The following Members of Council were present: Reeve Robert E. New Business ( a) The Administrator/Clerk took direction to acknowledge the letter frcm the Oro Marigold Senior Citizens Club and further he is to advise the Club that Council would be willing to consider a request for a grant in 1988, providing their request was submitted prior to the end of 1987. (b) The Administrator/Clerk took direction to check with the Road Superintendent concerning a culvert located on the lOth Concession between the Ridge Road and the Lake. Carmittee of the Whole Meeting was recessed at 12:10 p.m. for lunch. The Carmittee of the Whole reconvened at 1:15 p.m. to continue with their Agenda. Councillor Burton arrived at the meeting at 1:20 p.m. Committee of the Whole Meeting was adjourned at 2:35 p.m. in order to hold a Special Council Meeting. The Carmittee of the Whole Meeting reconvened at 3:21 p.m. in order to continue with the Agenda. - 3 - Motion No. 1 Moved by Halfacre, seconded by Caldwell It is recommended that the Financial Statements for the year 1986 presented by Brent Duffy of Greer, Fleming, & Rolland be received. Carried. Motion No.2 Moved by Halfacre, seconded by Swerdon It is recommended that the tender fran N. Morley Campbell for the wood lot located on Lot 36, Concession 1 be received and accepted in the amount of $1,800.00. Carried. Motion No.3 Moved by SWerdon, seconded by Caldwell It is recommended that the Treasurer and Administrator/Clerk be permitted to attend the Spring Meeting of the Association of Municipal Clerks and Treasurers to be held Thursday, May 7, 1987. Carried. Motion No.4 Moved by Halfacre, seconded by Caldwell It is recommended that the correspondence frcm ICG Utilities with regards to a gas line frcm Horseshoe Valley to Prices Corners be referred to the Road Superintendent for a report back to Council and further we recommend that if ICG Utili ties proceeds to construct a pipeline that it be constructed on the Oro side of County Road No. 22. Motion No.5 Moved by Caldwell, seconded by Halfacre It is recommended that the correspondence frcm Russell Chew be referred to the Water Works Superintendent Jim Shellswell for a report back to Council. Carried. Motion No.6 Moved by Halfacre, seconded by Swerdon It is recommended that correspondence frcm James R. Langman concerning the two year maintenance period for a road named Petherwin Place on Plan M-205 be received and referred to the Road Superintendent for a report back to Council. Carried. Motion No.7 Moved by Caldwell, seconded by Halfacre It is recommended that correspondence frcm Paul Kitchen concerning the naming of streets for Lakewood Subdivision be received and further, that the road running frcm the 13th Concession and ending in a cul-de-sac is to be called Lakewood Court; the road running frcm Lakewood Court north to the 20/21st Side Road be named f'orestwood L.ane. Carried. Motion No.8 Moved by SWerden, seconded by Caldwell It is recommended that the request fran Mr. E. Gray, Principal, Guthrie Public School, concerning waiving of the $146.00 rental fee for the Guthrie Arena to be used for a graduation dinner on June 18th be waived providing that Township Community Groups be permitted use of the school gymnasium at no cost when not in use by the schcx:>l. Motion No. 12 Moved by Burton, seconded by Swerdon It is recommended that the correspondence frcm the Village of Creernore concerning the Simcoe County Mixed Three-Pitch Softball Tournament and dance to be held August 13, 1987 be received and further Councillor Burton organize a team. Carried. Motion No. 13 Moved by Cladwell, seconded by Halfacre It is recommended that letter frcm the Hawkestone Police Village Trustees concerning the care, control and management of the Hawkestone Hall be received and further that the disposition of their request not be made until the Solicitor has responded to the Township's inquiry with regards to the Ministry of Municipal Affairs letter frcm Mr. Ron Farrow. Motion No. l4 Moved by Halfacre, seconded by Caldwell It is recommended that the correspondence frcm the Hawkestone Police Village Trustees concerning the grass cutting for the Hawkestone Park be received and provided a request is made in the future prior to the Township's budget being adopted, it will be considered by Council. Motion No. 19 Moved by Burton, seconded by Swerdon It is recommended that the confidential correspondence frcm Mr. Robert Gilroy be received and further the Administrator/Clerk advise Mr. Gilroy the Township of Oro is not interested in purchasing the property outlined in the above noted confidential correspondence. Carried. Motion No. 20 Moved by Halfacre, seconded by Caldwell It is recommended that report frcm Dwight Taylor, Arena Manager and Parks Superintendent be received and further the 1981 Dodge Truck be repaired and is to be only used during the months the parks are being maintained. Carried. Motion No. 21 Moved by Caldwell, seconded by Halfacre It is recommended that the following portion of Promenade Plan 626 have posts and proper signs installed to restrict traffic to emergency vehicles only providing the Township Solicitor is in agreement; frcm Blackman Blvd. to Beach Ave; Beach Ave to Myrtle Ave; at the end of <:Men Road. Carried. Motion No. 22 Moved by Halfacre, seconded by Caldwell It is recommended that the Administrator/Clerk correspond with Mr. P. Crichton and advise him that it is up to Mr. M.R. Truax, Township Garbage Contractor, to determine if he has adequate facilities to pick-up garbage on private roads in accordance with the Township's Contract. Carried. Motion No. 23 Moved by Halfacre, seconded by Caldwell It is recommended that correspondence frcm Mr. & Mrs. A.W. Cowe be received and further, Mr. M.R. Truax directed to contact Mr. CCMe and review Mr. Cawe' s letter and further, the Administrator/Clerk advise Mr. Cowe of the Township's policy regarding the collection of garbage. Carried. Motion No. 24 Moved by Caldwell, seconded by Halfacre It is recommended that the suggested route changes made by M.R. Truax be accepted and advertised in both the Barrie and Orillia newspapers as well as the Township Newsletter, and further these changes will take effect on Monday, June 1, 1987. Carried. Motion No. 25 Moved by Halfacre, seconded by Caldwell It is recommended that the quotation frcm Mr. M.R. Truax for a spring pick -up at a cost of $700.00/day to be held on May 28th, 29th and 30th be accepted. Carried. - 6 - Motion No. 26 Moved by Burton, seconded by Swerdon It is recommended that the report frcm the Road Superintendent concerning the correspondence frcm the Simcoeside Ratepayers Association be received and adopted. Carried. Motion No. 27 Moved by Swerdon, seconded by Burton It is recommended that the letter frcm Denise Gardner with regards to the invoice of $42.08 charged to Lots 52, 55, 56 and 57, Plan 626 concerning the cost of removing earth frcm the above noted lots by the Roads Department be received, and further be referred to the Road Superintendent to determine if the earth was placed on the above noted property by the Township. Motion No. 30 by Burton, seconded by Swerdon It is recommended that the correspondence frcm the Ministry of Housing the Township of Oro Assisted Housing Survey be received and further Council endorses the study's targets of 1 - 7 family units and 6 - l2 senior citizen units; further the Administrator/Clerk forward resolution to the Ministry of Housing.
