SPECIAL PUBLIC MEETING
NINETY-FIRST MEETING 1985-88 COUNCIL
The following members of Council were present:

Reeve Robert E. Drury chaired the meeting.
Also present were:
Ms. Holly Spacek, Mr. Ron Watkin,
G.E. Bird, Mr. John O'Kurily, Mr. C. Brajer
Mr. R. Shelestynsky, Mr. F.H. Gracey,
Mr. John Van Campen, Mr. Alan R. Maguire
Reeve Drury opened the meeting by explaining to those present
that the purpose of the public meeting was to introduce a
proposed Official Plan Amendment and Zoning By-law Amendment
under Sections 2l and 34 of the Planning Act. The proposed
Official Plan Amendment and Zoning By-law Amendment would
permit the relocation of the existing trailer park and
camp ground of the Ukranian National Federation on Part of
Lot 24, Concession II: by changing the present zoning from
"Natural Area" to the "Recreational" designation.
Notice of the public meeting was placed in the Barrie Examiner
and the Orillia Packets & Times on December 23, 1987 and mailed
to the assessed property owners within l20 metres of the
affected area, in accordance with the Ontario Regulations.
In addition, notices were sent to agencies considered to have
an interest in the matter.
All persons present will be afforded the opportunity of asking
questions with respect to the proposed Official Plan and
Re-zoning Amendments. Reeve Drury then turned the meeting over
to the Township Planner Ms. Holly Spacek, who explained the
purpose and effect of the proposed amendments.
The Reeve then asked the Clerk if there had been any corre
received on this matter: the Clerk responded that there had
no correspondence received.
The Reeve then asked those present if they had any questions or
concerns with regard to the proposals.
Mr. Gracey:
What are they proposing to do with the land
and will there be a Site Plan with a buffer?

Ms. Spacek:
The land where the trailers are now will be
used as open space. There will be a Site
prepared with the Agreement and issues such
as buffering will be addressed at that time.
Mr. Maguire:
will there be anything on the existing
campground?
Mr. O'Kurily:
No, it will just be left open space and acce s
to the beach.
Mr. Gracey:
Drainage has always been a problem there
large trench drained into Lake Simcoe which
believe is onto the Promenade. This trench
they opened up is in Lhe Promenade area.

The trench was built not to drain the area as
a whole but rather when we dug the well, we
hit a spring and there is about 4 inches of
flow going day and night so the trench was
built to allow this water to flow into Lake
Simcoe.
The promenade is meant for people to walk
across and the Township could open the road
past there and almost to the point could they
not?
The promenade is definitely Township property
and I do not know if they approached Council
or not to get permission to put the trench
across.
When the trailers originally went in, no one
was ever approached and we have put up with
this for ten years and there should have
definitely been a buffer and there has always
been a drainage problem.
We'll have our Road Superintendent go down
and look at the drainage problem there and
make a recommendation to us.
Will access to this new proposal be anywhere
other than through the Ukranian Federation?
You have to understand that it is not an
actual public trailer camp, it is mostly for
members only.
At this time there are 26 trailers and what
you are doing is actually doubling it to 54.

The schedule shows the changes taking place,
it shows the existing development and the
waterfront.
My earlier question about access, I didn't
mean public access but roadway access as I
see the campground is located straight along
Kennedy road and I wondered if there are any
plans to make a roadway connection?
It's been discussed but you must remember
that by having this public meeting, Council
have not made any decision with respect to thi
at all. There is some concern in relation to
to the roads.
I own lot 63 and the Township owns past me
and they did talk about extending that at one
time to the point. Do you know if you do own
past lot 63?

Reeve Drury:
I'm not sure, we'll have to check our files
and see.
D.R. Halfacre:
Mr. O'Kurily, do you contemplate any other
expansions after this?
Mr. O'Kurily:
I don't know. My house backs onto the
Ukranian Camp.
Mr. Gracey:
That's why a buffer should be there back
about 100 feet for noise and smell. I have
camped at Government campgrounds and after
11:00 p.m. there is no noise but in this
case where there is yelling all night long,
this is what I object to. The camp has
never had proper supervision and the noise
level is too great. I would just like to
make it a good neighbour policy with fences
buffers, etc.

Mr. Watkin:
We feel it is mandatory that the Site Plan
be done because the trailers are being
relocated to a specific area.
Mr. Gracey:
You are doing it right this time but you
certainly didn't do it right the first time

Would you put your concerns in writing to u

What year would this have been started

I'm not sure it started out with just tents
and then trailers were brought in.
D.R. Halfacre:
How far away will the tile bed be?
Ms. Spacek:
The measurements are just preliminary but
the Health Unit will say exactly where the
tile bed should go. ,

The thing is many of us moved in here in 1941~
and if you are going to move in beside Maltor
airport you would be prepared ~o put up wit~1

a great deal of our privacy and I haven't us d
my cottage now that much but the taxes keep I
