12 19 1988 Public Minutes THE CORPORATION OF THE TOWNSHIP OF ORO MONDAY, DECEMBER 19, 1988 @ 7:00 P.M. - COUNCIL CHAMBERS SPECIAL PUBLIC MEETING SECOND MEETING 1988-1)91 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy Reeve David Caldwell Councillor Alastair Crawford Councillor Allan Johnson Absent~ rouncillor David Burton Also present were: Maureen Doneathy, Mary Taylor, Jane Blackstock, Eleanor Laity, Bob Besse, Jacquie Besse, Betty and Doug Bedford' Ron Watkin, Bev Nicolson and one member of the press. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that the purpose of the public meeting was to introduce a proposed Official Plan Amendment under Section 17(2) of the Planning Act. The proposed Official Plan Amendment will provide a policy to allow for the establishment of "bed and breakfast" uses within the Township. Notice of the public meeting was placed in the Barrie Examiner anQ the Orillia Packet and Times on November 30, 1988. The Reeve then asked the Clerk if there had been any correspond received on this matter. The Clerk responded by indicating that a letter had been received by the Corporation of the Township of Vespra indicating they would like to know the result of the public meeting and any other information this Municipality may feel is useful in preparing such a policy. The Reeve then stated that all persons present would be afforded the opportunity of asking questions with respect to the proposed Official Plan Amendment. Reeve Robert E. Drury then turned the meeting over to the Township Planning Consultant Ron Watkin who explained the purpose and effect of the proposed amendment. The Reeve then asked those present if they had any questions or comments with regards to the proposal. Mary Taylor inquired that if a Bed and Breakfast is already in existance, how can they comply with this By-law? Eleanor Laity asked how would they obtain a licence when in fact other small municipalities operate bed and breakfasts without a by-law to cover their existence? Also why is the Township of Oro passing such a by-law? Councillor Crawford questioned the cost of rezoning to establish a bed and breakfast. Mr. Ron Watkin, Planning Consultant, responded to the questions posed by Mrs. Taylor, Mrs. Laity and Councillor Crawford. As there were no further questions from those present, the Reeve in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He also advised those present that if they wished to be notified of the passing of the proposed by-law, they should leave their name and address with the Clerk.
