07 25 1988 COW Minutes THE CORPORATION OF THE TOWNSHIP OF ORO COMMITTEE OF THE WHOLE MEETING REPORT NO. 88-13 MONDAY, JULY 25, 1988 @ 7:15 P.M. - COMMITTEE ROOM The following members of Council were present: Reeve Robert E. Drury Deputy Reeve Thelma Halfacre Councillor David Burton Councillor David Caldwell Councillor Robert Swerdon Also present were: Mr. Nile Ludolph, Mr. Maurice Truax, Mr. Jim Clayden, Mr. C.L. Boffo, Mr. G. Knox, Mr. B. Schumacher, Ms. Bev Nicolson, Mr. Alf Dick, and Mr. Brian Wakeman 1. Reeve Robert E. Drury chaired the meeting. 2. (a) (b) (c) (d) 3. DEPUTATIONS 7:30 p.m. Mr. Nile Ludolph from the Ontario Multi-Material Recycling Incorporated, Mr. Maurice Truax, Township Garbage Contractor and Mr. Jim Clayden, Landfill Site Superintendent spoke to the Committee on the merits of recycling and its related costs. Also Mr. Truax addressed the Committee concerning recent complaints received by Township residents concerning the collection of garbage. 9:00 p.m. Mr. Gord Knox of F.J. Reinders and Assoc. Ltd. representing Mr. Burt Schumacher spoke to the Committee about the possibility of creating a number of residential severances on property located on Concession 9, Lots 2 and 3. 9: 30 p.m. Mr. Alf Dick, Solicitor, spoke to the Committee with regards to various Township legal concerns. (This portion of the meeting was held In-Camera) 9:45 p.m. Mr. Brian Wakeman spoke to the Committee with regards to a Site Plan Agreement in relation to an industrial building to be located on Part 1 of Part Lots 1 and 2, Concession 5. (a) (b) (c) Note: Angela Fenton re: thank you for the Day Camp Program OTHER BUSINESS The Committee directed the Administrator/Clerk to invite representatives from the Townships of Innisfil and Tiny to address a future Committee of the Whole Meeting with regards to their experiences with newly implemented programs on recycling. The Committee directed the Administrator/Clerk to prepare a report on the present situation concerning the recent sale of industrial property to Mr. Hamm. The Administrator/Clerk took direction from the Committee to invite Solicitors Rusty Russell and David White to a future Committee of the Whole Meeting. Deputy-Reeve Thelma Halfacre left the meeting at 10:30 p.m. Motion No.1 Moved by Caldwell, seconded by Burton It is recommended that the Administrator/Clerk contact the firm of Woods, Gordon and set a date when this firm can meet with Counc in order to set Terms of Reference to do a Management Study for the Corporation of the Township of Oro. Carried. Motion No.2 Moved by Burton, seconded by Caldwell It is recommended that the memo from Robert James, Animal Control/ By-law Enforcement Officer with regards to the purchase of shoulder crests be received and further that he be authorized to order 2 dozen crests plus 2 dozen officer crests at a cost of $2.00 each plus applicable taxes.
