SPECIAL PUBLIC MEETING
MONDAY, SEPTEMBER 18, 1989 @ 7:00 P.M.-COUNCIL CHAMBERS
FIFTY-THIRD MEETING 1988-1991 COUNCIL
The following members of Council were present:

Reeve Robert E. Drury chaired the meeting.
Reeve Robert E. Drury opened the meeting by explaining to those
present that the Public Meeting has been called pursuant to
Section 17, 21 and 34 of the Planning Act to obtain public
comments with respect to the proposed applications. The applica~t
has applied to redesignate and rezone certain lands.
To date the Council of the Corporation of the Township of Oro have
not made a decision on this application other than proceeding to a
public meeting. Only after comments are received from the Public,
Township Staff and requested agencies within an appropriate time
period will Council make a decision on this application.
Notice of the public meeting was mailed out on August 22nd, 1989,
all property owners within 400 feet of the subject lands. Notice
of the public meeting was also placed in both the Barrie Examiner
and the Orillia Packet and Times on August 23rd, 1989.

The Reeve then asked the Clerk if there had been any corre
received on this matter. The Clerk responded by indicating
that no correspondence had been received.
The Reeve then stated that those persons present would be
afforded the opportunity of asking questions with respect
to the proposed Official Plan and Zoning By-Law Amendments.
Reeve Robert E. Drury then turned the meeting over to the
Township Planner, Ms. Beverly Nicolson to explain the purpose
and effect of the proposed Official Plan Amendment.
At the conclusion of Ms. Nicolson's and Mr. Cottonls presentatio~
those present were asked if they had any questions or concerns
with respect to the proposal.
Beverly Nicolson:
The land affected is described as
Part of Lot 22, Concession 12, and
is located in the Village of Hawkestone.
The applicant is proposing to change
the Official Plan from Country Residentia
to Village Community Residential, in
addition, prior to any development occurr
on this property, they also require
an amendment to the Zoning By-Law. They
also require an approved Plan of Subdivis

The Purpose and effect of the Amendmen:
specifically, would be to allow the
lands to be developed as a Residential
Subdivision. The change from Country
Residential to Village Community
Residential will allow a reduction
in the lot sizes; the minimum lot
sizes go from one acre to a half acre,
but with a water system in it.
Ross Cotton:
We are looking at a total of 70 single
family residential lots, each of these
lots would be serviced by a municipal
water system as well as individual
septic tank systems. There is a 1.03
hectare park at the end of John Stree:
adjacent to Allen Street which would
be conveyed to the municipality.
Glenn Bryenton:
My main concern is the water: is this
a well system on each lot, a drilled
well or will this be one well which
will service all the homes?
Beverly Nicolson:
Currently in discussions with the
developer, we would be looking at
a Central Water System
Glenn Bryenton:
Another question I have would be in
connection with drainage. Will there
be ditches that are very deep, or will
there be minor ditches with weeping
tile underneath? The field across from
me in the Springtime this year, the
water almost came up over the Ridge
Road. There is a terrific amount of
water that comes off there for
approximately three months in the Spri~g.
Ross Cotton:
There is a general requirement that
has to be followed in that there is
no river drainage that would come off
our property after the development
is completed than what there was before.
Hopefully the drainage would be decreased
after the development through proper
stormwater control. In terms of
specifics; that is something which
we will have to do in accordance with
the Township's requirements and the
Ministry of Environment.
Glenn Bryenton:
will this be a completed subdivision,
will the homes be completed then sold,
or will the land go up for sale and
different contractors build the homes?
Could we look at 60 or 70 percent of
this being developed within a year,
year and a half after you have approval?
Will it drag on indefinitely?
Ross Cotton:
Our client is a home builder and his
intentions is to build the homes
himself.

The frontage of some of those lots
are I believe 23 metres, which is about
70 to 75 feet; for that type of a
development, I think they are just a
little bit small.
Is the Developer going to put a fence
up or am I going to be faced with maybe
three different types of fences.
I think your question is a very valid
one and is something that the municipality
will take into account when they are
dealing with the Subdivision Agreement.
Adjacent to my property, I have had it
graded, according to Simcoe County
Health Unit re the septic system, I had
to put a swale completely around my
property. What will happen to the
swale that I had to put in there, will
it be higher or lower than my property?
As Mr. Cotton stated earlier, when this
project develops, there will be stormwater
management as well as a lot grading plan.
Before the Health Unit will accept
anything they will definitely be looking
at your property.
I feel the lots are far too small for
that area; there will not be one single
tree left in that whole area if they
are going to put 70 houses in. If the
same septic system is required on those
lots as was required by myself when I
built, there will not be enough room
to put the house. Regarding the water,
is that the existing well that is already
there?
Yes Sir.
Is there any guarantee if this does
go through, that the water pressure
will be sufficient? What kind of
water pressure would there be?
The water system which would have to be
installed would have to meet the
Township requirements as well as that of
the Ministry of Environment, and that
pressure would have to be maintained.
Will there only be the one entrance
for the 70 homes on to John Street?
We have looked at a step

Is it normal in that size of a
subdivision that you only have one
entrance?
There are subdivisions which I have
seen in other municipalities where
you might have 200 units serviced by
one street.
What provisions are made for schools,
when we are already into a portable
situation now?
The School Board assures us that they
will look after anything that is
required in the way of schooling and
I think it is a sign of the times in
Ontario that portablæare here to stay.
Regarding the water problem, can it
affect my lot down the street and is
there any guarantees?
The Township Engineers would force
the Developer to prove through
hydrology tests that it will not have
an effect on anyone else and would
have to be proven before the subdivision
does go in.
I am concerned with the amount of
houses that are going in and I think
that the lots are far too small.
I would like to bring forward
some of the concerns that have been
brought forward to me regarding this
development:
(I) Size of the lots - lots too small-
Would probably tend to look like
row housing.
(2) Water problems - what the affect on
other peoples water supplies will be.
(3) Septic Systems
(4) Road and Access - with only one
access into the development, concerned
about the safety aspects.
(5) Social Concern - Impact of two to
three hundred people.
(6) Impact on Schools, waterfront,
village life and lack of available
recreation area for additional
children that would be coming into
the area.
I make my living on construction so I am
obviously not against development. The
long narrow lot is ideal for the
developer but I do not think anyone
is going to be happy with what they
are going to see. What they are going
to see are probably some bungalows
that will not be able to have garages,
houses that are very crowded to the
front of the lots to allow for the
septic tanks, and bluntly they are
an eye sore.

Recreation is a concern. A proposed
water system with an existing water
system, I am assuming all these things
are going to be worked out.
I am concerned with the pollution of
the wells already and the drinking water.
My big concern is that you have a
Township that boarders on a lake, this
is not directed specifically at the
developer but is an overall concern,
that if we are going to increase the
number of people in this community,
that there is very little public access
to what should be a major resource.
Indicated on the map the parkland area
that would result as a result of the
development. Also the reason for some
of the depths of the lots resulting
because of the setback requirements
from the CNR tracks and the slope by
the Ridge Road.
The Reeve in closing the meeting, thanked those in attendance
for their participation and advised that Council would
consider all matters before reaching a decision. He also
advised those present that if they wished to be notified
of the passing of the proposed by-law, theyshould leave their
name and address with the Clerk.
