SPECIAL MEErING
MOODAY, JULY 21, 1986 - 7:00 P.M., COUNCIL CHAMBERS
The following members of Council were present:
Reeve Robert E. Drury
Deputy Reeve Thelma Halfacre
Councillor David Burton
Councillor David Caldwell
Councillor Robert Swerdon
Reeve Robert E. Drury chaired the meeting.
Also present were: Holly Spacek, Ron Watkin, John Lynch, Howard
Campbell, Peter Simpson, Gordon Wagar
Reeve Drury opened the meeting by explaining to those present that
this is a Special meeting held under Sections 17 ( 2 ) and 21 of the
Planning Act, 1983. The purpose of the meeting is to present to the
public, a proposed Official Plan Amendment. The Reeve then stated
all persons present would be afforded the opportunity of making carments
in respect to the proposed amendment. He also noted that proper notice
had been given by the Clerk through the Barrie and Orillia newspaper.
The Reeve then turned the meeting over to Ron Watkin of Ainley and
Associates who explained the purpose of the proposed Official Plan
Amendment.
The purpose of the Official Plan Amendment No. 26 is to update the
Official Plan with respect to the Planning Act, 1983, revise where
necessary, revise and clarify the agricultural and rural policy
and also to revise and update schedules.
Amendment 26 is intended to take into account:
(a) Textual Changes - throughout the text this amendment deletes
words and changes statute references which no
longer apply.
(b) Public Participation - established public participation policy
in order to reduce the current time frame and
to inform the public of their rights and the
procedure to be followed.
(c) Planning Application Fees - it establishes a section which reflects
the fact that a by-law may be enacted setting out
a fee schedule.
(d) Site Plan Control - it establishes policy whereby site plan control
can be irrposed as future development.

(e) Agricultural Rural Policy - it clarifies the agricultural and rural
policy of the plan and revises other sections
which have similar policy for consistency
(i.e. development adjacent to slopes).
(f) Municipal Water Systems - permits the Township to determine whether
development should proceed on wells or cornnunal
water.
(g) Official Plan Schedules - revises the Official Plan Schedules as
described.
Generally these revisions are housekeeping or for clarification and
thus do not have a major affect on the Township residents. With
regard to the Agricultural and Rural policy these have been Provincially
approved and the revisions are solely for clarification.
