07 13 1987 COW Minutes THE CORPORATION OF THE TOWNSHIP OF ORO COMMITTEE OF THE WHOLE MEETING REPORT NO. 87-11 MONDAY, JULY 13, 1987 @ 7:00 P.M. - COUNCIL CHAMBERS The following members were present: Reeve Robert E. Drury Deputy Reeve Thelma Halfacre Councillor David Burton Councillor David Caldwell Councillor Robert Swerdon Also present were: Mr. Stephen Woodrow, Mr. Robert James, Mr. Ron Robinson, Mr. Fred Haughton, Ms. Holly Spacek, and Mr. Ron Watkin Deputy Reeve Thelma Halfacre chaired the meeting until 8:00 p.m. Note: Reeve Robert E. Drury arrived at the meeting at 7:45 p.m. and assumed the chair at 8:00 p.m. 1. Disclosure and Declaration of Conflict of Interest - none declared 2. Deputations (a) 8:00 p.m. Mr. Ron Robinson, P.Eng., of Ainley & Associates and Mr. Fred Haughton, Road Superintendent, spoke to the Committee with regards to the internal road servicing costs for perspective industrial lands. (Note: This portion of the Meeting was held In-Camera) (b) Mr. Ron Watkin, Planning Consultant of Ainley & Associates and Ms. Holly Spacek, Township Planner spoke to the Committee with regards to JOKAPA Oro Ltd. New Business (a) The Administrator/Clerk was directed to contact the Ontario Provincial Police and ascertain the reasons for the persons being ejected from the Township Soccer Field located adjacent to Highway No. 11. (b) The Administrator/Clerk was directed to arrange a meeting with regards to Industrial Property for Tuesday, July 21, 1987. Motion No.1 Moved by Burton, seconded by Swerdon It is recommended that the Report from Fire Chief Paul Eenhoorn re: Health and Safety Committee be received and adopted and also one member of the Roads Department to be added to the Safety Committee. Carried. Motion No.2 Moved by Caldwell, seconded by Burton It is recommended that Robert W. Small, Administrator/Clerk for the Township of Oro be nominated to run for the Association of MuniciEalities of Ontario 1987-88 Board of Directors. Carried. Motion No.3 Moved by Caldwell, seconded by Burton It is recommended that a sum of Five Hundred Dollars be provided to support the Administrator's Election Ca~paign. Carried. Motion No.4 Moved by Swerdon, seconded by Caldwell It is recommended that the Administrator/Clerk complete the Municipal Class EA Seminar questionnaire indicating that the following persons wish to attend any upcoming seminars: All of Council and the Road Superintendent and the Administrator/Clerk. Carried. Motion No.5 Moved by Burton, seconded by Swerdon It is recommended that the Corporation of the Township of Oro has no objection to the reduction of the speed limit to 50 km/ph on the Oro/Orillia Town Line north of Bass Lake. Carried. Motion No.6 Moved by Halfacre, seconded by Caldwell It is recommended that the Administrator/Clerk correspond with the O.P.P. to determine the nature of the complaint with regards to the Oro Soccer Field. Carried. - 3 - Motion No.7 Moved by Burton, seconded by Swerdon It is recommended that we go into In-Camera @ 8:16 p.m. with Road Superintendent Fred Haughton and Ron Robinson. Carried. Motion No. 11 Moved by Swerdon, seconded by Burton It is recommended that we accept cash-in-lieu of parkland for both the Oro Hills Subdivision and Lakewood subdivision and that in all future subdivision proposals the developer be made aware of the Township's request for 5% parkland dedication during the initial discussions concerning the proposals.
