requested the Administrator to have the Road Superintendent

It is recommended that the Corporation of the Township of Oro
the Association of Municipalities resolution as follows:
WHEREAS Bill 100, an Act to Amend the Education Act, received
reading in the Ontario Legislature on February 11, 1988:
AND WHEREAS Bill 100 eliminates a municipality's right to appeal
apportionment:
AND WHEREAS Bill 100 removes any obligation to apportion education
taxes on the basis of equalized assessment:
AND WHEREAS Bill 100 does not allow municipalities which have
undergone an assessment update under subsection 368b(2) of the
Municipal Act to apply for a review of the apportionment in ins
of errors and omissions:
BE IT RESOLVED THAT the Minister of Education revise Bill 100 to
explicitly reaffirm fairness and equity as the goal of the
apportionment process, and to include an appeal process so that
municipalities which can demonstrate that they are treated unfa
by the apportionment regulations have a legitimate avenue of
an independent and objective agency:
AND THAT pursuant to the Freedom of Information Act, Part II, Sect
10 and 11, the Minister of Education, The Honourable Chris Ward,
requested to provide the calculations and explanations of the
economic logic with respect to the formulas that generate the new
Assessment Equalization Factors:
AND THAT the resolution be sent to the Premier of Ontario, the

E IT RESOLVED THAT WHEREAS the Province of Ontario, and in particu
he Ministry of the Environment have stated that the responsibility
or solid waste management is that of the municipality:
ND WHEREAS the Ministry of the Environment offers programs to ass
nd encourage municipalities to participate in the preparation of
oint Waste Management Master Plans, in the way of funding and adv
ersonnel:
ND WHEREAS the Master Plan for Solid Waste Management and the
'mplementation of the recommendations in that Master Plan support
eeds of the municipalities who have a Joint Master Plan to receive
id waste from areas other than from the areas covered by the
aster Plan:
OW THEREFORE BE IT RESOLVED that the Ministry of the Environment
titioned by all municipalities in Ontario to initiate legislation
for adoption by the Provincial Legislature which would support the
establishing of a Board of Management by those municipalities that
have completed a Solid Waste Management Master Plan:
AND FURTHER that legislation delegate to the Board of Management
and jurisdiction which would enable them to act on the Mas
Plan once it receives the required provincial approvals:
AND FURTHER that where a municipality outside the Master Plan is
need of interim emergency assistance that the Ministry of
will be required to negotiate with the Board of Management a
Reciprocal Agreement which would address the future disposal of
waste as a means of replacing the capacity used during the
situation.
