( g) (h) I (i) (j) (k) (1) COUNCIL CHAMBERS - MARCH 19, 1986 SEVENTH MEETING 1985-88 COUNCIL Oro Council met this evening pursuant to adjournment at 7:00 p.m. with the following members present: Robert E. Drury Thelma Halfacre David Burton David Caldwell Robert Swerdon Reeve Drury chaired the meeting. Also present were Grace and Jack pearcey, Allan and Chris Wrigley, Donald Marritt, Michael McMurter, Darcy and Jean Sargeants, Bill and Tracey Councillor R. Swerdon opened the meeting with a prayer. Disclosure and Declaration of Conflict of Interest - None was declared Reeve Deputy Reeve Councillors: Deputations 7:30 p.m. No one was present to ccmnent on the applications for tax write-offs under Section 496 of the Municipal Act. 7:35 p.m. Allan Wrigley spoke on behalf of the ratepayers present who expressed a concern over how soon the work would be done on the Lakeshore Road between the 12th and 13th Concessions. Reeve Drury explained the work to be done in 1986. The Reeve also explained other items to be done in conjunction with road repairs in 1986. Ratepayers raised the following issues: - Ice fisherman are parking on both sides of Lakeshore Road. - The completion of Lakeshore Road to Robinson Street Reports of Municipal Officers (a) The Administrator presented his report on information that could be included in a Township Newsletter. I I I I - 2 - Motion No. 1 Moved by Burton, seconded by Halfacre That the minutes of the regular meeting held on March 5, 1986 and the Special Meetings held on Tuesday, March 11, 1986 and Wednesday, March 12, 1986 be confirmed as presented and circulated. Carried. Motion No. 2 Moved by Caldwell, seconded by SWerdon That the accounts as presented for the period ending March 19, 1986 in the amount of $132,829.54 plus payroll for the period ending March 13, 1986 in the amount of $17,676.21 in accordance with the computer print- out presented to Council be approved for payment. Carried. Motion No. 3 Moved by Halfacre, seconded by Burton That the Road Expenditures for the period ending March 19, 1986 be ac- cepted as presented and further that the Treasurer be authorized to issue cheques in the amount of $12,704.16. Carried. Motion No. 4 Moved by SWerdon seconded by Caldwell That the following applications under Section 496 of the Municipal Act as presented to Council and recarmended by the Assessors of Simcoe County Assessment Office (Region 16) for assessment reduction be ac- cepted and the appropriate tax adjustment be applied. Motion No. 5 Moved by Burton, seconded by Halfacre That the report of the Administrator-Clerk with regards to information that could be included in a Township Newsletter be received and further that a newsletter be prepared and sent to all ratepayers prior to June 15, 1986 and no such newsletter shall be sent to the ratepayers six months prior to a Municipal Election. Motion No. 6 Moved by Caldwell, seconded by Burton ~ II I I That following the presentation of John Liss, Chairman of the Ori1lia Public Library Board on March 5th, 1986 on the formula used to arrive at the 1986 Township of Oro Contract for Services, the Council of the Corporation of the Township of Oro hereby agrees to the sum of $15,760.11 to be paid quarterly. And further that the Orillia Library Board agrees to accept a Township of Oro appointee to the Board with full voting privileges. Recorded vote requested by Councillor SWerdon. Onyschuk with regards to Cedarbrook Estates in an attempt to resolve the issues by advising Mr. Onyschuk of all the outstanding charges still owing to the Township and further that the Township is prepared to credit Cedarbrook Estates for the period of time the municipality held $30,000.00 in its bank account in lieu of the developer's letter of credit in the amount of $32l. 78 (7~% for 54 days). That By-law No. 86-20 be considered read a third time finally passed, engrossed by the Clerk, signed and sealed by the Reeve. Carried.
