS:

5. DELEGATIONS
(a) 7:00 p.m. P-20/94 Bachly Developments
Part Lot 15 Concession 8 (Former Township of
Medonte) .
Mr. Dave Bachly and Mr. Bob Hodgeson, Engineer appeared before
the Planning Advisory Committee to review the application for an
Zoning By-law Amendment to rezone from the Rural Exception (RUl)
Zone to the Residential (Rl) Zone. The purpose of the amendment
is to allow for a 69 lot residential plan of subdivision and
various open space blocks, Blocks C to F are proposed for future
residential lots.

There was general discussion by the Planning Advisory Committee
members regarding the proposed development as far as drainage,
entrances onto the County Road, water supply, and the proposed
fire hall.
(b) 7:15 p.m.
P-21/94
Bafma
Part of Lot 21, Concession 8 (former
Township of Oro).
At this time Councillor Crawford and Reeve Caldwell left the room
due to their previously declared pecuniary interest, Mayor Drury
was absent.
Mr. Don Haney appeared before the Planning Advisory Committee to
review the application for a Zoning By-law Amendment to allow for
the use of this property for the Barrie Highland Games. Mr.
Haney explained the layout of the property and where events would
take place, security plans, water, washroom facilities and plans
for parking.
There was some discussion by the Planning Advisory Committee
members on the need for a quick resolution to allow plans to
begin for next years Highland Games.

Indian Park Association
Concession 6, Plans M8, M9, M30, M31
(former Township of Oro)
Mr. Lorne VanSinclair and Vi Ready appeared before the Planning
Advisory Committee to review the application for an Official Plan
Amendment to redesignate the lands from the Resort Area
designation to allow for year round use of the properties. The
proposed Zoning By-law Amendment would rezone certain properties
within the subdivision from the Resort Residential (RR) Zone to
the General Residential (RG) Zone.
There was some discussion by the Planning Advisory Committee
members regarding the legal ramifications of such an action by
the resident's association, possible problems with the Health
Unit regarding irregularly shaped lots and septic systems on
Common Lot areas.
(d) 8:00 p.m.
Timbersmith,
Part Lot 40, Concession 1 (former
Township of Vespra)
Cliff Walker appeared before the Planning Advisory Committee to
review the application for an Official Plan and Zoning By-law
Amendment to allow for the use of the property for a log
construction yard, sawmill, inventory building, sales and display
area, office picnic area and residence for the foreman. Mr.
Walker showed slides of the site, explaining entrance locations,

as some fears had been expressed by the Ministry of Transport
regarding entrances close to the turning ramps for the 400
highway, he also showed the EP area and how that would be left in
a natural state.
There was some discussion by the Planning Advisory Committee
members regarding the Site Plan Agreement which would have to be
entered into and possible noise and vibration studies for CP
Rail.

P-17/90
Mascioli
Part Lot A, Concession 2 (former
Township of Oro)
Larry Dekkema appeared before the Planning Advisory Committee to
review the application for a proposed Official Plan Amendment to
redesignate South Lot A Concession 2, from the Agricultural
designation to the Commercial designation and to rezone the
property from the Agricultural (A) Zone to the General Commercial
(Cl) Zone to allow Mr. Mascioli to rent the garage out for
commercial uses.
There was some discussion by the Planning Advisory Committee
members regarding the use of the building, flood lines on one
side of the lot.
6.
OTHER BUSINESS
Standard Subdivision Agreement was discussed and it was decided
it would be brought forward again to a future Committee of the
Whole meeting.
7. RECOmmNDATI ONS
Moved by Reeve David Caldwell, and
Seconded by Councillor Leonard Mortson
It is recommended to Council that Development Application P-20/94
Bachly Developments Part of Lot IS, Concession 8 (former Township of
Medonte) proceed to a public meeting with the following zoning;
a) zone lots I to 53 RI-9 to permit a minimum lot size of 1860 sq.m.
b) zone blocks A & B OS2 (Private Open Space)
c) zone blocks C to G Rl(H) (Residential 2 Hold).
Carried.
At this time Councillor Crawford and Reeve Caldwell again left the
room due to their previously declared pecuniary interest.

It is recommended that application P-21/94 (BAFMA) proceed to a public
meeting for a zoning amendment to permit a maximum 4 day Highland
games event in any 12 month period in the south portion of the
property extending north a maximum of 308 metres.
Carried.
Moved by Councillor Joanne Crokam, and
Seconded by Councillor Murray Martin
It is recommended to Council that the development application P-22/94
Indian Park Association, Plans M8, M9, M30 and M31, Concession 6 (Oro)
proceed to a public meeting the Health Unit comment on all the lots
subject to the rezoning - and Council conduct the public meeting such
that the seasonal component of the policies of the OP of the Resort
Area are deleted from the plan.

It is recommended to Council that Development Application P-23/94
Timbersmith Log Construction Limited, Part Lot 40, Concession 1
(former Township of Vespra) proceed to a public meeting.

It is recommended to Council that the Development Application P-17/90
Antonio Mascioli Part Lot A, Concession 2 proceed to a public meeting.
