11 30 1987 COW Minutes THE CORPORATION OF THE TOWNSHIP OF ORO COMMITTEE OF THE WHOLE MEETING REPORT NO. 87-18 MONDAY, NOVEMBER 30, 1987 @ 9:00 A.M. - COUNCIL CHAMBERS The following members were present: Reeve Robert E. Handy, Mr. & Mrs. W. Reid, Mr. Allan Johnson, Mr. Fred Haughton, and Mr. Dwight Taylor Reeve Robert E. Drury chaired the meeting. 1. New Business (a) Council gave direction to the Road Superintendent to remove the posts from Plan 626 (Promenade) after he has varified the residency of the particular constituent as directed by Council. (b) The Administrator/Clerk was directed to prepare a Report on the costs involved in using particular areas of the New Municipal Building such as snow clearing, light, heat and cleaning required. Motion No.1 Moved by Halfacre, seconded by Caldwell It is recommended that the Treasurer and Administrator/Clerk be allowed to attend the half-day seminar conducted by the Ministry of Municipal Affairs with regards to the Municipal Audit and Capital Planning to be held on Wednesday, December 16, 1987 in Barrie, Ontario and further, Councillor Caldwell and Councillor Swerdon be authorized to attend on December 15, 1987 in Bracebridge. Carried. Motion No.2 Moved by Swerdon, seconded by Halfacre It is recommended that the Administrator/Clerk correspond with the Wye Marsh Wildlife Centre and advise them that their request for a grant has been referred to the 1988 Budget. Carried. Motion No.3 Moved by Caldwell, seconded by Halfacre It is recommended that the Report from Treasurer Henry Sander with regards to the Employee Group Insurance Package be received and adopted. Carried. Motion No.4 Moved by Caldwell, seconded by Swerdon It is recommended that the Report from Robert W. Small, Administrator/Clerk with regards to a Phone System for the New Municipal Building be received and adopted. Carried. - 3 - Motion No.5 Moved by Halfacre, seconded by Swerdon It is recommended that the Report from Robert W. Small, Administrator/Clerk with regards to the Central Vacuum Cleaning System for the New Municipal Building be received and adopted. Carried. Motion No.6 Moved by Caldwell, seconded by Swerdon It is recommended that the Corporation of the Township of Oro approve Change Orders 1, 4 and 5. Carried. Motion No.7 Moved by Caldwell, seconded by Halfacre It is recommended that the Report from Robert W. Small, Administrator/Clerk with regards to moving into the New Municipal Building be received and adopted. Carried. Motion No.8 Moved by Caldwell, seconded by Swerdon It is recommended that the Report from Robert W. Small, Administrator/Clerk with regards to Snow Removal and Cleaning of Municipal Buildings be received and adopted. Carried. Motion No.9 Moved by Swerdon, seconded by Halfacre It is recommended that the Administrator/Clerk be allowed to hire Miss Pat Vincent under the Ontario Municipal Training Program to start Tuesday, December 1, 1987 at a salary of $269.74 per week. Carried. Motion No. 10 Moved by Swerdon, seconded by Halfacre It is recommended that the Administrator/Clerk advise D.W. Prosser, Lieutenant Colonel of the Canadian Forces Base, Downsview, Ontario that the Municipality has no objection to the Canadian Forces using Township roads during the last week of January, 1988. Carried. Motion No. 11 Moved by Swerdon, seconded by Halfacre It is recommended that the Corporation of the Township of Oro advise the Township Solicitor to correspond with Oro Sand and Stone Ltd. and Russell H. Stewart Construction Co. to advise them that the Township now wishes them to carry-out the work specified in the Agreement as related to the Township road adjacent to the above noted Companies; and further the Solicitor is to advise the above Companies that failure on the part of the Developer to carry out any of the work specified by the Agreement may require the Township to apply to the Ontario Municipal Board for a rezoning of the subject property. Carried. Motion No. 13 Moved by Swerdon, seconded by Caldwell It is recommended that the Agenda for the Committee of Adjustment Meeting to be held Tuesday, December 15, 1987 be received. Carried. Motion No. 14 Moved by Caldwell, seconded by Halfacre It is recommended that the Confidential Report from Holly Spacek, Township Planner and Robert James, Animal Control/By-law Enforcement Officer concerning the Barrie Automotive Flea Market Status Report be received. Carried. Motion No. 15 Moved by Halfacre, seconded by Swerdon It is recommended that the Administrator/Clerk with the assistance of the Road Superintendent and Solicitor if required, is to prepare the appropriate By-laws to regulate the intersection referred to as Plan P-1726-120 which was recently turned over to the Township by the Provincial Government, and further this By-law should include the name of Cashway