09 10 1987 Sp Council Minutes THE CORPORATION OF THE TOWNSHIP OF ORO THURSDAY, SEPTEMBER 10, 1987 - COUNCIL CHAMBERS SPECIAL COUNCIL MEETING SEVENTY-EIGHTH MEETING 1985-88 COUNCIL MEETING Ora Council met this evening pursuant to adjournment at 8:15 p.m. with the following members present: Reeve Robert E. Drury Deputy Reeve Thelma Halfacre Councillor David Burton Councillor David Caldwell Councillor Robert Swerdon Reeve Robert E. Drury chaired the meeting. Also present were: Ms. Holly Spacek, and Mr. Ron Watkin 1. Disclosure and Declaration of Conflict of Interest - none declared 2. Deputations (a) 8:15 p.m. Mr. Ron Watkin, Planning Consultant with Ainley and Associates updated Council on the current status of the Kitchen/Cooke Subdivision. 3. R~ports~of~Mtinicipal Officers (a) Robert James, Animal Control/By-law Enforcement Officer re: Confidential Report re: dogs killing poultry 4. Communications (a) Ron Watkin, Ainley & Associates re: O.P. #29 (b) Ron Watkin, Ainley & Associates re: O.P. #26 5. Unfinished or New Business (a) Council directed the Administrator/Clerk to investigate what the legal position of the Municipality would be in relationship to the Animal Control/By-law Enforcement Officer's report which was presented at the meeting and approved by Council. Motion No. 1 Moved by Burton, seconded by Swerdon Be it resolved that the confidential report of Robert James, Animal Control/By-law Enforcement Officer re: dogs killing poultry be received and adopted. Carried. Motion No. 2 Moved by Burton, seconded by Swerdon Be it resolved that the Council of the Corporation of the Township of Oro having reviewed the comments of the Ministry on Official Plan Amendment No. 29 agree as follows: 1. Council concurs with the modification substituting the number "20" in place of "18" for all section numbers providing amendment No. 26 receives approval prior to Amendment No. 29. If Amendment No. 29 is approved prior to Amendment No. 26 then it would appear that this modification is not required. 2. Council concurs with the deletion by modification of proposed Section B.2. 3. Council concurs with the deletion by modification of words 'the Ministry of the Environment" in the fifth and sixth lines of paragraph 3 in Section 5.18.2 (vi)(a). Carried. - 2 - Motion No.3 Moved by Caldwell, seconded by Halfacre Be it resolved that a letter be forwarded to the Ministry advising: 1. That the inclusion of the Waste Disposal Site symbol was only a technical matter brought on by an adjustment of boundaries for the various schedules. 2. That Council refer to the Planning Advisory Committee for review and a report the matter of including "an~. assessment" policies for Waste Disposal Sites. 3. That Council advise the Ministry that the proposed modification relating to Site Plan Control -Horseshoe Resort would not ensure site plan control in the areas required and request that the following modofication be used in its place: (i) Horseshoe Resort Those areas included within Section 5.20 (5.10) Horseshoe Resort and shown on Schedule F as "Resort Facility, Residential Medium Density", "Resort Commercial" and "Recreational" are proposed site plan control areas". 4. That depending on which amendment either 26 or 29 is approved first, additional modifications of a technical nature may be required (i.e. Section 5.18 or 5.20, inclusion of "See Schedule "F" etc). Carried. Motion No. 4 Moved by Burton, seconded by Swerdon Be it resolved that Council now adjourn @ 8:30 p.m. Carried.
