( d) 11:15 a.m. Road Superintendent, Fred Haughton spoke to Council with regards to his 1986 Budget. Note: Councillor Burton questioned the Road Superintendent of The Blocking of the Promenade Plan 626. ( e) 1:45 p.m. David S. Motion No.4 Moved by Halfacre, seconded by Caldwell It is recœmended that the CorPOration of the Township of Oro advise Mike Breaugh, M.P.P., Oshawa that the Township of Oro does not support Bill 16, An Act to Amend the Municipal Act in its present form and further, that this Bill should not be passed without the final report that is being prepared by the Ministry of Municipal Affairs being circulated to all Municipalities in the Province of Ontario and further, that the Administrator/Clerk forward a copy of this resolution to the Premier and the Minister of Municipal Affairs. Questions (a) Councillor Burton raised the follewing points concerning the Scott Subdivision Agreement: 1) Street Lights 2) OVerhead vs underground wiring. (b) The Carrnittee discussed the issue of The Guthrie Hall and whether or not the recœrnendations of I.E.R. should be follCM'ed to tear down the Hall. The Reeve suggested further information should be obtained and a Public Meeting should be considered. ( c) Councillor SWerdon raised the extension to the Hastings Subdivision and the possibility of the Administrator requesting an extension until after the Planning Advisory Cornnittee Meeting to be held November 27, 1986. (d) Councillor Burton reported on a Meeting held by the Jarratt Hall Board held on November 19, 1986, and reported the Hall Board would like to meet with Council in the near future. (e) The Administrator was instructed to invite The Jarratt Hall Board and Hawkestone Hall Board to the next Council Meeting. Motion No.1 Moved by Burton, seconded by Swerdon It is recœmended that the letter frail R.W. Powell, Solicitor with regards to a Proposed Lease to use the Township of Oro' s land located on Part of Lot 10, Concession 6 be referred to the Township's Insurance Company and Solicitor for report back to Council. Carried. Motion No.2 It is recœmended that the Administrator/Clerk and Treasurer be allowed to attend the Clerk, Treasurer's Meeting to be held on December 10, 1986 at Mara Township's Offices. Carried. - 4 - Motion No.9 Moved by Burton, seconded by Swerdon It is recœmended that the resolution concerning the preparation of a By-law to prohibit the discharge of firearms be tabled. Motion No. 10 Moved by Halfacre, seconded by Burton It is recœmended that WHEREAS Oro Township Council is cornnitted to the safety and protection of its' residents, and WHEREAS there have been reoccurring canplaints of the discharging of firearms in built-up areas, I hereby move that this Council pass a By-law to prohibit the discharge of firearms by zoning designation thereby excepting agricultural lands. Small, Administrator/ Clerk with regards to By-law re: the discharge of firearms be received. Carried. Motion No. 12 Moved by Caldwell, seconded by Halfacre It is recœmended that Cornnittee of the Whole accept the Road Superintendent's report concerning his over expenditure of his 1986 Budget. Carried. Motion No. 13 Moved by Caldwell, seconded by Halfacre It is recœmended that the report of Fire Chief, Paul Eenhoorn for the month of October be received. Carried. Motion No. 14 Moved by Caldwell, seconded by Halfacre It is recœmended that the Township of Oro continue to contribute the Township's portion of the Benefit Plan for Darlene Shoebridge during her pregnancy leave and that if she for any reason, does not return back to work, she will be requested to reimburse the Municipality it's portion of the Benefit Plan. And further, that upon return frail her pregnancy leave, she continue in her present position of Deputy-Clerk and Administrative Secretary. Carried. Clarkson appear before a future Committee of the Whole Meeting to discuss his letter concerning street lights on parkside Drive. Carried. - 5 - Motion No. 16 Moved by Swerdon, seconded by Burton It is recœmended that the Administrator/Clerk correspond with the Ontario Humane Society and request the actual wording that has been forwarded to the Ministry of Agriculture and Food concerning an amendment to the Livestock Protection Act. Carried.
