09 08 1994 PAC Minutes e e e MINUTES OF THE FIFTH MEETING OF THE ORO-MEOONTE PLANNING ADVISORY COMMITTEE MEETING HELD THURSDAY. SEPTEMBER 8. 1994 @ 7:00 P.M. - COMMITTEE ROOM Present: Councillor Alastair Crawford, Deputy Reeve Norm Dalziel, Councillor Len Mortson, Councillor Walter Dickie, Reeve David Caldwell, Mayor Robert Drury, Councillor Don Bell Absent: Councillor Joanne Crokam, Deputy Mayor Ian Beard, Councillor Murray Martin Staff Present: Ms. Kris Menzies, Mrs. Meryl Drake 1. Councillor Don Bell called the meeting to order at 7:05 p.m. 2. "DISCLOSURE OF PECUNIARY INTEREST .AND THE GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT" Councillor Alastair Crawford, Reeve David Caldwell and Mayor Robert Drury declared a pecuniary interest with the second delegation BAFMA, Part Lot 21, Concession 8 (former Township of Oro). The nature being the above members are involved in a law suit with the owners of the property. Councillor Crawford, Reeve Caldwell and Mayor Drury left the room and did not participate in the discussion or resolution on the matter. 3. MINUTES: Moved by Mayor Robert Drury, and Seconded by Reeve David Calwell THAT the minutes of the meeting of the Township of Oro-Medonte Planning Advisory Committee held June 9, 1994, be adopted as circulated. Carried. 4 . CORRESPONDENCE.AND COMMUNICATIONS: None e e e -2- 5. DELEGATIONS: (a) 7:00 p.m. P24/94 Sanderson Lot 13, Concession 3 (Former Township of Oro) Mr. and Mrs. Sanderson appeared before the Planning Advisory Committee to review the application for a temporary use By-law to permit the erection of an accessory building which would house two horses for a maximum of 3 years with one extension of a maximum of 3 years. This is being requested to help the family cope with allergies suffered by a teenage daughter, special arrangements have been made to ensure that manure is removed from the property weekly. There was general discussion by the Planning Advisory Committee members regarding the proposed development as far as neighbours being affected, appearance of the property and pollution in the stream. (b) 7:30 p.m. P26/94 BAFMA Part of Lot 21 and Part of Lot 22, Concession 8 (former Township of Oro) Mr. Don Haney appeared before the Planning Advisory Committee to review the application for a zoning By-law Amendment which is a request for an amendment to the Agricultural Exception (A-2) Zone to allow for additional uses to be permitted on the subject lands. He explained the types of uses he is proposing and the facilities which will be used on the site. There was some discussion by the Planning Advisory Committee regarding the settlement of the lawsuit and how that would affect this proposal also the original intent of the OMB decision regarding the uses on the property. 6 . OTHER BUSINESS There was some discussion of the Open Meeting for Bill 163, the new Planning Act portion and the role of the OMB. 7. RECOMMENDATIONS Moved by Councillor Alastair Crawford, and Seconded by Reeve David Caldwell It is recommended to Council that Development Application P24/94 Sanderson, Lot 13, Concession 3 proceed to a Public Meeting. Carried. e e e -3- Moved by Councillor Walter Dickie, and Seconded by Councillor Len Mortson It is recommended to Council that Development Application P26/94 BAFMA Lot 21 and Part of Lot 22, Concession 8 (former Township of Oro) proceed to a Public Meeting and further the Township Solicitor be directed to confirm the area in the policy where the uses are permitted. Carried. 8 . ADJOURNMENT: Moved by Deputy Reeve Dalziel, and Seconded by Mayor Robert Drury That the meeting now be adjourned @ 9:20 p.m. Carried. Councillor Don Bell Chairman
