THE CORPORATION OF THE TOWNSHIP OF ORO SPECIAL PUBLIC MEETING MONDAY, JUNE 5, 1989, @ 7:00 P.M. - COUNCIL CHAMBERS THIRTIETH MEETING 1988-1991 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy-Reeve David Caldwell Councillor David Burton Councillor Alastair Crawford Councillor Allan Johnson Also present were: Ms. Beverly Nicolson, Township Planner, Mr. Ron Watkin, Township Planning Consultant, Ms. Holly Spacek, Mr. Richard Vandersande, Clarence LeBossier, Joe Walker, Martial Forget Mary Lou Kirby, Tim Canuck, Liz Edwards, Suzanne Newell, Patrick Kelley, Gail O'Brien, Todd Stocks, Robert Swerdon, Henry Neufeld, Frank Gouweloos, R. James, Carl Canning, John Hare, Bob Besse, Jacquie Besse, Syd Baker, Darma Baker, Kelly Coones, Julie Cayley, W. Keith Lees, Norman Campbell, Ernie Phillips, Paul Leigh, Joan Leigh, Bonnie Cochrane, Jack Seigel, Pat Pridding, Jane Hutchison, paty Lufy, J. L. Edwards Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that the purpose of the public meeting was to present a proposed zoning by-law amendment, under Section 24 of the Planning Act. The proposed amendment would change the zoning on part of the west half of Lot 21, Concession 6, from Highway Commercial to Highway Commercial- Exception. Notice of the Public Meeting was mailed out on May 10, 1989, to all property owners within 400 feet of the subject lands. Notice of the public meeting was also advertised in both the Barrie Examiner and Oril1ia Packet and Times on May 17th, 1989. The Reeve then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that a letter from the Ministry of the Environment, signed by Mr. R. E. Young, Sr. Environmental Officer, with the Central Region Office, dated May 17, 1989, this correspondence was read to those attending this meeting as well as copies made available to each member of Council. The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed zoning by-law amendment. Reeve Robert E. Drury then turned the meeting over to the Township Planner Ms. Beverly Nicolson to explain the purpose and effect of the proposed amendment. The Reeve then asked those present if they had any questions or comments with regards to the proposal. Stephen Woodrow: I am not opposed to the zoning at all, I think it is good, the only problem I have with "Exception Zoning" is in this Country, in a Democracy, we are suppose to introduce By-laws and plans so that everything is fair to everyone. Is not Exception Zoning against this rule? 1 I I '" " ' - 2 - You are getting into an area were you could actually have discrimination. Not on any planning basis but if a certain government at the time does not feel it is following under the proper rules for an exception, and therefore it is not granted. Is that not how planning is suppose to apply to everyone, owners of all commercial properties. Reeve Drury: Does your question have to do with this amendment tonight or a question in general? Stephen Woodrow: It is a question in general but it does have to do with this because it is Exception Zoning. Reeve Drury: Ron, I will ask you to answer on that basis because it is Exception Zoning but I think Mr. Woodrow's question is more broad in context. Ron Watkin: This amendment is completely set for this individual. Exception Zoning is not a nasty thing it is something that if used properly is in the best interest of the municipality and the individual who wants to do something. Stephen Woodrow: What if it is not used properly? Ron Watkin: As far as we are concerned it is being used properly, if this amendment goes through. Stephen Woodrow: My question is to Council. When would be the proper time to express concern about Exception Zoning? Reeve Drury: I would suggest if you have a question for Council you come in as a delegation and ask the question. It is not appropriate at this time, unless your question is specific with this amendment. stephen Woodrow: That is the specific part of the amend- ment, Exception Zoning, so that is a specific question. Ron Watkin: Is this an objection to this proposal? Stephen Woodrow: I have no objection to this proposal. The Reeve in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He also advised those present that if they wished to be notified of the passing of the proposed by-law, they should leave their name and address with the Clerk.
