(b) 8:20 p.m. Mr. Paul Kitchen along with Township Solicitor David White and Township Planner Ms. Bev Nicolson addressed the Committee with regards to the following issues: (a) (b) (c) Lakewood Subdivision Agreement; Lakewood Tennis Club; Accessory uses to the Country Residential designation; Information on setbacks and related zoning information from the Township's Planning Department. Motion No.5 Moved by Burton, seconded by Crawford It is recommended that the Council of the Corporation of the Township of Oro endorse the resolution from the Township of Lavant, Dalhousie & North Sherbrooke with regards to the payment of bounties on predator animals. Carried. Motion No.6 Moved by Caldwell, seconded by Johnson It is recommended that the memo from Lynda Aiken concerning Lynda Aiken and Pat Vincent taking Unit 3 of the Municipal Administration Program at Georgian College be received and further the above two employees be allowed to attend this program and further the Municipality is prepared to pay the cost of registration and the purchase of the ~ext providing the two employees successfully complete the course. Small be permitted to attend the ontario Municipal Administrators Spring Conference to be held May 31st to June 2, 1989 inclusive. Carried. Motion No.8 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Oro Station Ratepayers Association dated April 18, 1989 concerning the Barrie Speedway and B.A.F.M.A. be received and further the Administrator/Clerk is hereby directed to correspond with the Oro Station Ratepayers Association indicating the following: (a) It is the understanding of the Municipality as of this date, that the Barrie Speedway sale has not been completed and further it is our understanding that the deal has fallen through and the ownership of this particular Speedway remains in the name of Mr. Blight; and further the Municipality wishes to advise that the Township is looking into a comprehensive Noise By-law which may eliminate some of the adjacent residents concerns; (b) with regards to B.A.F.M.A., the Municipality is taking all legal recourse available to it in order to ensure that B.A.F.M.A. complies with all provincial and municipal laws, and unfortunately the Municipality cannot comment any further on this matter as it will be before the courts in the very near future. Small, Administrator/Clerk concerning the leasing of a second dictaphone transcriber at a cost of $47.38 per month be received and adopted. Carried. Motion No. 10 Moved by Johnson, seconded by Caldwell It is recommended that either Darlene Shoebridge or Henry Sander be permitted to attend the Spring Meeting of the Zone 2 Association of Municipal Clerks and Treasurers Meeting to be held Thursday, May 18, 1989 in Stayner. Carried. Motion No. 11 Moved by Crawford, seconded by Burton It is recommended that the correspondence from W. David Arnill of Seeley & Arnill and Mary Lou Kirby of W.D. Kirby & Associates Ltd. concerning an application to amend the Site Plans for a licenced gravel pit on Part of the E~ Lot 11, Concession 7, Township of Oro, be received and further the Administrator/Clerk is hereby directed to advise that the Municipality has no objection to the proposed amendments suggested for their Site Plan of this pit. Carried. - 5 - Motion No. 12 Moved by Crawford, seconded by Burton It is recommended that the correspondence from the Public Works Department of the City of Barrie concerning Household Hazardous Waste Collection Day be received and further the Administrator/Clerk is hereby directed to advise the City of Barrie that the Corporation of the Township of Oro will not participate financially in this project. Motion No. 13 ~ Moved by Johnson, seconded by Caldwell It is recommended that the report from Fred Haughton, Public Services Administrator concerning Consumers Gas memo of April 5, 1989 be received and adopted. Carried. Motion No. 14 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Consumers Gas with regards to the proposed Horseshoe Valley pipeline be received and referred to the Public Services Administrator and Township Planner for a report back to Council. Carried. Motion No. 15 Moved by Burton, seconded by Crawford It is recommended that the memo from Public Services Administrator Fred Haughton concerning the intersection of the 2nd Line of Oro and the Bass Lake Sideroad and his response to Phyllis L. Carlyle be adopted and further the Administrator/Clerk is to prepare the appropriate by-law. Carried. Motion No. 16 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from Aird and Berlis with regards to the Consumers Gas Company Ltd., Townships of Oro and Medonte, Leave to Construct a pipeline on County