regards to the Barrie Autcmotive Flea Market Site Plan and
Agreement for Part Lot 21 & 22, Concession 8; the Ontario
Municipal Board Decision dated September 23,1986; and the
Official Plan Amendment Number 22, and it's associated
By-law No. 86-50.
Mr. Watkin and Ms. Spacek also discussed the Fourth Draft
Addendum to the Windfield Country Estates Subdivision

( a)
The Administrator/Clerk was asked to send a copy of the Letter from Mr. &
Mrs. Fred Spollstra to the Edgar Carmunity Centre.
(b)
Councillor Robert Swerdon requested that the Administrator/Clerk ask the
Township's Insurance Canpany what protection in the form of Coverage
Councillor Members would have at Social Events.
( c)
The Administrator/Clerk was requested to include the County of Simcoe's
Policy with regards to congratulatory messages from the County in the Spring
TCMnship of Oro Newsletter.

It is recommended that the following Policy be adopted by the Corporation of the
TCMnship of Oro:
"That Municipal Elected Officials while holding Office shall not be permitted to
operate any Municipal Equipment or participate in any Municipal Work that can be
or is being performed by Municipal Employees; in that if such Equipment Operation
or Work performed would jeopardize the Township's Insurance Policy, and/or
potentially place any Municipal Official in violation of any Municipal, Federal
or Provincial Statute"; and further, no Member of the Public, unless authorized
by the TCMnship Administrator/Clerk be permitted to violate the above Policy.

the Fire Department's Five Year Capital Forecast be received. Carried.

It is recommended that Fred Haughton, Roads Superintendent be allCMed to attend
the C.S. Anderson Road School to be held at the University of Guelph frcm
Sunday, May 3 - ~vednesday, May 6, 1987 at a cost not to exceed $350.00, plus
the usual associated expenses.

It is recommended that Committee of the Whole request a Public Meeting as soon
possible so that the Guthrie Hall Demolition be delayed, so that one final
opportunity be given to interested Citizens to take over control of that Hall,
and make necessary upgrading changes to meet Township requirements at the
concerned Citizens expense.

Associates Limited, and at the Groups expense their Engineer, if they wish.

and Ontario Municipal Board Decision dated September 23, 1986; and Official Plan
Amendment Number 22 and By-law No. 86-50 be received, and further, the
recommendations outlined in the above noted correspondence be adopted. Carried.

It is recommended that Committee of the Whole accept Draft #4 of Addendum No.2
to the Subdivision Agreement; Windfield Country Estates, Township of Oro, with
the consideration that the suggested cost of Roadway Construction be approved by
the Township Engineer and that the suggest maintenance cost of the Roadway also
be approved by the Township Engineer and that the 25 annual payrœnts for such
incorporate an inflationary increase into their formula and that all costs
incurred by the Township for the past Addendum's be paid by Windfield Country
Estates at subject to the Township Treasurer approving the inflationary cost
of the maintenance and this Agreement should be signed within 60 days.

It is recommended that Dwight Taylor, Arena Manager, Parks Superintendent be
allCMed to attend the Ontario Arenas Association Staff Training and Management
Development Program to be held April 26 - May l, 1987 inclusive, and further,
he be permitted to take the Course titled "The Manager as a Decision Maker" ,
at a cost not to exceed $155.00, plus the usual associated expenses.

It is recommended that the Township Treasurer, not issue a cheque in the amount
of $100.00 to Jackie Duffie for Office Supplies until actual invoices of
purchase is submitted to the Township, and further, that the Treasurer is to
advise the Hawkestone Police Village Trustees of Council's decision. Carried.

the City of Orillia that the Township of Oro is no longer interested in
participating in the Joint Orillia Industrial Park Site Selection Committee.

accepted provided that the Municipality can purchase the necessary Lands from
the Ministry of Government Services. Carried.
