New Business
(a)
The Administrator/Clerk was directed not to include the City of
Orillia Library Board Minutes on future Council and Committee of
the Whole Meetings.
(b)
Councillor Caldwell informed the Committee that the Simcoe County
Library Advisory Committee had asked him to contact the Townships
of Medonte, Orillia and Rama; to inkiate discussions on whether or
not the above noted Townships were considering plans to initiate
their own libraries and further, if the County could be of assistance
in any future deliberations on this subject or whether they could
be of assistance in providing further County library services.
(c)
Councillor Caldwell also advised the Committee that hè had attended
the Simcoe County Recreation Conference on Saturday, October 24th
and advised the Committee that it was an excellent Seminar; and
also that at this Seminar they recommended feasibility studies
be done prior to municipalities proceeding with any major new
facilities or renovations to present recreation facilities.

It is recommended that the Committee of the Whole Meeting scheduled for
Monday, November 9th, 1987 be cancelled. Carried.

It is recommended that the Corporation of the Township of Oro agree to
have Georgian College purchase a sufficient amount of cherry lumber to
construct the Council furniture for the New Municipal Building at a
cost not to exceed $4,200.00. Carried.

Moved by Swerdon, seconded by Caldwell
It is recommended that the Road Superintendent be allowed to attend the
Municipal Class Environmental Assessment Seminar to be held in Barrie on
November 4th, 1987. Carried.

It is recommended that the Report from the Road Superintendent Fred Haughton
in connection with the 8th Line and Lakeshore Road be received and
adopted. Carried.
Motion No.5
Moved by Caldwell, seconded by Burton
It is recommended that the report from Road Superintendent Fred Haughton
with regards to the location of an equipment cabinet for Bell Telephone
at the intersection of the 7th Line and County Road No. 11 be received
and further, the Administrator/Clerk advise Bell Canada as to the preferred
location of this cabinet. Carried.

It is recommended that the Petition submitted by Mrs. Grace Pearcy be
received and referred to the Road Superintendent for a Report back to
Colficil. Carried.

Moved by Swerdon, seconded by Burton
It is recommended that the correspondence from the Ministry of Transportation
and Communications concerning the transfer of thE portion of a Highway
under the jurisdiction and cont=ol of the Ministry to the Township of Oro
be received and further, the Clerk is to acknowledge the receipt of the
correspondence and refer said correspondence to the Road Superintendent
for a report back to Council. Carried.

It is recommended that all Township owned Industrial properties be listed with
George Worrall subject to Mr. Worrall meeting with Council to discuss
marketing our properties. Carried.
Motion No.9
Moved by Swerdon, seconded by Burton
It is recommended that the correspondence from the Ministry of Municipal
Affairs concerning the application for a Community Planning Grant being
not funded in 1987 be received and further the Administrator/Clerk be
authorized to reapply in 1988. Carried.
Motion No. 10
Moved by Caldwell, seconded by Swerdon
It is recommended that the Administrator/Clerk advise Canadian Transport
Commission that as the Township of Oro had no input into the completion
of this project, the Municipality is not prepared to assume any additional
cost for the changes mentioned in the correspondence dated October 14, 1987
from Canada Transport Commission. Carried.

It is recommended that the report of the Animal Control/By-law Enforcement
Officer Robert James concerning his Activity Report for the month of
September, 1987 be received. Carried.
Motion No. 12
Moved by Caldwell, seconded by Burton
It is recommended that the Report of Holly Spacek, Township Planner,
concerning permission to reside in a mobile home while a new dwelling
is being constructed be received and adopted. Carried.
Motion No. 13
Moved by Caldwell, seconded by Burton
It is recommended that the Administrator/Clerk correspond with Mr. Merv
Walt of the Concerned Citizens Committee and advise him the Committee
will be shown the plans for the renovations of the Arena Hall and other
renovations to be done in the existing building prior to tendering. Carried.

It is recommended that the Treasurer be authorized to accept a reduced
Letter of Credit amount for Wesley Heights (Scott Silo Constructi~n) of
$22,500.00, and further that this Letter of Credit be renewed prior
to November 2, 1987. Carried.

It is recommended that the Administrator/Clerk correspond with the
Minister of Transportation and Communications and ask for a meeting to
discuss access to lands zoned Industrial located adjacent to Highway 11
and the 4th Line and further, the local M.P.P. be sent a copy of the
correspondence. Carried.
