06 03 1986 Sp Council Min 9:30 'I'HE CORPORATION OF THE 'I'CWNSHIP OF ORO SPECIAL MEETING TUESDAY, JUNE 3, 1986 - 9:30 P.M. IN COUNCIL CHAMBERS All members of Council were present: Reeve Robert E. Drury Deputy Reeve Thelma Halfacre Councillor David Burton Councillor David Caldwell Councillor Robert SWerdon Reeve Robert E. Drury chaired the meeting. Also present were: Ron Watkin, Ainley & Associates; Holly Spacek, Township Planner; Brian Money; Frank Hanney; Bruce Hicks; Don Hanney; W. D. Beckett; Don Hubbert; E. W. Money; Robert Rei ve; C. T. Whillans. Representatives of the Barrie Automotive Flea Market met with Council to discuss the proposed Temporary Use By-law and other related issues as follows: Site Plan Agreement June 5 - June 8, 1986 Flea Market other items outlined in OP #25 with respect to temporary uses steps taken to alleviate objectors concerns Motion No. 1 Moved by Burton, seconded by SWerdon Be it resolved that Council in accordance with the Official Plan and after the holding of the required public meeting in which those in attendance were provided an opportunity to make their views known to Council is satisfied that: (a) the proposed temporary use, that being an automotive flea market, is temporary and no pennanent structure or buildings will be erected; (b) the proposed use of these lands for an automotive flea market is compatible with the use of the surrounding lands in that the lands to the south are consistently used throughout the sumner months as a speedway and to the north Highway 11 and corrmercial uses exist; (c) the size of the parcel of land is adequate for the automotive flea market; (d)- the services (water, sewage disposal) are sufficient to service this temporary use. Water and sewage disposal under the authority of the Health Unit and Ministry of the Environment have been adequate on previous occasions when this event was held and Council feels they will be adequate for this event; _I I I (e) items such as noise, vibrations, fumes, smoke, dust and odours have been considered. Campground rules prohibit open fires and excessive noise or rowdyism is not tolerated. Unregistered persons must vacate the grounds after 10:30 p.m. The flea market also employs off duty policemen as security officers; (f) the traffic entering the site for the most part will be restricted to the northerly end of the concession road adjacent to Highway 11. All advertisements of the Flea Market indicated by Kep Maps traffic routes to the event are via Highway 11.
