08 29 1988 COW Minutes '" ... THE CORPORATION OF THE TOWNSHIP OF ORO COMMITTEE OF THE WHOLE MEETING The following members of council were present: Absent: Reeve Robert E. Drury Deputy Reeve Thelma Halfacre Councillor David Burton Councillor Robert Swerdon Councillor David Caldwell Also present were: Mr. Doug Renshaw, Ms. Bev Nicolson, Mr. Henry Sander, Mr. Don Jewel, Mr. David White, Mr. Ken Tran, Mr. & Mrs. Charles Simpson and Mr. Glen Bidwell. Depu ta t ions: (a) Note: (b) (c) (d) (e) 7:45 p.m. Mr. Doug Renshaw appeared before the Committee to discuss traffic concerns related to the intersection of County Roads 27 and 20. The Committee of the Whole Meeting was reconvened at 8:15 p.m. 8:15 p.m. 8:55 p.m. 9:20 p.m. 10:20 p.m. Mr. Don Jewel of Ontario Hydro spoke to the Committee with regards to procedures in charging for street lights for new developments until the Township has assumed both the roads and the subdivision. Mr. David White, Mr. Ken Tran, Mr. Glen Bidwell and Mr. & Mrs. Charles Simpson spoke to the Committee with regards to the possible acquisition of property owned by Township of Oro and being used by the Oro Agricultural Society to operate the Oro Fall Fair. (This portion of the meeting was held In-Camera). Mr. David White, Township Solicitor spoke to the Committee with regards to various Townshiplegal matters. (This portion of the meeting was held In-Camera). Mr. Henry Sander, Treasurer, was present to review with the Committee the 1988 Half Year Financial Statement. 3. Motion No.1 Moved by Burton, seconded by Swerdon It is recommended that the confidential correspondence from John D. Burgar, Solicitor with regards to 55613 Ontario Ltd. vs. Laansoo be referred to the Township's Insurance Company. Carried. Motion No.2 Moved by Halfacre, seconded by Burton It is recommended that correspondence from Harry S. Cooper with r~gards to Pam-Reg Holdings Subdivision (Audubon Estates), Part Lot 2, Range 2, be referred to the Township Engineer R.G. Robinson & Associates for a report back to Council. Carried. - 3 - Motion No.3 Moved by Swerdon, seconded by Burton , It is recommended that the correspondence from David H. McKee properties Inc. re: Block A Harbourwood Subdivision be referred to the Township Solicitor for a report back to Council. Carried. Motion No.4 Moved by Swerdon, seconded by Halfacre It is recommended that Ms. Katherine DeGurse application for Limousine Licence be approved and further that the Township's Licencing Officer be granted the authority to issue the said Licence. Carried. Motion No.5 Moved by Halfacre, seconded by Swerdon It is recommended that Bev Nicolson, Township Planner, be allowed to attend the M.I.S.A. Conference to be held September 18th to 23rd, 1988 in Orillia. Carried. Motion No.6 Moved by Burton, seconded by Swerdon It is recommended that the report of Fire Chief Paul Eenhoorn concerning the activities of the Fire Department for the month of July, 1988 be received. Carried. Motion No.7 Moved by Halfacre, seconded by Burton It is recommended that the correspondence from Jim Cla¥den concerning the entrance to the Township's gravel pit located on the 7th Line be received and further the Administrator/Clerk advise Mr. Clayden of the following: that the Road is aware of the problem and expects to make the improvements that are required in the near future. Carried. Motion No.8 Moved by Burton, seconded by Swerdon It is recommended that the report from Road Superintendent Fred Haughton concerning clearing and cutting of wood tenders for Part Lot 36, Concession 1, be received and adopted. Carried. Motion No.9 Moved by Swerdon, seconded by Burton It is recommended that we do now adjourn @ 7:59 p.m. to allow for a Special Public Meeting to be held under Section 34(1) of the Planning Act and further to reconvene following this Special Public Meeting. Carried. Motion No. 13 Moved by Burton, seconded by Halfacre It is recommended that the draft letter to the Central Oro Ratepayers Association in response to questions 2 and 3 in their letter dated May 5, 1988 be approved. Carried. Motion No. 14 Moved by Halfacre, seconded by Burton It is recommended that the Township Solicitor David White be directed to contact the abutting land owners shown on the plan of survey of Part of Lot 16, Concession 12 and further the Administrator/Clerk have the property appraised. Carried. Motion No. 15 Moved by Burton, seconded by Swerdon It is recommended that the confidential correspondence from Mel Jamieson with regards to Lot 20, Concession 6 be received and further the Administrator/Clerk advise Mr. Jamieson of the following: that the Municipality will investigate Mr. Jamieson's proposal by having the Township Planner prepare a report for Council. Motion No. 16 Moved by Halfacre, seconded by Burton It is recommended that Joan Fletcher, Tax Collector, not be allowed to attend the Association of Municipal Tax Collectors of Ontario Annual Conference to be held September 11th to 14th, 1988 in Oshawa. Motion No. 17 Moved by Halfacre, seconded by Burton It is recommended that the report from Henry Sander, Treasurer with regards to the Tax Collector's attendance at a fall conference in Oshawa be received and adopted.