Road. Carried. Motion No. 16 Moved by Halfacre, seconded by Caldwell It is recommended that the Administrator/Clerk correspond with Mrs. Pearcy with regards to her Petition requesting "No Parking" on the lakeside of Lakeshore Road between Concessions 12 and 13 indicating comments of the Road Superintendent Fred Haughton; and further, asking for her comments to the Road Superintendent's suggestions. Carried. Motion No. 17 Moved by Swerdon, seconded by Halfacre It is recommended that the Road Superintendent's Report concerning Consumers Gas proposed Georgian Bay reinforcement pipeline from Rugby to Midland be received and adopted, and further the Administrator/Clerk correspond with Consumers Gas outlining the Municipality's position based on the Road Superintendent's Report. Carried. Motion No. 18 Moved by Swerdon, seconded by Caldwell It is recommended that the Confidential Report from Road Superintendent Fred Haughton with regards to Sandra Cunningham's six month review be received and further, that the Road Superintendent's recommendation with regards to her 1987 salary be approved retroactive to aerobe 22, 1987 and further Mrs. Cunningham's salary for 1988 will be subject to a further review by the Administrator/Clerk and the Road Superintendent at a future date. Carried. - 5 - Mot ion No. 19 Moved by Caldwell, seconded by Swerdon It is recommended that the Report from Road Superintendent Fred Haughton concerning using the Animal Control/By-law Enforcement Officer for road patrol be received and adopted. Carried. Motion No. 20 Moved by Halfacre, seconded by Caldwell It is recommended that the Report from Road Superintendent concerning the purchase of a cellular phone be received and adopted. Carried. Motion No. 21 Moved by Halfacre, seconded by Swerdon It is recommended that the Report from Road Superintendent Fred Haughton concerning equipment repairs and maintenance charges to other Municipal Departments be received and adopted. Carried. Motion No. 22 Moved by Halfacre,seoonded by Caldwell It is recommended that the Administrator/Clerk correspond with the Oro Horticultural Society with regards to letter dated November 18, 1987 and indicate the following: (a) the Township has no objection to the Horticultural Society planting shrubs and a small flower bed at the Clowes Church Cairn; (b) (c) that the Township of on Monday nights and small Committee Room Monday of the month; Council would be very appreciative of any landscaping in way of shrubs or flower beds around the New Municipal Building that the Horticultural Society feels they could supply; Oro is using the Council Chambers for meetings therefore they will not be available, however the would be available most of the time on the last (d) your request to hold the District 16 Fall Seminar on either October 15th or 22nd, 1987 in the Council Chambers is acceptable to the Municipality provided they are not required as part of the Municipal Election process, and further the room will accomodate at least 80 people for the type of function you indicate; the rental fee will be applied once Council has determined the said cost. Carried. (e) Motion No. 23 Moved by Halfacre, seconded by Swerdon It is recommended that the minutes of the Oro History Committee Meeting held on Thursday, November 26, 1987 be received. Carried. Motion No. 24 Moved by Swerdon, seconded by Caldwell It is recommended that the Township of Oro agree to a Special Service being held on Sunday, June 11, 1988 (alternate date June 18, 1988) with the arrangements for the service the responsibility of the Township of Oro History Committee and further that correspondence be forwarded to the Ontario Black History Committee requesting their participation and extend an invitation to Lieutenant Governor Lincoln Alexander to attend. Carried. - 6 - Motion No. 25 Moved by Halfacre, seconded by Swerdon It is recommended that the Administrator/Clerk advise the Oro History Committee that filing space for the History Committee as well as wall will be provided, a decision as to its location and size will be made once the Township has relocated its office and the Administrator/Clerk has reported to Council on locations available. Motion No. 29 Moved by Caldwell, seconded by Swerdon It is recommended that Council rise and report from In-Camera @ 12:45 p.m. Carried. Motion No. 30 Moved by Swerdon, seconded by Halfacre It is recommended that further to the Confidential Report from the Arena Manager/Park Superintendent Dwight Taylor concerning the position of Parks and Recreation Director, Council is prepared to offer to send Mr. Taylor to the required courses and/or seminars at the discretion of the Administrator/Clerk over the next one year at which time his progress in reaching the required qualifications for this position would be reassessed.
