09 14 1987 COW Minutes THE CORPORATION OF THE TOWNSHIP OF ORO COMMITTEE OF THE WHOLE MEETING REPORT NO. 87-14 MONDAY, SEPTEMBER 14, 1987 @ 7:00 P.M. - COUNCIL CHAMBERS The following members were present: Reeve Robert E. Drury Deputy Reeve Thelma Halfacre Councillor David Burton Councillor David Caldwell Councillor Robert Swerdon Also present were: Henry Sander and Mr. Maurice Truax Reeve Robert E. Drury chaired the meeting. 1. Disclosure and Declaration of Conflict of Interest - none declared 2. Deputations (a) 7:30 p.m. Mr. Maurice Truax, the Township's Garbage Contractor spoke to the Committee with regards to various concerns he has with the current garbage contract; and possible solutions that can be incorporated when a new contract is put out for tender in 1988. (b) 8:30 p.m. Treasurer Henry Sander spoke to the Committee with regards to his report concerning the Municipal Tax Sales Act 1984. 3. New Business (a) The Administrator/Clerk was directed to call the County Health Department with regards to a complaint received by Council concerning rodents. (b) The Administrator/Clerk was directed to find out what the cost was to print the update of the Story of Oro and report back to the next Council meeting. (c) The Administrator/Clerk was directed to obtain a report from the Township Solicitor concerning the status of Spencer Vernon. (d) Councillor Swerdon requested a copy of the Emergency Plan By-law. Motion No.1 Moved by Swerdon, seconded by Burton It is recommended that the Administrator/Clerk be authorized to hire a Surveyor to survey the present Municipal Building property. Carried. Motion No.2 Moved by Halfacre, seconded by Caldwell It is recommended that the correspondence for Mr. Harry S. Cooper with regards to Pam Reg Holdings Ltd. Subdivision (Audubon Estates) be referred to Ron Robinson of Ainley & Associates for a report back to Council. Carried. Motion No.3 Moved by Caldwell, seconded by Halfacre It is recommended that the Corporation of the Township of Oro does support the resolution of the County of Lanark. Small, Administrator/Clerk with regards to the legal status of a Suburban Roads Commission be received. Carried. Motion No.5 Moved by Halfacre, seconded by Caldwell It is recommended that Maurice Truax be authorized to place a bin at the end of the 13th at Bass Lake at a rate of $8.00 per week commencing immedLtely and further a bin be placed at Shellswell Park at the same rate for the months of January, February and March. Carried. - 3 - Motion No.6 Moved by Burton, seconded by Swerdon It is recommended that the report from Treasurer Henry Sander with regards to the Municipal Tax Sales Act, 1984 be received and adopted. Motion No.8 Moved by Burton, seconded by Swerdon It is recommended that the Corporation of the Township of Oro approve the following dates for the special fall garbage pick-up; Thursday, October 22, 1987 through Saturday, October 24, 1987 at a cost of $700.00 per day. Carried. Motion No.9 Moved by Swerdon, seconded by Burton It is recommended that Council hold a Special Meeting with the Orillia Suburban Roads Commission on Tuesday, September 29, 1987 @ 8:00 p.m. Carried. Motion No. 10 Moved by Caldwell, seconded by Halfacre It is recommended that the Corporation of the Township of Oro purchase and install fourteen back boxes and conduit, at a cost of $497.20 to be installed in the New Municipal Building. Carried. Motion No. 11 Moved by Caldwell, seconded by Burton It is recommended that whereas well over one billion people suffer from hunger and malnutrition although the resources and technology are currently available to feed the entire global population of five billion; Whereas there are people working against hunger in 147 countries of the world who will be observing World Food Day on October 16, 1987; Whereas the Ontario Government Organizations, private sector organizations, voluntary agencies, educational institutions and individual citizens have joined to center attention on the severity of world hunger by commemorating World Food Day; Now therefore, be it proclaimed that October 16, 1987 be World Food Day in the Municipality of the Township of Oro and advertise in both local papers.
