Drury left the meeting following the recess and asked Deputy Reeve Halfacre to assume the Chair. Deputy Reeve Halfacre declined and asked Councillor Caldwell to assume the Chair, which he did for the remainder of the meeting. 7. New Business (a) The Administrator/Clerk was directed to investigate the legalities of helicopters flying from the speedway during the fall event of the Barrie Automotive Flea Market. (b) The Administrator/Clerk was asked to provide each member of Council a copy of the Noise By-law for the next Council Meeting. (c) The Administrator/Clerk advised Council that the Ministry of Municipal Affairs has authorized the hiring of an I.M.A. Student in January which would allow the Municipality to hire the same student who was employed by the Municipality during the summer as a Planning Student. Motion No.7 Moved by Burton, seconded by Halfacre It is recommended that the confidential correspondence from Peter Simpson concerning a Stop Work Order beackno~edged by the Administrator/Clerk and further, Mr. Simpson be advised that Council has no power to intervene in matters concerning Provincial Regulations such as the Ontario Building Code and further, that Section 106, Sub (1) of the Municipal Act does not apply in this particular instance, and further that the Township of Oro does not have a Building By-law. Motion No. 10 Moved by Halfacre, seconded by Caldwell It is recommended that the Agreement of Purchase and Sale submitted by Raymond Dubeau for the purchase of 5.1 acres in Lot 16, Concession 14, for a purchase price of $22,950.00 be accepted by the Township. Carried. - 5 - Motion No. 16 Moved by Burton, seconded by Halfacre It is recommended that the Corporation of the Township of Oro become a Member of the Lake Simcoe Region Conservation Authority commencing January 1, 1988 and further, Treasurer Henry Sander budget the amount of $8,370.00 in the 1988 Budget. Motion No. 17 Moved by Halfacre, seconded by Burton It is recommended that the Report from Fred Haughton, Road Superintendent concerning the Boyce/Perry drainage problem be received and adopted. Motion No. 18 Moved by Burton, seconded by Swerdon It is recommended that the Report from the Road Superintendent concerning Howard Dobson's hourly wage be received and adopted retroactive to start first pay period in August, 1987. Carried. Motion No. 19 Moved by Burton, seconded by Swerdon It is recommended that Township Solicitor report to Council on the legal status of a potential land transfer concerning Part of Lot 36, Concession 1, E.P.R. Carried. Motion No. 20 Moved by Halfacre, seconded by Burton It is recommended that the Road Superintendent be permitted to hire a surveyor to flag the centre line of the proposed road to be located on Part Lot 36, Concession 1, E.P.R. Carried. Motion No. 21 Moved by Halfacre, seconded by Burton It is recommended that tenders for Winter Sand Contract No. 87-09 and Snow Removal Contract No. 87-10 be referred to the Road Superintedent for a report back to Council. Hamm the sale price for the industrial property they are interested in is $5,000.00/acre and further, they must purchase all of Part 4 if this is the property they submit an offer on. Carried. - 6 - Motion No. 25 Moved by Burton, seconded by Swerdon It is recommended that the Report from the By-law Enforcement/ Animal Control Officer Bob James concerning his reply to Mrs. McIntyre's letter concerning the Barrie Automotive Flea Market Association Fall Event be received. Carried. Motion No. 26 Moved by Halfacre, seconded by Burton It is recommended that Section 5.3.2., Subsection (b) last sentence of the Official Plan be deleted and further, this be adopted by resolution of Çouncil as prepared by Mr. Ron Watkin, Planning Consultant with Ainley & Associates; and this resolution is to be sent to the Ministry of Municipal Affairs as soon as possible. Motion No. 27 Moved by Burton, seconded by Swerdon It is recommended that Council of the Corporation of the Township of Oro request the Ministry of Municipal Affairs to modify the Official Plan and Official Plan Amendment No. 26 by deleting the last sentence in its entirety in Section 5.3.2., Subsection (b) which reads "communal water systems will not be considered". Carried. Motion No. 28 Moved by Swerdon, seconded by Burton It is recommended that Jim Shellswell, Chief Building Official be allowed to attend the Ontario Building Code Part 9, Technical Requirements Course to be held from November 23rd through December 7th, 1987. Motion No. 29 Moved by Halfacre, seconded by Burton It is recommended that the Township Planner, Holly Spacek, be allowed to attend the Ontario Planners Conference to be held from October 28th through October 30th, 1987 in Toronto, Ontario.
