SPECIAL MEETING - STREET LIGHTING PLAN 875
SIXTY-FOURTH MEETING 1985-88 COUNCIL
Oro Council met this evening pursuant to adjournment @ 7:30 p.m.
with the following members present:
Reeve Robert E. Drury
Deputy Reeve Thelma Halfacre
Councillor Robert Swerdon
Note: Councillor David Caldwell was absent as well as Councillor David Burton
Reeve Robert E. Drury chaired the meeting.
Also present were:
Mr. Don Jewel, Ontario Hydro, Mr. Bill Scherbarth,
Mr. Jim Pearson, Mr. Ray Schiele, Mrs. Monica
Valleau, Mr. Harvey J. Cowling, Mr. R.A. Cooksley,
Mr. Brian Smith, Ms. Shelley Cowe
Note: The purpose of the meeting was to discuss the present and
future location, operation, replacement and maintenance of
street lights located on Plan 875.
The following questions and/or statements were brought forward:
Mr. Jewel: At present the lights are not spaced at sufficient intervals
to give a street lighting pattern. The type of lighting there
is low pressure sodium which were promoted in the early
1980's and are no longer available from reputable distributors
for street lighting.
Mr. Cooksley: I supplied the lighting for the Township and did not
have any input as to the quantity or location of the
street lights. I charged the Township $295.00 for
each fixture for a total of 5 lights. Actually there
should have been another fixture installed. There
has only been one light that has given us trouble and
the rest have been fine. The life e~pectancy for these
particular lights are 4 - 5 years and have been installed
for 3 years.
Ray Schiele: I phoned Mr. Small in May of 1986 to report that there
was a fixture missing which was replaced. It is hard
to understand how this fixture went astray since it
is so high up.
Mrs. Halfacre: There was some controversy over whether to have street
lights in that area or not.
Reeve Drury: The policy is that 75% of the people agreed to have
street lights put in.
Mr. Small: I would like to clarify the question that these lights
could not be replaced because they weren't in stock.
Mr. Jewel: Our recommendation would be to have high pressure sodium
lights and space the poles closer together. Tne wattage
is minimal and the optimum height for those lights is
between 19 to 25 feet. Ideally you need about 8 fixtures
and that would be a reasonable lighting system.
Reeve Drury: Don, would you have to take out the old poles and put in
new ones or intermingle them?
Mr. Jewel: If the lights there are satisfactory that they could remain

Reeve Drury:
Is it the feeling of the people here then that
they would like to see the lighting brought
to standard?
Response:
Yes
Mr. Small:
Ontario Hydro has given me a breakdown of the
cost for installation. There are two options,
one being where we would buy the arms and
fixture to Ontario Hydro's specification but
the Townshtp would buy them rather than Ontario
Hydro because that would save a bit of money.
Also the yearly rate for maintenance on the
light - which we would put this information
in a letter to each owner on the Plan and ask
them to respond either favourably or negatively
and would report that back to Council.
Reeve Drury:
We have to have at least the majority.
Councillor Swerdon:
I need some clarification.
there now with six foot arms
is a 10 foot arm and instead
would be eight fixtures.
There are five lights
and the recommendation
of five fixtures there
Tony Cooksley:
If we added three more lights the same as what is
there would that not be sufficient?
Mr. Jewel:
Made a brief explanation as to what procedures
would be taken.
Reeve Drury thanked the people in attendance for coming out and
presenting their concerns.
The meeting adjourned at approximately 8:15 p.m.