Road 22 be received and further Council supports the application. Carried. Motion No. 17 Moved by Crawford, seconded by Burton It is recommended that the report from Fred Haughton, Public Services Administrator concerning Mr. and Mrs. Catania's concerns with regards to a drainage problem on Lots 47 and 48, Concession 10, be received and further that this work be considered in the 1990 budget. Carried. Motion No. 18 Moved by Caldwell, seconded by Johnson It is recommended that the report from Fred Haughton, Public Services Administrator, concerning the Agreement drains as initiated in correspondence from Mr. Hamilton be received and adopted. Carried. - 6 - ~ Motion NO. 19 Moved by Burton, seconded by Caldwell It is recommended that Fred Haughton, Public Services Administrator concerning Jean Crawford's letter be received and further the recommendations contained in the summary section of the above noted report be received and viewed on the roads tour. Carried. Motion NO. 20 Moved by Crawford, seconded by Burton It is recommended that the memo from Fred Haughton, Public Services Administrator concerning his request for hiring a drainage inspector be received and deferred. Carried. Motion No. 21 Moved by Burton, seconded by Crawford It is recommended that the correspondence from John L. Wyndowe concerning a possible development adjacent to Part Lot 1, Concession 11, be received. Carried. Motion No. 22 Moved by Crawford, seconded by Burton It is recommended that the correspondence from Mr. and Mrs. E. Ellis requesting an extension to July 31, 1989 of an Agreement/Affidavit to reside in an existing dwelling on Part Lot 22, Concession 4, while their new dwelling is under construction be granted providing they sign a new agreement with the appropriate dates to be included. Carried. Motion No. 23 Moved by Caldwell, seconded by Johnson It is recommended that Section 21(d) of By-law No. 87-46 be suspended to allow the meeting to proceed past the 11:00 p.m. adjournment hour. Carried. Motion No. 24 Moved by Caldwell, seconded by Johnson It is recommended that the correspondence from the Ministry of Municipal Affairs concerning the circulation of Phase IV of the Horseshoe Highlands Plan of Subdivision be referred to the Planning Advisory Committee for comment. Carried. Motion No. 25 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Don J. Crawford, Solicitor, with regards to Township By-laws 88-101 and 88-102 (Benson) be received and referred to the Township Solicitor Michael Shain, Township Planner Nicolson and Township Planning Consultant Ron Watkin. Motion No. 26 Moved by Johnson, seconded by Caldwell It is recommended that the report from Beverly Nicolson, Township Planner, Robert James, Animal Control/By-law Enforcement Officer concernings Lots 4, 5 & 6, Plan 232, Karen McLean letter be received and adopted. Carried. - I - Motion No. 27 Moved by Caldwell, seconded by Johnson It is recommended that the correspondence from Catharine Mulder requesting a severance be referred to the Township Planner for a reply. Carried. Motion No. 28 Moved by Crawford, seconded by Burton It is recommended that the correspondence from Ms. Bev Plummer with regards to her request to place a mobile home on the South Part Lot 12, Concession 2, until her house can be rebuilt, be granted under the following conditions: (a) that Bev Plummer agree to enter into the standard Agreement/Affidavit with the Corporation of the Township of Oro including the standard Township clauses including a $5,000.00 Letter of Credit issued to the Corporation of the Township of Oro. Carried. Motion No. 29 Moved by Crawford, seconded by Burton It is recommended that the report from Beverly Nicolson concerning properties proposed to be zoned RUR be received. Carried. Motion NO. 30 Moved by Crawford, seconded by Burton It is recommended that the request of Douglas G. Bevan, Pt. Lot 1, Plan 1230, Concession 12, regarding an extension of the existing Affidavit/Agreement to reside in a trailer while his existing dwelling is being reconstructed be referred to a future Committee of the Whole Meeting and further Mr. Bevan, the Township Planner and Chief Building Official be requested to attend. Carried. Motion No. 31 Moved by Burton, seconded by Crawford It is recommended that Ms. Deborah Alle's request to place a trailer on Part Lot 25, Concession 7, until her house can be rebuilt be granted under the following conditions: (a) that Ms. Deborah Alle agree to enter into the standard Agreement/Affidavit with the Corporation of the Townshipof Oro including the standard Township clauses including a $5,000.00 Letter of Credit issued to the Corporation of the Township Oro. of Carried.
